Among the recommendations will be one to proceed with negotiations for the next general periodicals database license for academic, school and public libraries. The Statewide Database Licensing Advisory Council has been working nearly two years to design and execute a procurement process, working with the State Procurement Office and Library staff. They reported to the LSTA Advisory Council on May 15th that Gale/Cengage was the apparent successful proposer. The Board will decide on June 19th whether to proceed with the procurement process. The LSTA Advisory Council is also recommending that 22 organizations submitting LSTA Project Proposals for grant projects in 2010 be invited to submit full applications. The 22 projects total approximately $1.2 million. In other business, the Board will hear a recommendation from the Talking Book and Braille Services Advisory Council to approve a plan to spend donation funds in 2009-10, and a proposal to amend the bylaws of the Government Research and Electronic Services Advisory Council. The meeting will begin at 9:00 a.m. An open forum will be held at 10:30 a.m. Anyone is welcome to address the Board in the open forum. LIBRARY'S BUDGET BILL ADVANCES IN THE LEGISLATURE At press time the State Library appropriations bill for the upcoming 2009-11 biennium, HB 5026, was approved by the Joint Ways and Means Committee of the Legislature. The bill is based on the Ways and Means Committee Co-Chairs budget plan that was released on May 18th. The bill is very supportive of State Library programs and services, especially given the current revenue crisis that the Legislature is dealing with. The bill increases the State Library budget overall by 2%. The Ready to Read Grant program is reduced by 5.5% to 95 cents per child per year. General funds are added to the budget to fund 2.5 FTE in Library Development Services with state funds instead of LSTA funds. This will address a problem with administrative costs in the LSTA budget that caused the Institute of Museum and Library Services to threaten to withhold Oregon's LSTA allotment. The bill will now move on for a vote of the full House and Senate in June. State Library News STREAMS OF LANGUAGE, MEMORY AND LIFEWAYS: 2009 NATIONAL TRIBAL ARCHIVES, LIBRARIES AND MUSEUMS CONFERENCE TO BE HELD IN PORTLAND The Oregon State Library and Tamastslikt Cultural Institute at the Conferederated Tribes of the Umatilla are co-hosting the 2009 National Tribal Archives, Libraries and Museums Conference from October 19 - 22, 2009 at the Red Lion on the River in Portland. The Western Council of State Libraries is sponsoring the conference with major funding from the Institute of Museum and Library Services. The 2009 National Conference will continue to build upon the foundation from several earlier conferences to create a network of support for tribal cultural institutions and programs, articulate contemporary issues related to the development of tribal libraries, archives and museums, and encourage collaboration among tribal and non-tribal institutions. STATE LIBRARY GEARS UP FOR NEW METASEARCH TOOL State employees will soon be using a free tool, LibraryFind to easily search multiple library databases. LibraryFind makes searching simple by providing the ability to search the library catalog, online databases, and other resources with one search. Useful features include both simple and advanced search functionality, faceted searching, sort preferences, and the ability to save and email search results. Technical features include an open URL link resolver, the use of caching to improve speed, and a customizable search interface. The software was developed by the Oregon State University Libraries, in part funded with a grant from the State Library. LibraryFind replaces our WebFeat search tool. Other Library News CROOKED RIVER RANCH TURNS DOWN LIBRARY SERVICE AGAIN For the second time in seven months, residents of the Crooked River Ranch community in rural Jefferson County have turned down a proposal to annex to the Jefferson County Library District. About 4,100 people live in the community in southwest Jefferson County. In an election last November, an annexation measure was defeated with 53% of voters opposed to the measure. In a second attempt, in the May 19th election, 69% of voters opposed the measure. Residents of Crooked River Ranch will have to continue to purchase non-resident library cards at the Jefferson County Library in Madras, or at one of the branches of the Deschutes Public Library, if they want to have public library service. OREGON DEPARTMENT OF AGRICULTURE DOCUMENT MAKES LIBRARY JOURNAL'S NOTABLE DOCUMENT LIST Western US Invasive Plant EDRR Guide, a publication of the Oregon Department of Agriculture's Noxious Weed Control Program, was included in Library Journal's 2008 "Notable Documents" list. Published both in paper and online, this document includes information that encourages citizens to report invasive species. LJ calls the guide "an excellent example of collaborative Internet use between a government and its citizens." The document is available online at the Oregon Documents Repository. Paper copies are available on loan from the Oregon State Library, and other Oregon Document Depository libraries. P.S. (From the State Librarian) In honor of Oregon's Sesquicentennial, I have decided to devote the next several months of my column to brief sketches of early Oregon libraries. The beginnings of library service in 19th century Oregon is interesting and deserves to be better known and appreciated by people who work in our libraries today. The Columbia Library is generally acknowledged as the first library in the Oregon country. It was a circulating library at Fort Vancouver, but the collection predated Fort Vancouver. John Jacob Astor's American Fur Company