Oregon Reads was a one time project of the Oregon Library Association to celebrate the sesquicentennial in local libraries across the state. Oregon Reads served as an opportunity for libraries to gain experience conducting a community reads program, and spark interest in local reading programs. Library2Go is now offered by public and community college libraries throughout the state, providing downloadable audiobooks and videos. With the growing interest in downloadable e-books sparked by new e-readers like the Kindle and the Sony Reader, the ODLC believes it is time to begin to offer downloadable e-books. Earlier in the year the Library Services and Technology Act Advisory Council recommended that the Board consider funding an opening day e-book collection for Library2Go. The ODLC is requesting $100,000 for the collection. They are committing to spend $26,000 from their own budget over the next two years and approximately 20% of their collection budget in the future to purchase e-books. ODLC works with OverDrive to provide Library2Go. OverDrive offers downloadable e-books in the EPUB format that can be read on the Sony Reader and other new e-reader devices. EPUB is rapidly becoming the standard format for downloadable e-books. PLANNING FOR THE 2011-13 BIENNIUM BEGINS The State Library Board will kick off their planning process for the next biennium with a planning retreat on December 3rd at the State Library in Salem. Every two years the Board has an all-day planning retreat where they revisit the Library's mission, long range goals, and biennial strategies. The ideas generated at the retreat are handed off to a Board Budget Committee that will begin meeting in early 2010 to develop the Library's Agency Request Budget that will be submitted to the Governor later in the year. After the retreat on the 3rd the Board will have a business meeting on the 4th. In addition to considering a request from the ODLC to fund an opening day e-book collection for Library2Go, the Board will hear appeals of staff decisions to deny Ready to Read Grants to four public libraries. The Board will also deliberate on the assessment that the Library will propose for 2011-13 to fund Government Research Services to state agencies, and they will elect members of the Library Services and Technology Act Advisory Council and the Talking Book and Braille Services Advisory Council. The meeting on December 4th begins at 9:30 a.m in Room 102 at the State Library. An open forum is scheduled for 10:30. Anyone may address the Board at the open forum. State Library News READY TO READ GRANTS COMING THIS MONTH The Ready to Read Grants will be mailed to public library directors by the end of December. Included in this mailing will be a list of the libraries receiving grants this year, descriptions of the projects they plan to implement with their Ready to Read Grant in 2009, and a sample press release. Legislators had to make many difficult funding decisions this year. The State Library hopes that public library directors will thank legislators for funding the Ready to Read Grant program and inform them how the grant is benefiting children and young adults locally. TBABS PATRONS READ THE NEWSPAPER OVER THE PHONE Patrons of Talking Book and Braille Services have many exciting services at their disposal. But one in particular can connect them with up to the minute news and information: NFB-NEWSLINE. In partnership with the National Federation for the Blind and the Oregon Commission for the Blind, Talking Book and Braille Services provides free access to newspapers from all over the country to print-disabled Oregonians. In order to receive access to this informative service, eligible patrons just need to fill out an application for service and return it to Talking Books. The service is FREE and all patrons need is access to a phone line. Whenever they want to, patrons call in to NFB-NEWSLINE on a toll-free number and listen to the newspapers of their choosing. Other Library News MULTNOMAH AND EUGENE LIBRARIES NAMED "STAR LIBRARIES" In November, Library Journal announced their latest Index of Public Library Service based on national library performance data for 2007. The Index lists 258 libraries in the U.S. with the best performance in four categories: circulation, program attendance, visits, and Internet use. The list is divided by the size of the library's expenditures and libraries receive five, four or three stars based on their performance in the four categories. Multnomah County Library was one of only five libraries in their group of the largest public libraries to receive five stars. They ranked third among the five. Two Ohio libraries, in suburban Cleveland and Columbus, topped the list. Eugene Public Library was among the next largest libraries to receive stars. They received four stars for their performance. This is the second time that Library Journal has published their Index. The next Index, based on 2008 data, should be out next year. LIGHTS! CAMERA! ACTION! SEE A GREAT LSTA PROJECT Take a look at an LSTA project recently completed by Multnomah County Library. The library set out to create videos to help with outreach to speakers of Russian, Vietnamese and Chinese. The Library contracted with a technical writer to write a script that demonstrated how to use the public library and translated the script into three languages. The library worked with members of the community to revise scripts to fit, and recruited "on camera" volunteers. The three videos produced were distributed to public libraries in Oregon, and can be seen through the Multnomah County website. 