Library Board News
BOARD TO DELIBERATE ON BUDGET CUTS ORDERED BY THE GOVERNOR
On May 25th the State Economist delivered the bad news that the state budget for the 2009-11 biennium was out of balance by about $560 million in the General Fund. In response to this Governor Kulongoski immediately ordered a 4.5% across the board reduction in all General Fund budgets in all agencies. At the State Library we use General Funds for Talking Book and Braille Services, the Ready to Read Grant program, and for positions in Library Development Services and Library Administration. The Library's share of the reduction is about $152,000. At press time the staff was developing a plan to present to the State Library Board at their meeting on June 11th at the Seaside Public Library. The State Librarian has sent a message to public library directors warning them that significant reductions to the Ready to Read Grant program are likely, depending on Board action on June 11th.
GOVERNOR APPOINTS ALETHA BONEBRAKE TO STATE LIBRARY BOARD
Governor Kulongoski has appointed Aletha Bonebrake of Baker City to the State Library Board of Trustees. She will replace Doug Henrichs of Milton-Freewater who will retire from the Board in July after serving two four-year terms. Bonebrake is a retired librarian who has been a leader in the Oregon library community for many years. She was the highly-successful director of the Baker County Library District from 1985 to 2007. The Library was recently named a runner-up for the Library Journal Best Small Library in the U.S. award. She also served as President of the Oregon Library Association in 2006-07, and is still active in OLA as a member of the Legislative Committee. In 2007 she was elected to the City Council in Baker City. Bonebrake holds an MLS degree from the University of Wisconsin. "We are grateful that the Governor choose such a highly-qualified Oregonian to serve on the State Library Board," commented State Librarian Jim Scheppke. "Our Board will certainly benefit from Aletha's experience, commitment and knowledge of Oregon libraries and their needs."
STATE LIBRARY BOARD MEETS IN SEASIDE
The State Library Board will meet on June 11th at the Seaside Public Library in Seaside. The Board will hear recommendations from the Library Services and Technology Act Advisory Council on inviting libraries to submit full competitive grant applications for projects in 2011. The Board will also hear recommendations from the Board Budget Committee on the Agency Request Budget for the 2011-13 biennium. The Committee has developed a draft of the Budget that will be presented to the Board for their consideration. The Talking Book and Braille Services Advisory Council will also be making recommendations, including a plan to expend donation funds for 2010-11. An "Open Forum" will be held at 11:30 a.m. Anyone may address the Board at the Open Forum on any topic.
BUDGET COMMITTEE RECOMMENDS FEW INCREASES TO STATE LIBRARY BUDGET
The State Library Board's Budget Committee has held three meetings, beginning in February, and has developed a proposed budget for the 2011-13 biennium that will be presented to the full Board on June 11th. Given the projected $2.5 billion shortfall of General Funds in the next biennium, the Committee took a very conservative approach in developing the budget. Overall the proposal is only 2.2% higher than the budget for the current biennium. The $15.6 million budget includes $1,448,693 for the Ready to Read Grant program. This amount is only $1,251 more than the budget for 2009-11. It is equivalent to about 94? per child per year, the same funding per child as this biennium. The only new initiative in the Budget Committee's proposal is a two-year project to perform conservation work on about 7,500 historical documents and other items in the Library's special collections that are most at-risk of loss in the next ten years. The Library recently had a conservator assess the collection and the project will follow her recommendations for proper stewardship of the library's rare and unique historical materials.