post at the mouth of the Columbia, founded in 1810, began to collect some books for the use of employees at the post. The post was taken over by the British North West Company in 1813 which later merged with the Hudson's Bay Company in 1821. In 1821, we know from an inventory of Fort George (as it was called after 1813) that this library contained 54 books. In 1825, when Fort Vancouver was completed, the library was moved there and came under the direction of a 21 year old Scotsman, Dr. William Tolmie, who had just come to the Fort out of medical school. I think Dr. Tolmie deserves the title of Oregon's first librarian. It was he who proposed to Chief Factor John McLoughlin that the library become a circulating library. He also contributed his personal library that he brought with him, including 19 medical books. Dr. Tolmie organized the library as a subscription library, which was how public libraries were first organized in the 19th century. What was really remarkable about this library was that it served not just Fort Vancouver, but all of the outposts of the Hudson's Bay Company in the Northwest, and all of the officers were given the opportunity to subscribe. Bancroft's History of Oregon describes how it worked this way: "The officers subscribed, sent the order for books and periodicals to the company's agent in London; the books were sent out, and as everybody had subscribed, they were sent to all the forts throughout the length and breadth of the land. The library was kept at Fort Vancouver, subscribers sending for such books as they wanted, and returned them when read." Today thousands of books move around Oregon every day to meet the information needs of students, faculty, and the general public. The OSLIS content team and Darci Hanning, a technology consultant at the State Library, have been working hard on a new look and navigation for OSLIS. We had several goals in mind: Make the intro pages less text heavy. Make the site easier to navigate. Stress the three major elements of OSLIS: information literacy lessons, Citation Maker, and statewide access to a general periodicals database. Realign content within the info lit folders to make lessons easier to navigate. The target go-live date for the new look is the first week of July. If we have any hiccups with that, it could be as late as the end of July. Our intent is to have changes in place before the start of school in the fall. Concurrent with the go-live date, I will post an announcement that outlines the changes and explains the basics for how to use the site. Also, I will try hard to update the OSLIS tutorials before the start of the new school year. Have a great summer. We serve public, state, school, and academic libraries, plus specialized libraries serving government, commerce, industry, the arts, the armed services, and people in hospitals and institutions. We share the concerns for child safety that motivated Congress to pass the Consumer Product Safety Improvement Act, or ?CPSIA.? We also share the concern that children continue to have access to books, which are critical to child development and education. The CPSIA identifies new lead safety levels and corresponding testing requirements on certain types of children?s products, which the Consumer Product Safety Commission has interpreted to include books. Currently, the Commission is not imposing penalties under the new standards for most books. The Commission has been presented with evidence by the publishing industry and others that so-called ?ordinary books? as manufactured under present standards do not contain lead. This evidence has been provided so that publishers and distributors of ordinary children?s books might be granted an exemption from the testing requirements in the CPSIA. Today?s meeting is one in a series of sessions on this topic. We appreciate that the Commission is carefully considering whether such a testing exemption or other form of safe harbor is consistent with the statute and consistent with children?s safety. Such an exemption, if warranted, would clarify the manufacturing and distribution process for children?s books going forward. In addition, an exemption could do a great deal to reduce the uncertainty facing libraries, but only if such an exemption included books already in their collections?that is, if the exemption recognizes that manufacturing standards going back several decades already ensure that books do not, as a rule, contain lead at more than trace, unharmful levels. In the event that such an exemption is not granted, libraries would be assured that the books they receive from manufacturers going forward are certified to be safe from lead; but libraries would be in an untenable position as to children?s books already on their shelves, which will not have been certified by manufacturers and yet are almost certainly safe. In other words, the principal concern for libraries actually relates to those books already on our shelves. We seek clarity from the Consumer Product Safety Commission that the CPSIA does not impose any new obligations on libraries with regard to current volumes, given the small risks involved and the impractical burdens such retroactive obligations would impose on libraries. In relevant part, the CPSIA imposes new lead standards that become progressively lower over time, and it imposes mandatory testing requirements on certain children?s products, which the Commission has interpreted to include books. These two requirements go hand in hand, and we seek confirmation that neither provision would apply to books already on library shelves prior to the effective date of these provisions. First, the CPSIA imposes the new lead levels on products ?sold? or ?distributed? under the meaning of the Consumer Product Safety Act. Libraries aren?t in the business