[Libs-Or] library license plates

Newberg PL recently received a grant from our Yamhill County Cultural
Coalition which takes our county's share of the Cultural license plates
revenue and distributes the money via grants to county projects.  We're
using the $700 for our Dia de los Libros celebration.  I'm not sure if all
counties distribute their share of the license plate money this way or not.
It might be worth investigating.

There was some discussion on this at the OLA Board and the issue is the
number of plates that have to be sold to make it viable and the fact that
there are actually more like 30 or 40 "affinity plates" available in
addition to the ones Jim mentioned to various alumni and other
organizations. I do think that the more you have, the more diluted it does
become.

Hmmm, it has not been apparent to me that libraries are included in the
Cultural Trust.  Is this a lack of info or a case of not paying attention on
our part?  "Culture" is a pretty diverse group of activities---- can the
Culture Trust license plates really generate enough funds to give much help
to libraries?

Also, some library afficianados might not feel supportive of some of the
other activities in the trust (alternative art, etc...??) so I wonder if
having a specific plate might be more likely to garner specific supporters.
Just as a levy on the ballot that covers a lot of topics is harder to pass
that a single issue levy.  Just a thought.

I also wonder how many specialty plates can realistically be supported
without diluting the benefits of all of them.

I think I would favor having a specific library plate.

 Oregon already offers Cultural Trust license plates.  Oregon Cultural
Trust funding is distributed through grants to arts, heritage and
humanities organizations (including libraries).  As more plates are
purchased, the larger the OCT trust fund and the more that can be
distributed to local communities.

Recently there were postings regarding library license plates on
libs-or.  Yesterday in Carson City there was a press conference and an
unveiling of Nevada's library license plate.  See the article at:

Such plates result in funding for various groups and initiatives in
Nevada such as art through the Nevada Arts Council
(http://dmla.clan.lib.nv.us/docs/arts/plates.htm).  In order to maintain
the plate a minimum of 1000 people will need to order it and to keep it.
Money from the license plate fees will go towards support of summer
reading programs in Nevada's public libraries and to help provide
support for educating the next generation of librarians.  For further