OPPOSING VIEWPOINTS NOW AVAILABLE
In late April, the Oregon State Library Board approved adding Opposing Viewpoints Resource Center (OVRC) to the suite of Gale products offered statewide, and as of May 14th, libraries can add this popular resource to their websites. To access your library-specific URL and the database icon, go to the relevant Gale support site for libraries -academic or public & tribal - and enter or click on your institution's name. For training materials, click on the big OVRC bubble in the top right corner of either support site. Opposing Viewpoints is also available to K12 students and educators via OSLIS. By early June, Gale plans to update the Opposing Viewpoints interface to a platform called Think. Because of that impending change and the fact that some librarians are on vacation in the summer, we will go light on the webinar trainings in June (16th & 17th) and offer multiple sessions in August (24th & 26th) and in late September or early October. Watch the listservs for times and the fall dates. If your library already subscribes to OVRC, a Gale rep will contact you about a credit. PROMOTIONAL MATERIALS FOR TALKING BOOKS
Talking Book and Braille Services (TBABS) has recently received newly designed brochures and posters. The brochures and posters share a design and color scheme that features mountain peaks, tree silhouettes, and even some ocean waves-showing some of Oregon's regional diversity. The text on the new design reads: "A World of Reading Awaits You" in order to promote reading as a lifestyle that can be made possible for print-disabled Oregonians through TBABS. If your library or outreach services department is interested in receiving some brochures and/or posters, please contact Elke Bruton, Public Services Librarian, at 503-378-5455. The posters are 11" x 22" so that they can be easily displayed on a community events or message board.

TWO WINS AND A MAJOR LOSS FOR LIBRARIES IN THE MAY ELECTION
The Hood River County Library may become the third Oregon county library to close in recent years after voters defeated a library district proposal in May. The county libraries in Jackson and Josephine Counties have reopened, but plans are to close the Hood River County Library in Hood River and its two branches in Parkdale and Cascade Locks July 1 because the county can no longer fund the library. The Library was attempting to pass a special library district with a permanent tax rate of 70? per $1,000 of assessed valuation. This amount of funding would have restored the library budget to what it was in 2008-09, before a 30% cut that went into effect this year that cut library hours and services. The vote in Hood River County on the library district proposal was 46% in favor of the measure and 54% opposed.
The two measures that passed in May were a five-year local option levy for the Sweet Home Public Library and an annexation measure for the part of Tualatin that is in Clackamas County. The Sweet Home Public Library levy passed with 56% in favor. The Library has been supported by a local option levy for the past 24 years. The measure will increase the current levy by 20? per $1,000 to 82? per $1,000. The residents of the portion of Tualatin that is in Clackamas County voted by a 52% majority to join the Clackamas County Library Services District. They had been left out of the district when it was formed in 2008. They will now pay about 40? per $1,000 to the district and thereby be entitled to library borrowing privileges at any Clackamas County Library and throughout the Metro area.
NUMBER OF SCHOOL LIBRARIANS TUMBLES IN 2008-09
In May the Oregon Department of Education released statistics on Oregon public schools for 2008-09 as part of the Oregon School Directory. The number of "library/media specialists" was down by 17% from the prior year to only 376. The number of school librarians is the lowest it has been in decades. In 1980 there were 818 school librarians working in Oregon public schools. The number for 2008-09 is equivalent to only one librarian for every 1,500 students in Oregon schools, and only .29 librarians per school. Hopefully, House Bill 2586 which passed the Legislature in 2009 will help begin to turn things around. It requires every school district, beginning this year, to plan for a "strong school library program." The Oregon Association of School Libraries is working with the Oregon Department of Education to develop Oregon Administrative Rules to implement HB 2586.
NIKE EMPLOYEE FUND SEEKS GRANT PROPOSALS
The Nike Employee Grant Fund has been established at The Oregon Community Foundation. Through this fund, Nike employees will work with the foundation to award $500,000 per year to nonprofits. This is Nike's "backyard" program, engaging employees in aiding nonprofits in communities where local Nike employees live - Clackamas, Columbia, Multnomah, Washington and Yamhill counties in Oregon and Clark County in Washington. Grants will be one-year awards, generally between $5,000 and $20,000. Most grants will be awarded through the lens of sport, for projects that use sport or physical activity to leverage other community benefits, but some grants will be awarded for projects that address broader family and children's issues. The first applications are due June 15.