of ?selling? or ?distributing? books within the meaning of the statute. Moreover, a product that violates the lead levels under the CPSIA is a ?banned hazardous substance? under the Federal Hazardous Substances Act. That law prohibits ?banned hazardous substances? from being introduced or received in interstate commerce. Books already sitting on library shelves are not in interstate commerce. This stands in contrast to a book in a distribution center or on a store shelf, which is still to be offered for sale or otherwise distributed. A book currently on a library shelf reached its final destination prior to the law taking effect. It is therefore straightforward that the new federal standards do not extend to library books on a retroactive basis. Indeed, this is what we have repeatedly been told by Members of Congress, who have assured us that the CPSIA was never intended to disrupt and burden libraries. And this is not surprising, given that financially strapped libraries?public libraries, school libraries, research libraries to name a few?have nowhere near the resources necessary to conduct tests on all of their existing volumes of books. To repeat, libraries cannot afford to conduct tests, which may be why the statute only contemplates testing by manufacturers. The other option for libraries would be to remove all existing children?s volumes?millions of books nationwide?and start over with only manufacturer-tested and certified books. This is obviously unfathomable: It would be wasteful, cost prohibitive, and certainly was not intended by Congress. There is no valid reason for libraries and their patrons to be placed in this no-win situation. There is little evidence that ordinary children?s books would pose a risk for lead exposure. The Centers for Disease Control and Prevention agrees that there is a minimal risk posed by ordinary books and a lead expert we consulted was very dismissive of any potential threat. Libraries are extremely concerned about children?s safety, and we advise our members to remove any items from the shelves that may pose any threat?due to lead or any other reason. In summation, we believe a general exemption for ordinary children?s books is appropriate under the CPSIA, but we are not here principally to ask for an exemption of any kind. Rather, we merely seek assurances, as we have for at least six months, that the Consumer Product Safety Commission reads the CPSIA correctly, such that libraries have no independent liability with regard to books on their shelves prior to the effective dates of the CPSIA?s new lead standards, and no independent obligation to assure testing. If it does not, then the Commission should certainly use its regulatory authority to avoid the no-win situation for libraries that I?ve described. This report presents information about selected characteristics and experiences of high school sophomores in 2002 who subsequently dropped out of school. It also presents comparative data about late high school dropouts in the years 1982, 1992, and 2004. The findings only address dropping out in late high school and do not cover students who dropped out before the spring of 10th grade. For this reason, the reported rates are lower than those based on the students' entire high school or earlier school career. Key findings include the following: * Forty-eight percent of all late high school dropouts come from families in the lowest quarter (bottom 25 percent) of the socioeconomic status distribution, and 77 percent of late high school dropouts come from the lowest half of the socioeconomic status distribution. * Most late high school dropouts (83 percent) listed a school-related (versus a family- or employment-related) reason for leaving. These reasons included missing too many school days, thinking it would be easier to get a GED, getting poor grades, and not liking school. * The overall late high school dropout rate was lower in 2004 than in 1982 (7 percent versus 11 percent, respectively) and lower in 1992 than in 1982 (6 percent versus 11 percent), but it showed no statistically significant difference in 2004 compared with 1992. A video magnifier, also called a CCTV, is an electronic magnifier which enables people with low vision to see to read and write. There are an estimated 21.2 million Americans living with low vision. As the 9 million baby boomers continue to age, this number is expected to grow substantially. Many people living with vision loss cannot afford to purchase their own video magnifier. Unfortunately, many libraries also do not have the funding to purchase this technology. I spoke with Satia Orange in the Literacy and Outreach Services department at the ALA office on May 28. This is a time when there a number of bills being written, discussed or contemplated. It is my hope that individual library workers and the American Library Association can and will contact their members of Congress and let them know what type of health care you think this country needs. I admit that I personally lean toward a single payer system but I don't know yet what bills will come forward this summer and I may end up supporting something that, for me, would be a compromise position. *ALA does already have policy 54.20*: "54.20 Comprehensive Health Care ALA recognizes the importance of comprehensive health care for all Americans and its impact on libraries and their users. Adopted 2005." (See ?Current Reference File?: 2004-05 CD#39.) *CD #39 did ALA as a ,member of the Universal Healthcare Action Network ( http://www.uhcan.org/ )* ** *MOVED*, The adoption of ALA CD#39, Resolution on Health Care, which read: "That the American Library Association endorses the Health Care Access Resolution and related measures directing Congress to enact legislation that provides access to comprehensive health care for all Americans and directs the ALA Executive Director to add ALA's name to the list of organizations endorsing the Health Care Access Resolution." *VOTED*, To amend ALA CD#39, Resolution on Health Care, by substituting the following resolved clauses for the above motion: *"That ALA recognizes the importance of comprehensive health care for all Americans and its impact on libraries and their users; and that ALA joins The Universal Health Care Action Network."