GENERAL INFORMATION
The Oregon State Library is recruiting to fill the position of Program
Manager for Library Development Services. The Library Development Services
program carries out the responsibilities of the State Library in planning
for state-wide library development, in providing information, consulting and
continuing education services to local librarians, citizens, and government
officials, and in administering all State and Federal library grant
programs. In providing this assistance, Library Development staff work with
approximately 128 public libraries, 61 academic libraries, and 1,200 school
libraries throughout the state. In the 2003-2005 biennium the Library
Development Services program will have a staff totaling 4.5 FTE. The budget
for this program is approximately $6 million for the biennium. The staff is
organized as a team which is afforded a high degree of autonomy in carrying
out their work. The team has a coordinator who receives additional pay to
coordinate the day-to-day work of the team.
TO QUALIFY

personnel actions such as promotions, transfers, or disciplinary action in
order to ensure adequate and competent staffing for the programs.
Manages the development of policy for the program by facilitating analysis
of all pertinent issues and information regarding the impact of proposed
policy on the provision of services to target populations. Directs the
process of determining the resources necessary to implement such policy in
order to ensure the efficient and effective provision of services. Directs
the process of determining program priorities in consultation with the State
Librarian.
Participates in the preparation of biennial and interim budget requests for
the programs by using the principles and practices of budgeting and program
management to project resource needs and prepare required documentation for
incorporation in the agency's budget request. Represents and speaks for the
State Library at national, regional and state library association meetings,
and other library-related meetings.

(substitute) basis in its Clark County branches in the greater Vancouver

The successful candidate will provide direct and system-wide reference,

The Office of the Secretary of State, Washington State Library Division has
a Library Information Associate vacancy in the Public Services Program.
This program is responsible for reception, circulation, and reference
services as well as public relations and outreach to the citizens of
Washington State. If you enjoy reference and working with the public,

DUTIES
Performs basic library functions and provides professional level information
and research services to all customers. Determines the best way to answer
reference questions by conducting thorough reference interviews. Provides
information and research services to all customers. Responds to requests
received from all customer gateways, especially electronic and in the areas
of history and genealogy. Utilizes complex resource materials, catalogs,
indexes, databases, and legal materials to identify and analyze sources to
answer questions. Question responses may entail recommending or providing a
book, document, or periodical article from the collections, through
interlibrary loan, via an online full-text database, or a Web resource;
supplying a bibliography of sources; referring the customer to an
appropriate source; or providing instruction on the use of library tools.
Actively and continuously provides library service to customers in the area
of history and genealogy, primarily at the microfilm desk. Conducts point
of use individualized instruction for patrons in equipment use. Prepares
historical and genealogical research guides. Works with other members of
the Public Services program to develop brochures, bookmarks, flyers and
other marketing materials in the area of history and genealogy.
Coordinates, plans, develops, conducts, evaluates, and promotes outreach
presentations which highlight the historical resources, both electronic and
print. Creates tailored information packets for outreach to specific
customer groups. May recommend print resources to Collection Development
and identify historical or genealogical sites for addition to the WSL Web
site. Assists the Public Services Program members with special projects.
REQUIRED QUALIFICATIONS
A Master's degree in library science from an American Library Association
accredited program and certification by the State Librarian authorized
through the Office of the Secretary of State; or certification by
professional portfolio as authorized through the Office of the Secretary of
State; OR
A Bachelor's degree which includes an equivalent to 30 quarter hours in
library science; and two years of experience in the functional operations of
a library. One additional year of experience with duties equivalent to a
library information technician may be substituted for the required credit
hours; OR
An accredited associate degree in library technology and four years of
experience in the functional operations of a library; OR, Six years of
experience in at least two functional areas (i.e., circulation, reference,
interlibrary loan, serials, media services, government publications and
acquisitions) of a library.
DESIRABLE QUALIFICATIONS
Knowledge of Washington State Government
Knowledge of Washington State History
Experienced genealogist or certified genealogist
COMPENSATION
$2468 - $3134 per month, depending on qualifications. Washington State