We are nearing the end of a decade of investment by the Bill and Melinda Gates Foundation in building the public access computing capacity of Oregon public libraries. What a tremendous payoff we have seen from that investment!
A decade ago Oregon public libraries and public libraries across the U.S. were mostly wary of the idea of jumping into public access computing with both feet. The Internet and the World Wide Web were still kind of a new thing. Maybe they weren't for everyone. Maybe everybody that needed access would have access in a few years anyway. What about thorny issues like filtering and privacy? What about having the staff to manage the service and the space to accommodate it?
All of these doubts and reservations were pretty much swept away when the Gates Foundation decided to launch what they called the State Partnership Program in all 50 states beginning in 1998. Oregon's turn came in 2001. The Foundation invested $2.2 million in 2001 and 2002. A total of 581 public access computers were put into 180 public library facilities in Oregon. For a number of libraries, it was their first public access computer connected to the Internet.
The State Partnership Program was not the end of the Gates Foundation's investment. In 2005-06 the Staying Connected Grant Program purchased an additional 223 computers to help libraries that needed help in sustaining their public access computing program. This was a matching grant program and many libraries turned to their Friends and Foundations to provide the match.
The third and final investment came in a new matching grant program in 2008 called Opportunity Online. When this program ends this year, another 604 computers will have been provided to 57 Oregon libraries.
In our latest count of public access computers in Oregon public libraries, made last fall, there were a total of 2,544 computers in about 215 libraries and branches. There were nearly 5 million users of public access computers in Oregon public libraries last year. That's an average of about 13,500 users every day.
Public access computing has become as important a library service as book and media circulation and reading programs for children. We know from the latest Oregon Population Survey that about one out of every three Oregonians (29%) does not have high speed Internet access at home. In the past decade Internet access has gone from a "nice to have" to being essential for living. Without access to the Internet students cannot complete their assignments, the unemployed cannot apply for jobs, and people can't secure government services. This will become even more true in the future.
The Internet has made public libraries an "essential service" in every community. We owe a big debt of gratitude to the Bill and Melinda Gates Foundation for envisioning this future for public libraries over a decade ago and investing so much to make it happen. - Jim Scheppke

Library Support Staff Certification Program Recruits Portfolio Evaluators
The Library Support Staff Certification (LSSC) Program is recruiting librarians to evaluate online portfolios. You can learn more about how to become a portfolio evaluator and how evaluation works on Monday, June 28 from 1:30 to 3:30 at the Grand Hyatt, Roosevelt-Wilson Room.
Portfolios will be evaluated by librarians who meet the following criteria: a master?s degree in library science or in an area related to the competency set; experience in teaching, training, or writing in areas related to the competency set; or significant (more than five years preferred) of on-the-job experience in an area related to competency set.
The LSSC Program began accepting applications for candidacy on January 25th. To be certified, candidates must achieve six of 10 competency sets. Candidates can achieve these competency sets through participation in an approved course or by submitting an online portfolio. The ten competency sets are: Foundations of Library Service; Communication and Teamwork; Technology; Access Services; Adult Readers Advisory Services; Cataloging and Classification; Collection Management; Reference and Information Services; Supervision and Management; and Youth Services.
LSSC Project Co-Director Nancy Bolt says: ?Many of our LSSC candidates are already busily preparing portfolios. Now we need qualified librarians to assess those portfolios and advise the LSSC Program if the candidate should be given credit. This is a critical aspect of LSSC and we hope librarians will share their expertise with us.?

I am forwarding this information about upcoming LYSRASIS trainings. I asked for clarification of the current situation for those libraries in Oregon who are members of BCR via the State Library and received the following:
All BCR member libraries are now eligible for LYRASIS's member prices for scheduled LYRASIS classes (these are discounted from non-member class fees).
Additionally, any Oregon BCR library which currently has BCR training voucher(s) is eligible for attendance in 2 LYRASIS online classes through December 31, 2010. Libraries with training vouchers should visit http://www.bcr.org/training/Training_FAQ.pdf for details and contact Regan Harper (regan.harper at lyrasis.org) for more information.

