[Libs-Or] Co-Chairs Budget Recommendation for the State Library

Dear Colleagues:
As you probably know, the Co-Chairs of the Ways and Means Committee released
their budget proposal for the 2007-09 biennium yesterday.  A copy is
attached.

For the State Library, the Co-Chairs are recommending a 1.3% reduction to
the General Fund budget proposed by Governor Kulongoski. The details are on
p. 14 of the attached document.

The recommendations that most affect the library community are:

- A 5.5% reduction ($83,889) to funding for the Ready to Read Grant
program.

- An increase of $279,527 in General funds to fund 2.5 staff positions in
Library Development Services with General funds instead of LSTA funds,
bringing us into compliance with Federal requirements for state support of
the Library Development program.

- Elimination of one vacant position in Talking Book and Braille Services
(the only staff reduction in the Co-Chairs' recommendation).

The next step in the process will be a work session in front of the
Education Subcommittee of the Ways and Means Committee. We are anticipating
this will happen in a couple weeks.
