[Libs-Or] Public libraries who utilize a Person In Charge (PIC) system

Our library is currently considering the possibility of adopting a system that we have heard referred to as a Person In Charge or PIC system.
Our limited understanding of such a system is that each day a person on staff is designated as the PIC, and that the PIC fields issues that may arise such as; who to call when there's a mess in the bathroom, what to do/say when someone is smoking too close to an entryway, how to handle patron conflicts, emergencies, etc. We understand that the PIC rotates on a daily or weekly basis and is not necessarily a member of management.
If your public library uses such a system, would you be willing to share how it works, if it works and any other key pointers? Additionally, if your library uses a PIC did those staff undergo any special training to equip them with PIC skills?