Library Support Staff Certification Program Recruits Portfolio
Evaluators
The Library Support Staff Certification (LSSC) Program is recruiting
librarians to evaluate online portfolios. You can learn more about
how to become a portfolio evaluator and how evaluation works on Monday,
June 28 from 1:30 to 3:30 at the Grand Hyatt, Roosevelt-Wilson Room.
Portfolios will be evaluated by librarians who meet the following
criteria: a master's degree in library science or in an area related to
the competency set; experience in teaching, training, or writing in
areas related to the competency set; or significant (more than five
years preferred) of on-the-job experience in an area related to
competency set.
The LSSC Program began accepting applications for candidacy on January
25th. To be certified, candidates must achieve six of 10 competency
sets. Candidates can achieve these competency sets through
participation in an approved course or by submitting an online
portfolio. The ten competency sets are: Foundations of Library
Service; Communication and Teamwork; Technology; Access Services; Adult
Readers Advisory Services; Cataloging and Classification; Collection
Management; Reference and Information Services; Supervision and
Management; and Youth Services.
LSSC Project Co-Director Nancy Bolt says: "Many of our LSSC candidates
are already busily preparing portfolios. Now we need qualified
librarians to assess those portfolios and advise the LSSC Program if the
candidate should be given credit. This is a critical aspect of LSSC and
we hope librarians will share their expertise with us."

Humanities (NEH) are offering a new cultural programming grant
opportunity for libraries. Public, academic and special libraries may
apply to receive a $2,500 grant to support five reading, viewing and
discussion programs featuring the documentary ?Louisa May Alcott: The
Woman Behind Little Women? and the companion biography of the same name.

District Dispatch has posted a new item, 'OITP hard at work on the first
E-rate
Notice of Proposed Rule Making'
As promised, the Federal Communications Commission (FCC) released the first
of
several intended Notices of Proposed Rulemaking (NPRMs) outlining proposed
changes to the E-rate program (see the FCC?s Press Release for a summary of
the NPRM). According to the FCC the proposed changes will make the program
?a more effective educational tool for teachers, parents, and students.?
The FCC is seeking comment on a number of proposed reforms, including
several
for which ALA has been advocating during the last 10 years or so of the
program. Among others, these include: streamlining the technology plan
requirement, raising the 2.25 billion dollar program cap, and simplifying
the
application and disbursement processes.
It is easy to get excited about seeing these proposed reforms in an
official
NPRM, but as all things E-rate, the devil is in the details and ALA?s
Office
for Information Technology Policy (OITP) is currently in the process of
reading (and re-reading) the NPRM and associated previous Rules and Orders,
in
order to analyze the potential impact the reforms as stated in the NPRM may
have on the library community. We are fortunate to have expert advice from
our E-rate consultant, Linda Schatz, as well on-the-ground experience from
our
E-rate Task Force under the leadership of chair Linda Lord and vice chair
Maribeth Krupczak, and guidance from OITP Fellow Bob Bocher.
E-rate education and advocacy has been a major focus of OITP since the
inception of the program. The E-rate program has enabled thousands of
libraries to connect to the Internet and maintain these connections through
over 600 million dollars in discounts received in the first ten years of
the
program. At the passage of the 1996 Telecommunications Act which initiated
the E-rate program (officially known as the Schools and Libraries Universal
Support Mechanism), just over 44% of public libraries had a connection to
the
Internet. Today, ALA?s annual Public Library Funding and Technology Access
Study reports virtually 100% of public libraries are connected to the
Internet. Despite this level of connectivity, there are still significant
challenges to ensuring robust connectivity for public libraries, not the
least
of which are availability and affordability of broadband. OITP recognizes
these factors and has been actively engaged in a number of projects to help
states ameliorate the broadband issues they face.
Throughout the tenure of the E-rate program, OITP has met with FCC staff to
educate them about library specific issues related to connectivity and
telecommunications. More recently, OITP was actively involved in parts of
the
development of the National Broadband Plan. Former Program on Networks
Director, Carrie McGuire (Lowe) served on an FCC panel discussing the
future
of E-rate. The office also worked with the Social Science Research Council
on
a project commissioned by the FCC which studied low-income broadband
adoption
issues. OITP continues to work closely with several FCC staff members on
elements of the National Broadband Plan as it moves from a set of
recommendations to the next phases toward implementation.
Beyond regular interaction with the FCC and the submission of official
comments to the FCC, OITP has been involved with several projects focusing
on
educating the library community about library connectivity in general and
the
benefits of the E-rate program in specific. This spring marked the final
training for state E-rate coordinators of a three year project funded by
the
Bill & Melinda Gates Foundation. Ongoing education and outreach include
monthly conference calls for the state coordinators with representatives of
the
FCC and the Schools and Libraries Division of the Universal Service
Administrative Company (USAC), the organization that administers the E-rate
program as part of the Universal Service Fund, for the FCC. Additionally,
the
E-rate Task Force advises the work of OITP and actively participates in the
development of official comments related to E-rate.
As we craft the ALA response to the current NPRM, we will depend on the
institutional knowledge that has built up through OITP?s continual work on
the E-rate program and all its many related facets. In recognition of the
FCC?s focus on broadening the broadband capacity of schools and libraries,
thereby increasing the positive impact this kind of connectivity has on
individual communities, OITP will be carefully evaluating the previous and
current E-rate landscape in preparation for supporting a future facing
library
community. Just as the previous thirteen years of E-rate have held
tremendous
opportunity for libraries, so too can the next. ALA is well equipped to
walk
the fine lines between the E-rate program as we know it, the intent at the
FCC, and the best interests of the library community. The FCC encourages
comments from all interested parties and there will be ample opportunity to
do
so during the reply period of this NPRM. The comment date (30 days from
publication) and reply period (45 days from publication) will be determined
when the NPRM is published in the Federal Register.
It wouldn?t be E-rate if it weren?t a challenge, but the future
opportunities are too important to pass up and ALA has a solid track record
on
supplying insightful and timely comments to the FCC.

