[Libs-Or] Amazon corporate accounts for libraries

I haven't worked with Amazon, but Barnes and Noble has a special government 
account that offers a 5% discount on any purchase. I find that makes them 
often less expensive than Amazon, certainly on fixed price items such as 
anything from Oxford Press. We've done returns with no problems.
