[Libs-Or] E-rate hardship info request

Many of Oregon's public libraries have talked about the increasing 
demands and difficulty of the E-rate program over the past couple of 
years.  It would be helpful if you could respond to the request below 
(or directly to me) with specific information on how this has affected 
your library vis a vis the program.  Please let me know if you have any 
questions.  Thanks in advance for your input.