The Technical Services Library Assistant processes library materials and oversees interlibrary loan. The Technical Services Library Assistant also performs circulation and reference duties.
Qualifications: One year experience in library services is required. A bachelor's degree or high school diploma/GED and two years of experience in library services or related field is required. Skill with common computer programs such as web browsers, email, and word processing programs is required. Bilingual English/Spanish skills a plus. Must have a valid driver's license and be able to pass a criminal background check.

Qualifications: Required: MLS/MLIS and JD degrees from accredited institutions. Candidates should have knowledge of current information technologies and publishing formats, database and Internet searching proficiencies and a mastery of basic legal research sources and techniques using both print and electronic materials. Preferred: Reference, access services, and/or collection development experience in an academic law library. The ideal candidate will have excellent oral and written communication skills, a strong service orientation, interest in working with an active research-oriented faculty, interest in new and emerging technologies, a commitment to continuous improvement and innovation and the ability to work in a collegial and cooperative environment. The successful candidate will support and enhance a diverse learning and working environment.

Nominations for ILAGO Needed
The Information Literacy Advisory Group of Oregon (ILAGO) is currently
soliciting nominations for ILAGO's First Board. Nominations are for the
2010-2011 year, and positions will begin in September 2010.
The Information Literacy Advisory Group of Oregon is a multidisciplinary
group of Information Literacy educators in Oregon. We offer support and
a forum for Oregon colleagues to participate in conversation about
Information Literacy standards and practices at our colleges and
universities. ILAGO organizes an annual Oregon Information Literacy
Summit, which provides an opportunity for Oregon writing, library, and
other faculty to come together to discuss IL instruction and practices
at our institutions. Our ongoing conversation considers cooperative
initiatives likely to influence the formation of IL standards in Oregon
general education across the state. ILAGO has been active defining
lower-division IL and sharing current instruction practices.
Participants include representatives from community colleges and
four-year institutions in multiple disciplines. For more information,

Please consider nominating yourself or other persons (with their express
permission) for a position on the ILAGO Board. The ILAGO Structure team
(the 2008 IL Summit committee tasked with formalizing a structure for
the Summit group) will collect nominations.