25 E-BOOKS NOW AVAILABLE IN GALE VIRTUAL REFERENCE LIBRARY During the November Statewide Database Licensing Advisory Committee meeting, members decided on the 15 remaining titles to add to the Gale Virtual Reference Library (GVRL). The group tried to select e-books that were appropriate for academic, public / tribal, and K12 library patrons and that encompassed multiple subject areas. You can access the GVRL database several ways, depending on the options you provide on your library's web page: click directly on the GVRL link or icon; click on PowerSearch and scroll to find GVRL in the menu of databases; or once you are in any Gale database, click on Change Databases at the top of the screen and scroll to find GVRL in the menu. After accessing GVRL, click on Title List for a listing of the e-books that are now available. Please note that because the 10 volumes of Social Issues Primary Sources Collection are listed individually, more than 25 titles show in the list. The Philosopher and the Wolf: Lessons from the Wild on Love, Death and Happiness by Mark Rowlands (Pegasus, 2009) What does a professional philosopher learn from living for many years with a wolf as his closest companion? Our Inner Ape: A Leading Primatologist Explains Why We Are Who We Are by Frans de Waal (Riverhead, 2007) A companion to Rowlands' book - the supposed divide between homo sapiens and our relatives in the animal world is smaller than you think. The Black Swan: The Impact of the Highly Improbable by Nassim Nicholas Taleb (Random House, 2007) I was so happy to discover Nassim Taleb this year, an unconventional thinker who may change your thinking about a lot of things. The Unsettling of America: Culture and Agriculture by Wendell Berry (Sierra Club, 1977) The current critique of American culture (consumerism, agribusiness, peak oil, peak water, etc., etc.) was eloquently made over three decades ago by poet, novelist and farmer, Wendell Berry. Imperial by William T. Vollman (Viking, 2009) This 1,300 page tome about the rise and fall of Imperial County, California (among other things) is the strangest book I have read in many years, but it left a deep impression on me. Zeitoun by Dave Eggers (McSweeneys, 2009) The tragic mishandling of the Katrina disaster as told through the experience of one Syrian-American family. Crude World: the Violent Twilight of Oil by Peter Maass (Knopf, 2009) This book will make you feel even more guilty the next time you fill up. Eat Me: the Food and Philosophy of Kenny Shopsin by Kenny Shopsin and Carolyn Carreno (Knopf, 2008) Yes, there has to be one food book on this list. Shopsin was made famous by New Yorker writer Calvin Trillin years ago and he's still going strong at his very peculiar Greenwich Village restaurant. Bicycle Diaries by David Byrne (Viking, 2009) An engaging two-wheeled excursion through cities around the world by the former Talking Heads frontman. Apart from health care, Congress also needs to turn its attention to the USA PATRIOT Act reauthorization as well as to the remaining FY2010 spending bills. Work has stalled out on the PATRIOT Act which is set to expire on December 31. Both the House and Senate have reported bills from their respected Judiciary Committees but neither body has taken the legislation up to the floor, and it is unlikely that will happen before the end of the year. House and Senate leadership are working to create short-term extension of the bill giving Congress time to come back and finish up work on it when they reconvene on January 12. There is no word yet how long that extension may be or what previsions an extension may cover. Seven of the twelve FY2010 appropriations bills have not yet been enacted including the Labor, Health and Human Services, and Education and Related Agencies bill which contain funding for the Institute of Library and Museum Service (IMLS) and federal funding for libraries. The Continuing Resolution (CR) that was passed last September to fund the federal government at the current FY2009 level after the fiscal year ended on September 30 is set to run out on December 18. The Washington Office has heard conflicting reports from Capitol Hill about what the leadership is expecting to do. However, this much is known: Congress will most likely extend that CR until sometime either into February or March and wrap all the unfinished appropriation bills into one big omnibus bill and either pass it the week of Christmas or wait until after the New Year. With all the time and energy Congress has spent the last six months working on health care, it has neglected many other important library issues. With time running short, Congress has a lot of work to do before it gets deep into the upcoming mid-term election year. An omnibus bill is when Congress will attach multiple, unfinished appropriations bills together and pass them as one bill. The seventh outstanding appropriations bill is the defense bill, and that will be handled separately. House and Senate Appropriations Committee members met late Tuesday evening to conference and agreed the Transportation, and