[Libs-Or] FY 2003 E-rate Discounts and CIPA

We have been asked by the Schools and Libraries Division (SLD) to remind 
libraries
that if there is no intent to act to comply with CIPA by FY 2004, the 
library (or consortium)
is not eligible for FY2003 discounts after August 14, 2003 (see below).

Apparently there have been misunderstandings about this.

> Libraries that will NOT be undertaking actions to comply with CIPA by 
> the start of FY2004 are not eligible for discounts following the 
> August 14, 2003 Second CIPA Order effective date. 
> The SLD stated this in effect in their August 18 announcement (SLD to
> Release Revised CIPA Guidance) below...
> *    "Libraries who know they will not be undertaking actions to 
> comply with CIPA by the start of FY2004 may still receive FY2003 
> discounts on Internet Access and Internal Connections for services 
> received before the effective date of the FCC Order."