Two Board Members-at-Large
2 year term ( MAL positions may be elected on alternate years)
Position descriptions:
Chair facilitates discussion of IL articulation in Oregon and works
closely with articulation groups in other disciplines, attending
meetings as possible (e.g., attends OWEAC meetings). The Chair works
with partner groups such as the Library Instruction Round Table. It is
preferable the Chair position be held by a faculty person from
disciplines that alternate from year to year. The Past Chair is also
the chair of the current IL Summit planning committee.
Vice-Chair/Chair-Elect assumes the office of Chair after one year as
Vice Chair. The vice-chair assists the Chair; becomes familiar with the
on-going conversation around IL in Oregon; facilitates the Oregon IL
conversation and IL articulation among ILAGO members; attends meetings
and chairs meetings in the absence of the Chair.
Treasurer has approval authority for all expenditures below $250.00. The
treasurer obtains the signature of the Chair for expenditures above
$250.00 (two signatures are necessary for expenditures above $250.00);
submits bills and receipts to ILAGO Chair; maintains records of all
expenditures and profits for the organization. The primary project for
2010-2011 is to facilitate ILAGO's achieving nonprofit status.
Communications Officer records minutes of the ILAGO meeting and IL
Summit and communicates with membership via the ILAGO website, listserv,
email, by phone, and face to face; assures ILAGO members receive copies
of meeting minutes and announcements in a timely manner;
promotes/publicizes the IL Summit. The Communications officer tracks
membership and delivers an annual call for membership in order to
maintain an updated voting list.
Technology Officer maintains listserv and website, including gathering
conference materials and making content from conference sessions
accessible after the event; keeps website updated with current
information and links to resources; ties together the IL Summit web
presence and the ILAGO web presence.
Board Members-at-Large represent the interests of the general
membership. Board Members-at-Large are free from the constraints of the
working details of the organization, but may become assisting personnel
for officers in the organization by conducting projects and accepting
other duties as needed. It is preferable that the Members-at-Large be
from different disciplines.
Joining the ILAGO Board is a great way to network with information
literacy instructors from around the State. Board positions are open to
ILAGO members from Oregon. We hope you will consider participating in
this dynamic organization.

I'm extremely pleased to be able to say that our "Sweet 16" conference looks to be excellent. I had tough choices to make for every single session.
Highlights:
Past OLA President, Oregon City Library director and strong support staff backer Maureen Cole will be giving the keynote address.
Carolee Harrison of PSU will be leading an all-day book repair workshop. If you have never attended one of these, or have never been able to attend a hands-on session, get ready for a wonderful experience. The contest is open to all Oregon children who are able to take part in
ORCA voting. We hope to have the logo in place by the beginning of the
10/11 school year in order to coincide with our back-to-school publicity
campaign.

Last week, a panel of experts at the National Academies of Science discussed
the role of libraries in curation, preservation, and access to research
data.
The discussion took place under the auspices of the National Research
Council?s Board on Research Data and
Information.
The Board held its first meeting last year to carry out its mission ?to
improve the management, policy, and use of digital data and information for
science and the broader society?. The Board is sponsored by the Library of
Congress along with the National Science
Foundation,
National Institutes of Health , and the Defense
Technical Information Center .
At the Board?s meeting on June
3-4,
members and guests examined issues relating to those subjects. The Board
heard presentations from leaders of the Association of Research
Librariesand the American
Society for Information Science and Technology
(which are ALA affiliates) as well as the
Coalition
for Networked Information (of which ALA is a member).
Presenters noted progress toward public access for publicly-funded research,
a goal ALA supports.
The Board meeting also included a symposium on The Changing Role of
Libraries in Support of Research Data
Activities.
Deanna Marcum, Associate Librarian of Congress, discussed LOC?s efforts on
data preservation and access. Betsy Humphreys, Deputy Director of the National
Library of Medicine , reviewed NLM?s work on
curating and providing access to health data. Joyce Ray, Associate Deputy
Director of the Institute of Museum and Library Services,
talked about IMLS? funding programs to support digital research content in
libraries. Karla Strieb, Assistant Executive Director of ARL, discussed the
experiences and current situation of ARL member libraries. Michael
Goodchild, Professor of Geography at the University of California, Santa
Barbara, talked about the evolution of map libraries and geospatial data.
Christine Borgman, Professor of Information Studies at the University of
California, Los Angeles, discussed training data librarians.
As the volume and complexity of research data grows, it?s clear that
libraries and librarians will continue to play a role in managing this
information. ALA will continue to monitor the Board?s work and other efforts
to shape the future of libraries.

Good news from yesterday?s California elections:
In Marin County, voters passed three measures to support libraries. All
three measures were for $49 annual parcel taxes, and each required a 2/3
majority to pass.
Marin County Library?s measure won with 74% of the vote.
San Anselmo Public Library?s measure won with 74% of the vote.
San Rafael Public Library?s measure won with 69% of the vote.
In Santa Clara County, the North County Library Authority (Los Altos &
Los Altos Hills) passed (77%) a measure to continue taxing themselves an
additional $76 per parcel annually to provide augmented hours and
services for their libraries.
Congratulations to all the library workers who worked so hard to pass
these measures.

