The Rural Library Sustainability Workshops sponsored by WebJunction and the Bill and Melinda Gates Foundation this past year provided two really nice tools that you (or any library regardless of size/location) may find helpful:
1) The "Project Continuum" is a handout that covers seven distinct areas that can be used as indicators of what is going on now with your library and possible directions or areas you would like to focus on in the future. There are Word and PDF versions available from here:
You can use this tool as a way for your board to discuss and explore short-, mid-, or long-term strategic goals by evaluating where you are today and where you'd like to be at any point in time in the future (the worksheets may reference a five month timeline but that was just specific to the worshop).

2) Once the board has identified one or more areas they would like to focus on, the board can create Action Plans (using the worksheet below) to create/manage tasks to reach those goals.

Last but not least, there is now an online version of the workshop available from WebJunction:
http://webjunction.org/do/DisplayContent?id=16846 -- it's free and self-paced -- I haven't gone through it yet myself but I would imagine that it would be just as useful as the worshop for the self-evaluation and goal setting sections; the online version also includes case studies of libraries who have used these tools successfully. (Note that while the focus is on how to sustain public access computing, these tools and information from the online can be used much more broadly).

Our Library Board wants to hold a Goal Setting/Long Range Planning Retreat without an outside facilitator. Does anyone have any suggestions for the process to use at the meeting? Last time we did this we used SWOT (strengths, weaknessess, opportunities and threats) as topics to get the conversation going.
