The Federal Communications Commission (FCC) today announced that it intends
to add two new principles – non-discrimination and transparency – to the
four standing principles of network neutrality.

ALA has long supported the goal of a free and open Internet, and we applaud
the Chairman for his goal of developing a principle of non-discrimination
and one of transparency. As the Chairman defines them, the principle of
non-discrimination states that broadband providers cannot discriminate
against particular Internet content or applications, and the principle of
transparency principle states that providers of broadband Internet access
must be transparent about their network management practices. The Chairman
also announced that the FCC will release a notice of proposed rulemaking
(NPRM) on the two new principles. ALA looks forward to responding to the
NPRM.