* *ADOPTED*, ALA CD#39, Resolution on Health Care, as amended above. ** Because of this ALA has already taken a partial position on health care but not a particular bill at this time. This is very much a library issue. I will try to list some of the ways it is a library issue. I know many of you can think of other reasons. 1. We want to have healthy staff in our libraries and we do not want them to avoid getting health care they may need because they cannot afford it. We also want them to have healthy families. We want this for them as individuals and we want this because it helps us run our organizations to actually have staff at work instead of dealing with health issues. 2. Many of our organizations do provide health insurance for employees in some form. Some fully pay for health insurance and others pay some part of the health insurance. 3. The cost of the health insurance goes significantly higher every year, in the double digits for most of the last 10 years at least, and takes a larger and larger chunk of our budgets and staff take home pay (where they pay a share of the insurance cost.) 4. Using these funds for health insurance takes the funds away from library collections, improvements, etc. 5. We also would like to work with healthy library users instead of facing the risk of catching illnesses from them and also just because we care about the people in our communities. 6. Some of our collegues do not have health insurance and work in jobs where they do not have high enough salaries that they can afford to purchase their own health insurance 7. There was a time when we could pay full health insurance for staff that worked between 20 and 40 hours and not have the cost of the insurance be significantly more than their income. I find that I now only hire people for less than 20 hours so that we don't have to pay for any health insurance or for 40 hours, where we really do have excellent insurance coverage. This practice really bothers me but I don't know a way around it with the current cost of health insurance. 8. With universal health care we actually would no longer need workers compensation insurance since the health care costs would be paid for under the universal health care program. This could also reduce legal costs when an employee has an accident at work since they don't have to fight to have the cost of care for their injuries covered by insurance. 9. And I think this is just a beginning list of how health care and health insurance is a library issue and so one that is important to the American Library Association. [ An aside: The "Current Reference File" is some notebooks with the more complete documentation. We can request a copy of these materials but they are not yet online, so I don't have a copy to share with you at this time. There is real movement right now to change this and I believe pdf's have now been made of all of these document. Now the decision is where and how to add them to the website. The Government Research Services Team at the Oregon State Library has developed a small collection of books to support the center. We are also creating a resource handout. State employees work throughout Oregon and we'd like to include not only the OLA link for all Oregon libraries on the resource handout but also a brief (1-2 sentences) description, web site, and contact information for Oregon libraries that have what they consider a significant collection and/or services for displaced workers. We are also including information on significant job search centers should one exist in your area that effectively assist those experiencing job loss. The advice here is solid, including the present view on not putting personal information in a resume, keeping a resume up-to-date, using software to build and update the file, as well as a short section on cover letters. ISBN 978-0-8389-0992-8 Harris, ex-senior copyright officer in Canada and author of Digital Property: Currency of the 21st Century (McGraw-Hill Professional, 1998), has taken a complex subject and written, in lay readers' terms, guidelines for the licensing of digital content. She includes chapters on items such as the step-by-step process of the licensing experience, tips on different clauses for the agreement, and negotiation. There is also a good question-and-answer section. The author is very knowledgeable about the subject and feels strongly that licensing is something librarians can do for themselves without hiring an attorney. If there are any negative aspects of the volume, it's the price, which seems a bit steep for a book that runs 137 pages. While global issues are supposed to be covered, the author's primary interest is U.S. and Canadian copyright law. I told her I would ask the library community about what they make available in their own libraries or who she could contact in rural counties, cities, colleges, or universities that provide services to outside groups (I think hers is an Oregon State Bar task force, but am not positive and can find out if it matters). I'm not sure if the task force will have any money budgeted for this, but would guess they do have some, so "free" isn't necessarily a requirement. Feel free to pass this along if you know someone else who may know. It's also possible Oregon nonprofits and professional associations have facilities they would share.
