[Libs-Or] audio video withdrawals

Hello,

Our audio/video collection is well used, as I am sure most of yours
are.  I am wondering if anyone has a policy, "rule of thumb", or any
other type of guidelines regarding the maximum number of circulations a
title can reach before it is automatically "deselected" and withdrawn
from the collection.  We have guidelines for withdrawing based on
damage, etc..

input.
