The PORTALS consortium has been in existence since 1993 and has had a number of functions within the local library community. PORTALS was initially funded by the State of Oregon and the M.J. Murdock Charitable Trust. Its purpose was to create a regional research library in the Portland-metropolitan area, and for more than a decade PORTALS provided resource sharing and database licensing for its member libraries. In recent years, PORTALS' focus has been on providing continuing education for the library community. PORTALS' recent activities include the creation of NWCentral [www.nwcentral.org], a community-driven clearinghouse of training resources for the library community in Oregon and Washington that has been partly funded by LSTA, and sponsorship of highly popular continuing education events. In 2005, Portland Community College Library became PORTALS' fiscal agent and as such has administered NWCentral and coordinated the classes. On September 29, 2008, the PORTALS Council of Librarians voted that its present organizational structure was no longer necessary to fulfill the mission of supporting continuing education. The Council voted to transfer its governing authority and resources to Portland Community College (PCC). PCC Library accepted this responsibility because it is consistent with the mission of the college to support work force development and lifelong learning. PCC Library plans to align the continuing education efforts with NWCentral under the leadership of Roberta Richards (rrichard at pcc.edu), and to broaden the reach to include the entire state of Oregon. PCC Library will work with the NWCentral Advisory Group and others to develop a plan for next steps. It is the hope of the PORTALS Council that this transformation will be the beginning of a new era of library continuing education and that the effort will benefit all libraries in Oregon and Washington. Finding and using free data from the US Government is the topic of a set of workshops offered on November 21 at George Fox University's Portland Center. In the morning session Charles Rynerson will explain the effective use of American Community Survey (ACS) data from the Census Bureau. Charles is Coordinator of the Oregon State Data Center at PSU?s Center for Population Research. Following a no-host lunch, Valery King, from the OSU Libraries, will teach the afternoon session on locating health, education and crime data, with an emphasis on U.S. Government resources. The White House Conference on Library and Information Services (WHCLIST) and the ALA Washington Office wish to announce the 2009 WHCLIST Award that provides a stipend of $300 to help defray the costs for a non-librarian participant to attend National Library Legislative Day (NLLD) May 11th and 12th in Washington, DC. WHCLIST was an effective force in library advocacy nationally, statewide and locally, following the White House Conferences on Library and Information Services in 1979 and 1991. With no national conferences in the foreseeable future, WHCLIST has chosen to provide its assets to the ALA Washington Office, to transmit the spirit of committed, passionate library support to a new generation of advocates. Both ALA and WHCLIST are committed to ensuring that the American people get the best library service possible. The WHCLIST Award will be used to further these efforts. Online applications can be submitted to the American Association for State and Local History (AASLH) between January 5, 2009, and March 9, 2009, at www.aaslh.org/Bookshelf. The IMLS Bookshelf, supported in the third application period by the Henry Luce Foundation, is a core set of texts that are essential for the care of collections. To date, 1,841 IMLS Bookshelves have been distributed to cultural heritage institutions. Every state and territory, including Washington, D.C., Puerto Rico, Guam, and the U.S. Virgin Islands has received a copy of the IMLS Bookshelf. The IMLS Bookshelf, valued at approximately $800, focuses on collections typically found in art or history museums and in libraries' special collections, with an added selection of texts for zoos, aquaria, public gardens, and nature centers. It addresses such topics as the philosophy and ethics of collecting, collections management and planning, emergency preparedness, and culturally specific conservation issues. The final set of recipients will also receive a recently published book by the American Institute for Conservation of Historic and Artistic Works (AIC). The AIC Guide to Digital Photography and Conservation Documentation is a comprehensive guide to photographic equipment, software, and processing for those who use digital photography for conservation documentation. They are used in assessing everything from jump shots to critical thinking. Rubrics are descriptive, so in addition to guiding assessment, they can assist students by giving clear, concise guidelines for levels of performance for learning goals. Come to this workshop to learn how librarians can put rubrics to work measuring information literacy in a variety of venues and programs. From one-shot class visits to program evaluation, rubrics are an assessment tool that can help direct your teaching. Creating a rubric with a faculty member or on a team can bring increased understanding of classroom goals as well. In this workshop you will build a rubric based on one of the ACRL information literacy standards and practice using it to assess student work. Former U.S. Forest Service National Historian Gerald W. Williams will present From Private Collection to Public Access: The Gerald W. Williams Collection at the Oregon State University Libraries. Dr. Williams will discuss his thirty five years of collecting, which resulted in a 3,100 volume research library on environmental and Pacific Northwest history, Native Americans, and photography; a collection of more than 15,000 historic photographs documenting forestry, landscapes, railroads, and the Civilian Conservation Corps (CCC) in Oregon and the Pacific Northwest; several hundred maps, many of which document national forests in the Northwest; and posters and other ephemera pertaining to the U.S. Forest Service and the CCC. Williams will discuss the importance of this collection to scholarship in the region. The OSU Libraries acquired the Williams Collection and Williams' personal papers in 2007, and has digitized selected materials over the past year (http://digitalcollections.library.oregonstate.edu/cdm4/client/gwilliams /).
