[Libs-Or] Statewide Digital Reference Pilot Project - activities and next steps

Hello,

I am finally pleased to report on the activities of and next steps for
the Statewide Digital Reference Project, or Answerland.  The report
outlines the service so far and what we will do in the coming months to
move from being a pilot project to a full service program.
