For MS software for staff (non-public use) computers, libraries qualify for 
Microsoft volume licensing for educational institutions 
(http://www.microsoft.com/Education/HowToBuyInstitution.mspx).

You must buy 5 or more licenses per title at a time to qualify for volume 
licensing.

For fewer than 5 licenses, you can purchase the Academic retail packages 
(where Windows XP runs about $100, for example).

Most big mail-order vendors sell MS licenses through these programs. CDW 
Government (http://www.cdwg.com) is one example.

(For libraries that are part of city or county gov'ts, the parent 
institution may already participate in MS volume licensing programs that 
offer heavier discounts, so it might be worth checking.

Also, if you happen to be buying new computers, buying Windows pre-installed 
on PCs from vendors like Dell and HP is still probably the cheapest and 
easiest way to obtain new Windows licenses.)
