[Libs-Or] Beverages in the library

I am a permanent resident of Oregon, but have recently taken a
fellowship at Texas A & M University.  I work in a business school
library that is open 24 hours a day.  Recently the library conducted a
trial, allowing covered beverages in the library.  We are trying to
determine if the trial was successful and whether or not to continue to
allow covered beverages in the library.

During the trail period, we experienced significantly increased trash,
both in cans and left around, and spills on the carpet in the library. 
I am looking for input about this from the Northwest, where coffee is
often seen as a right rather than a privilege:
1) Does your library allow beverages? (please let me know what kind of
library - public, academic, corporate, etc.)
2) What are the rules about beverages, if any?
3) What have you done to alleviate the mess?
