[Libs-Or] Competitive purchasing of library materials

I have been informed by our Finance Dept that library materials are not exempted from the state competitive purchasing laws.    We now are supposed to do an RFP for library materials for categories where we expect to spend more than $25,000 annually.  Has anyone else done this and do you have any pearls of wisdom to share on how to develop and manage this?
