[Libs-Or] Question for academic librarians

As an academic library, how can we add to our collection "popular movie"
videos and DVDs?  Do we have to buy some sort of copyright agreement?
Who through?  Is it outrageously expensive?  How to public libraries do
it?  Are their library consortiums for this?