Housing and Urban Development appropriations bill, or H.R. 3288, would be the vehicle for this omnibus bill. This bill will also include the Commerce-Justice-Science, Financial Services, Labor-HHS-Education, Military Construction-VA, and State-Foreign Operations bills. The House then took the next step this afternoon and passed the $446.8 billion omnibus bill with a 221-201 vote. This bill contains $213.5 million for the Library Services and Technology Act (LSTA) which is state grants for public libraries. Next, the omnibus is still seeking Senate approval before it is sent to President Obama for his signature. Senate Majority Leader Harry Reid (D-NV) expects the Senate to take up the omnibus either this weekend or early next week. Since libraries are the only source of no-fee Internet access for 71 percent of Americans, libraries are becoming the center of job searches for the unemployed. Since many job applications are now submitted online, a lack of Internet access could mean a lack of opportunity to apply for jobs. Unfortunately, these services are being threatened as librarians are losing their jobs due to state and local budget shortfalls. Without staff, libraries are often forced to reduce hours or even close, which limits the ability of the unemployed to access resources at the times they need it most. Please include $650 million for libraries that the American Library Association has proposed in the Jobs for Main Street Act. The additional funds would enable libraries to restore jobs and hire new staff, which would lead to increased hours and resources for the public. We added a new book to the Library and Information Science collection at the State Library which is all about building partnerships between school and public libraries. While this legislation does not mention libraries, we hope that the Senate will add the $650 million for a formula grant to be used for public libraries. With more and more people relying on their public libraries to conduct job searches and to submit resumes, it is critical that Congress includes libraries when passing legislation that is intended to create jobs. Please contact your senators as well as your representative and let them know how important librarians are for getting America back to work! The Senate is not expected to take up this legislation until after they return to Washington on January 19. It is critical that we keep calling members of the Senate and asking them to include the proposed library language in the Jobs for Main Street Act. Additionally, we need to keep calling our representatives as well ? even though the legislation has passed the House, it will need to go back to the House for approval after the final version comes back from conference. The American Library Association (ALA) joined by nine other supporters of broadband build-out sent a letter to Assistant Secretary of Commerce Larry Strickling today asking the National Telecommunications and Information Administration (NTIA) to substantially increase the amount of funding allocated for the Public Computer Centers (PCC) program in the second round of funding for the Broadband Technology Opportunities Program (BTOP). The groups assert that greater funding for the PCC program will allow public libraries and community colleges to expand their computer and Internet access capabilities for the general public, which is critically important in these times of economic distress. Additionally, greater funding will encourage the purchase of computers and other technology hardware, which will benefit the high-tech sector of the economy and stimulate economic growth, and create jobs in the equipment manufacturing and technology installation industries. Emily Sheketoff, executive director of the ALA Washington Office, said our nation?s public libraries are serving as a critical access point to the Internet for a growing number of Americans and are in dire need of increased funding. ?Eighty-one percent of public libraries say that they do not have sufficient computer capacity to meet the needs of their patrons,? Sheketoff said. ?We believe obtaining additional funding through the PCC program would equip libraries to continue meeting the needs of the public.? George Boggs, President and CEO of the American Association of Community Colleges, said that community colleges? computing centers are also experiencing a boon in usage. ?Community colleges are more than just higher education institutions to the areas they serve,? Boggs said. ?They are also access points for essential services that many in their communities would otherwise lack, including broadband Internet. Library2Go is a shared collection of downloadable audiobooks and videos that serves about 3 million Oregonians through public and some community college libraries. The ODLC will match the grant with $26,000 from their own budget and continue to devote 20% of their collection budget to keep the collection growing. The e-books will be in the EPUB format which can be read using most e-book reading devices. In other business the Board granted the appeal of four public libraries who were late in submitting their Ready to Read Grant applications. They also approved the submission of a proposal from the Government Research Services team to the state Budget and Management Division for their 2011-13 state agency