General Description of Duties:
Performs a variety of journey-level professional library duties in Youth
Services and coordinates a major library program area such as reference and

Examples of Duties Performed - Duties may include but are not limited to the

researches and responds to basic, difficult or technical reference
questions. Provides age-appropriate readers' advisory services to patrons.
Advises and assists library patrons; demonstrates the use of library
catalogs and other library tools; refers patrons to other agencies as
appropriate. May coordinate reference and readers' advisory service in Youth
Services. 

Plans, participates, and presents programs and activities for children,
teens, and parents/caregivers such as book discussions, story times, book
talks, and workshops. Prepares exhibits, booklists, etc. May coordinate
programming in Youth Services. Reviews new publications and materials and
assists in selecting and evaluating materials for acquisition or removal
from the collection. Reads reviews and purchases materials including books,
magazines, videos, CDs, and CD-ROMs for library's collection. Analyzes
collection for development; weeds materials as needed. May coordinate
collection development in Youth Services. 

Develops and delivers training programs for the public; conducts tours of
library, demonstrating use of online catalog and other databases. Maintains
expert knowledge of Internet network and search engines. Performs searches
for the public; teaches search strategies and network procedures. Assists in
the selection, supervision, and evaluation of assigned staff; assigns work
and ensures appropriate training is provided. Plans and oversees work of
volunteer staff. 

Ensures implementation of and adherence to the City's Affirmative Action and
diversity work plans. Contributes to the implementation of effective
processes and models to produce diversity initiatives. May facilitate staff
development on such issues as diversity and creating a respectful working
environment. Assists with the preparation of budget recommendations;
researches, monitors, and controls expenditures. Networks with other
community agencies to extend library services as assigned. Responds to
citizen complaints and requests. 

Participates in the Library's ongoing public relations agenda as assigned.
Maintains up-to-date working knowledge of materials in assigned service area
through extensive ongoing reading and/or review of this material; uses
bibliographies and other media to develop expertise; keeps abreast with
professional developments and current events in youth services. Serves on a
variety of City committees, commissions, and task teams; participates in
community outreach programs as assigned. Maintains neatness and organization
of library; complies with safety policies and procedures. Compiles library
activity reports and statistics. Enforces library policies; may perform
in-charge-of-building duties. Performs many other related duties as
assigned. 

Qualifications: 
Knowledge of: Principles and procedures of professional library work, in
particular youth services, including methods, practices, and techniques of
library classification, cataloging, and reference; 
Standards and procedures of selecting public library materials; Computerized
cataloging, bibliographical, and circulation system databases, and other
online services and sources; Materials and services available in public
libraries; Roles of the public library in the community; Principles and
practices of supervision, training, and performance evaluation; Policies,
procedures, and functions of a library system. 

Ability to: Develop and implement library programs and services applicable
to the needs of the patrons and the community; Perform professional library
tasks in areas of reference, cataloging, and youth services; Operate
computerized cataloging, bibliographical and circulation system databases;

Minimum Requirements:
Education: Possession of a Master of Library Science degree from an American
Library Association-accredited college or university; Experience: Two years

and ceased titles, playing a lead role with student employees, and working

will have 1-2 years of college or equivalent training (college degree

required are a working knowledge of: standard library systems and procedures
as they apply to the position, the acquisitions and serials modules of an
automated library system (preferably Innovative Interfaces), an online
bibliographic utility (preferably OCLC), and Microsoft Office. Excellent
interpersonal and communication skills, a demonstrated ability to work well
with the team and toward institutional goals, and an ability to respond
resourcefully to a changing work environment are essential.  Prior
supervisory experience preferred.  The position also requires the ability to
communicate effectively, both orally and in writing; and the ability to push

The Science Library includes two branch collections: the Math Library and
the Oregon Institute of Marine Biology Library. Together, these three
libraries include close to 200,000 volumes and electronic access to
approximately 18,000 journal titles. Library staff members serve research
and instructional needs of graduate and undergraduate degree programs in
biology, chemistry, computer and information science, environmental science,
environmental studies, human physiology, geological sciences, mathematics
and physics. 
 
Duties: 
Provides reference and research service in person, electronically and by
telephone. Contributes to an active instruction program; designs and teaches
sessions for students, faculty and staff. Serves as a subject selector,
developing collections in digital and print formats for the principle
subject areas assigned. Develops strong liaison relationships with faculty
in assigned subject areas and performs outreach to the user community.
Creates and maintains print and digital tools to assist users in finding and
managing information. Reports to the Head of the Science Library.
 
Qualifications:
Required: ALA-accredited MLIS degree (must be granted by August 31, 2005);
experience or coursework in providing reference and research assistance in
an academic setting; experience or coursework in the design and delivery of
library instruction, and demonstrated ability to create instructional
materials in print and electronic modes; ability to work both independently,
and with others, in a demanding and rapidly changing environment;
demonstrated strong oral and written communication skills; the interpersonal
skills to work effectively with culturally diverse library users and
colleagues; demonstrated commitment to use-centered services.
 
Salary: $34,000 minimum, depending on qualifications and prior experience.
Librarians hold academic rank and faculty status, but are non-tenured.

