[Libs-Or] Library District Information For Voters' Pamphlet

We plan to have a library district formation measure on the May 16th ballot.  If anyone who has formed a library district  has a copy of the information they used for the voters' pamphlet I would really appreciate a copy, especially of the arguments in favor.