assessment. The proposal would adequately fund electronic resources and also fund a one-time project to preserve deteriorating state documents and other rare items in the Library collection. The next meeting of the State Library Board is scheduled for February 26, 2010, at the State Library in Salem. PLANNING BEGINS FOR THE 2011-13 BIENNIUM The State Library Board's planning process for the 2011-13 biennium kicked off with a day-long retreat with Library management on December 3, 2009. The Board heard reports from staff on their work in the current biennium. Then they revisited the Library's mission and long range goals. They brainstormed strategies that might be needed in 2011-13 to accomplish their long range goals. The ideas from the retreat will be handed off to the Board Budget Committee that will be chaired by Board member Beth Pearl-Gent. Two other Board members will serve on the Committee along with library managers and a representative of library teams. The first meeting of the Board Budget Committee will be held at the Oregon Commission for the Blind offices in Portland on February 16, 2010. BOARD ELECTS NEW ADVISORY COUNCIL MEMBERS At their December 4th Board meeting in Salem, the Oregon State Library Board elected four new representatives to the LSTA Advisory Council. The new Council members will serve a three-year term from January 2010 - December 2012. The new Council members are: John Russell from Eugene, representing academic libraries. May Garland from Scio, representing library users. Perry Stokes from Baker City, representing public libraries. Pamela Osborne from Portland, representing special libraries. State Library News GOVERNOR MOVES OUT, LIBRARY STAFF MOVE BACK TO 2ND FLOOR In mid-January, Governor Kulongoski and about 20 of his top staff will vacate the 2nd floor of the Library return to their offices in the State Capitol. The Governor and his staff moved to the Library several months after a fire on Labor Day weekend, 2008, did a great deal of smoke and water damage to the Governor's offices in the Capitol. The Governor has been occupying the historic State Librarian's office. The offices in the Capitol have now been renovated after a project that has taken most of 2009 to complete. The State Library staff that were displaced will return to their former offices in late January. At the State Library Board's December 4, 2009, meeting, Chip Terhune, the Governor's Chief of Staff, thanked the Board for allowing the Governor to occupy part of the Library in 2009. The location of the Library, just across the street from the Capitol, and its fine meeting facilities made for an excellent temporary location for the Governor and his top staff. STATE DATA COORDINATORS AND IMLS TEAM UP TO PRODUCE MORE TIMELY NATIONAL DATA Every year, more than 9,000 public libraries are surveyed in the 50 states, the District of Columbia, Guam, the Northern Mariana Islands, and the Virgin Islands, answering questions on population, library collections, services and programs, staff numbers, revenues and expenditures. The Public Libraries Survey's 97.5 percent response rate makes the Institute of Museum and Library Services (IMLS), which oversees the survey, the envy of all other federal agencies, commented IMLS Director Anne-Imelda Radice at the annual meeting of the state data coordinators in Washington, D.C., Dec. 2-3. Working together, IMLS and the State Data Coordinator's efforts have made data available more quickly than in previous years. For example, FY 2008 PLS data files will be released in spring 2010, eight months earlier than in previous years. At the conference, 45 State Data Coordinators received the Keppel Award for submitting prompt, complete, and high-quality public library data for FY 2008 data submissions, including Ann Reed, State Data Coordinator for Oregon. MORE STUDENTS LOGGING-IN TO TALKING BOOKS In the month of December, more print disabled students signed up for Talking Books than ever before. The increase in enrollments is due mostly to the advent of downloadable digital talking books. In addition to the new, downloadable, digital talking books school-aged TBABS patrons can play their RFB&D (Recordings for the Blind and Dyslexic) materials on the brand new digital talking book players. Other Library News WASHINGTON COUNTY PUBLIC LIBRARIES EXCEED 10 MILLION CIRCULATION IN 2009 On Friday, December 11th, Washington County readers achieved a milestone in the Washington County Cooperative Library Services (WCCLS) thirty-three year history - they reached their 10 millionth check-out in a single calendar year. Judy Stuebe, a patron of the Hillsboro Main Library, was the lucky WCCLS customer to put the count over the top to reach the record for the Cooperative's fourteen member libraries. Stuebe is a life-long resident of Hillsboro and frequent library user. She even remembers attending summer reading programs as a child at the old Hillsboro (Carnegie) Library on Lincoln Street in downtown Hillsboro. After raising four children to be library users, she is now instilling a love of reading in her four young granddaughters. Eva Calcagno, Cooperative Library Services Director, notes, "10,000,000 checkouts is an incredible milestone, but it's just one of many indicators of increased community use of libraries. Circulation, visitors, program attendance have all increased