Librarian/Youth Services Consultant assigned to the Library Development
team. This position provides consultation on child and youth services to
over 120 public libraries across Oregon. The position is located in Salem,

GENERAL INFORMATION

The Oregon State Library is recruiting to fill the position of Program
Manager for Talking Book and Braille Services. The position is located in
Salem, Oregon. The Talking Book and Braille Services program provides a wide
variety of reading materials in recorded or Braille formats for an estimated
50,000 Oregonians that have limited vision or other disabilities which
prevent them from being able to use conventional books or other printed
materials. Currently, about 6,700 Oregonians are registered borrowers and
about 400 institutions receive deposit collections of materials. In the
2005-2007 biennium the Talking Book and Braille Services program will have a
staff totaling 9.5 FTE employees. The program budget is approximately $1.4
million for the biennium. In the last fiscal year circulation totaled over
345,000 books and other materials. The staff is organized as a team that is
afforded a high degree of autonomy in carrying out their day to day work. 

TO QUALIFY 

Your cover letter, State of Oregon Employment Application (PD 100), and

document that you have: 

1.	An American Library Association (ALA) accredited Master of Library
Science degree.
	
2.	Six years of experience in supervision, staff-technical, or
professional-level work relating to the provision of library services. This
experience must have included at least two years of supervision and
management of a program, section, or unit which included: a) development of
program rules and policies, b) development of long-and short-range goals and
plans, c) program evaluation, and d) budget preparation. 

3.	A Bachelor's degree or courses in a field related to management,
such as Business or Public Administration, or a field related to the program
of the employing agency, may be substituted for up to three years of the
required experience, but will not substitute for the two years of
specialized experience. In the "work history" section of your application,

DUTIES AND RESPONSIBILITIES 
Major duties and responsibilities of this position include: 

Manages all Talking Book and Braille Services (TBABS) functions, including:
the machine lending agency, collection development, eligibility, loan of
books, magazines, and equipment in a manner consistent with federal law and
national standards; monitors fund raising activities and the TBABS donation
and endowment funds. 

Communicates agency mission, interprets higher level decisions, clarifies
program priorities, identifies present and future resources, and works with
team to set needed results and develop objectives, strategies and timelines
for achieving goals and outcomes developed in conjunction with patrons, the
library community, the State Librarian, the TBABS Advisory Council, and the
State Library Board of Trustees.

Manages the performance measurement and evaluates the quality of services
provided through development of measures, review of reports and statistical
data, and conferences with reporting staff; coordinates activities with
other agencies or divisions thereof in areas of mutual concern in order to
ensure compliance with established policies, objectives, program priorities
and applicable laws, rules and regulations; reviews information from users
of agency services and interested community and professional groups in order
to determine what improvements are needed. 

Performs supervisory functions by participating in the interviewing,
selecting and training of new staff; by managing individual employee
performance through accepted performance management principles and
practices; by managing team performance through accepted team leadership,
performance management and staff development principles and practices; by
hearing and resolving employee grievances; and by recommending or initiating
personnel actions such as promotions, transfers, or disciplinary action in
order to ensure adequate and competent staffing for the program. 

Provides policy guidance by facilitating analysis of all pertinent issues
and information regarding the impact of a proposed policy on the provision
of services to target populations; directs the process of determining the
resources necessary to implement such policy in order to ensure the
efficient and effective provision of services. 

Participates in the preparation of biennial and interim budget requests for
the programs by using the principles and practices of budgeting and program
management to project resource needs and prepare required documentation for
incorporation in the agency's budget request. 

Represents and speaks for the State Library at national, regional and state
library association meetings, and other library-related meetings.

LOCATION

DUTIES
The primary duties of this position are performed in the Resource Sharing
and newspaper collection of the Washington State Library.  This position
reports to the Resource Sharing Operations and Newspaper Collection
Supervisor.  This position provides service to customers of the Agency's
main and contracted branch libraries, including using expertise in OCLC,
ILLiad, and Ariel to conduct the functional activities of Resource
Sharing/Borrowing.  Responsible for shelving and maintenance of the
newspaper collection.  Assists in the preparations for the archiving of
newspapers and historical multimedia collections, in the processing of new
materials for both collections, and in creating new points of digital access
for the collections.  Provides multimedia assistance to library events staff
including operating equipment during scheduled events. Provides back-up
assistance in Resource Sharing/Lending to the customers of the Agency's main
and contracted branch libraries.  May also provide support on projects
related to Resource Sharing and the newspaper and microfilm collection.
 
REQUIREMENTS
An associate degree in library technology from an accredited program and one
year of technical experience in the functional operations of a library with
duties equivalent to those of an Office Assistant Senior OR three years of
experience in the functional operations of a library with at least one year
equivalent to the duties of an Office Assistant Senior.
 
College level work may be substituted for one year of experience.  No
substitution will be allowed for the one year experience equivalent to the
duties of an Office Assistant Senior working in the functional operations of
a library.
 
DESIRABLE QUALIFICATIONS
Experience within the last two (2) years setting-up and operating both
analog and digital multimedia equipment (such as digital video recording,
16mm film projection, and public address systems).
Experience within the last two (2) years working in interlibrary
loan/Resource Sharing that includes work with OCLC, ILLiad, Ariel, and
document delivery.
Experience working with newspapers, or another sizeable print collection,
including the preparation work to microfilm that collection and/or
inspecting the quality of microfilmed reproductions.
Experience working with multimedia acquisitions, including arranging to
preview materials and ensuring the receipt of licensing agreements, or
working in other library acquisitions procedures.
 
COMPENSATION
$2053 - $2586 per month, depending on qualifications.  Washington State