at double-digit rates over the last five years." The fourteen WCCLS member libraries have experienced a whopping 43% increase in circulation over the past five years, increasing over 16% in the last year alone. The passage of a WCCLS local option levy in 2006 allowed libraries to restore previously-reduced open hours, rebuilt book budgets and added library programs for children and adults, contributing to the surge in library use. PRELIMINARY NUMBERS SHOW PUBLIC LIBRARY CIRCULATION WAY UP In late December the State Library posted the first Oregon public library statistics compilation for the 2008-09 fiscal year. While public libraries are still checking their data for accuracy, preliminary totals show that public library circulation was up 8% statewide. That compares to an average annual growth of 2.7% in the past five years, and confirms that the recession has led to a large increase in public library use in Oregon. Oregon public libraries circulated 55.9 million books and other library materials in 2008-09, about 153,000 per day. That's about twice the circulation total of only 15 years ago. Fifty-two Oregon libraries had double-digit circulation increases in the preliminary 2008-09 data. P.S. (From the State Librarian) As we begin 2010 it is worth noting that this will be a big year for elections. There is an important election coming up on January 26th, and then in the May primary and November General Election we will be choosing a new Governor for the first time in eight years. There will no doubt be some important public library elections this year, including a library district election in May in Hood River County. If voters in Hood River County decide to create a new library district it will be the 25th library district in the state. The State Library has been closely tracking public library funding elections since 1997, and it's interesting to see what the results have been over the past 13 years. There have been a total of 122 public library elections to create library districts, pass local option levies, or pass general obligation bonds. The average number of library elections per year is nine, but the number varies quite a bit from year to year. In 1998 there were 23 library elections, but in 2005 there were none. Over the 13 year period 52% of the library measures passed. Because of the "double majority" law that passed in the mid-90's (now modified by a measure passed in 2008) there have been 18 elections that drew a majority vote in favor but lost due to low turnout. If you add those 18 to the total that passed, the number of elections in which a majority voted in favor of the measure increases to 68%. In recent years the number of library elections has decreased. Last year there were only two; in 2008 there were seven, and in 2007, only six. I think this probably signals a trend for the future. One reason we are seeing fewer elections may have to do with the fact that we have already passed a lot of bond measures to build new public libraries all over the state. The need for new public library construction has diminished. Also, with 24 library districts, some funding a number of libraries in Clackamas, Umatilla and Coos counties, the need for libraries to pass local option levies is not as great as it once was. In 1998, when we had 23 elections, fifteen of those were for local option levies. I wonder what other local government services in Oregon have as good a track record as libraries for winning elections? In recent years, when it comes to passing library districts and local option levies, the keys to success appear to be having a solid case about the need for funding and having your elected officials as vocal proponents of the measure. The last three library districts to be formed in Oregon, in Wasco County, Clackamas County and in the Ontario area bear this out. The Clackamas County district measure that passed in November, 2008, with a 61% 'yes' vote, provides a model for how to win a library district election. Anyone considering a library district election on the future would do well to talk to librarians in Clackamas County about their approach. This order will alter the way the executive branch classifies documents, reducing over classification and the length of time the public must wait to view documents. The president also released a memorandum to the heads of executive departments and agencies that explains how he would like the order to be implemented. As the White House has stated, among the major changes are the following: - It establishes a National Declassification Center at the National Archives to enable agency reviewers to perform collaborative declassification in accordance with priorities developed by the Archivist with input from the general public. - For the first time, it establishes the principle that no records may remain classified indefinitely and provides enforceable deadlines for declassifying information exempted from automatic declassification at 25 years. - For the first time, it requires agencies to conduct fundamental classification guidance reviews to ensure that classification guides are up-to-date and that they do not require unnecessary classification. - It eliminates an Intelligence Community veto of certain decisions by the Interagency Security Classification Appeals Panel that was introduced in the Bush order.