The ALN Board of Directors sets overall direction and establishes budgets and policies. The ALN Executive Director works closely with the Board and makes recommendations on plans, programs, and policies. The ALN Executive Director is responsible for managing the operations of the organization and implementing decisions of the Board. The ALN Executive Director prioritizes activities, identifies problems and opportunities, and implements solutions. The ALN Executive Director works in a collaborative problem-solving mode consulting with the directors of the member libraries and with the State Library staff. The successful candidate must be highly motivated, have strong planning and organizational skills, sound fiscal management abilities and be an effective communicator. As the hiring institution, the University of Alaska Anchorage applies for grant funding for the ALN Executive Director position. The ALN Executive Director will hold a term faculty appointment at UAA. The supervisor of record is the Dean of UAA/APU Consortium Library. Currently there is no other staffing employed by ALN.
Salary: Minimum $55,000 annually; health and life insurance, tuition waiver benefits; represented by bargaining unit.
Requirements of the job: Master's degree from an accredited college in library or information science, media services, or closely related field. Two years minimum of professional library experience at the manager level. Working knowledge of current library technologies.
Preferred Experience: Experience working with library consortia and/or other collaborative projects. Experience working with a policy-making board. Background in financial management of non-profit organizations. Working knowledge of grant administration.

Science, an open forum for discussion at the Education Assembly during

I am forwarding this information about upcoming LYSRASIS trainings. I asked for clarification of the current situation for those libraries in Oregon who are members of BCR via the State Library and received the following:
All BCR member libraries are now eligible for LYRASIS's member prices for scheduled LYRASIS classes (these are discounted from non-member class fees).
Additionally, any Oregon BCR library which currently has BCR training voucher(s) is eligible for attendance in 2 LYRASIS online classes through December 31, 2010. Libraries with training vouchers should visit http://www.bcr.org/training/Training_FAQ.pdf for details and contact Regan Harper (regan.harper at lyrasis.org) for more information.

It now only takes two minutes for you to donate $10 to help rebuild
libraries in Haiti.
The American Library Association has set up an option to easily donate
through your mobile phone. To donate to the ALA Haiti Library Relief
Fund simply text ?alahaiti? to 20222, and a $10 one-time tax-deductible
donation will be added to your mobile phone bill.
Only 6 months have past since the devastating January earthquake killed
over 200,000 in Port Au Prince, Haiti leaving 1.5 million homeless, and
destroying countless cultural institutions, including libraries.
?Unfortunately, libraries are not immune from natural disasters, yet
they are critical to the helping people recover,? said Keith Michael
Fiels, ALA Executive Director. Ten public and community libraries were
destroyed, and many others damaged. Major academic and research
libraries/archives housing the patrimony of Haiti also collapsed, or
suffered major structural damage.
ALA is raising funds to rebuild three libraries in Haiti destroyed
during the earthquake in January. They are the Petit Goave Public
Library, the Centre Culturel Pyepoudre Community Library, and the
*Biblioth?que ha?tienne des P?res du Saint-Esprit which was* founded in
1873 and holds resources documenting the history of Haiti, French
colonization, slavery and emancipation.
Thanks to a generous donation from Sirsi/Dynix and hundreds of library
supporters, $18,000 has been raised so far, but much more is needed.
ALA will be encouraging all attendees and exhibitors at the ALA Annual
Conference, June 24-29 to take two minutes to donate $10.
ALA is pleased to announce that our Haitian colleagues will be attending
the ALA Annual Conference, including leaders of the three libraries ALA

The ALA Public Programs Office and the National Endowment for the Humanities (NEH) are offering a new cultural programming grant opportunity for libraries. Public, academic and special libraries may apply to receive a $2,500 grant to support five reading, viewing and discussion programs featuring the documentary ?Louisa May Alcott: The Woman Behind Little Women? and the companion biography of the same name. Online applications will be accepted at www.grants.gov through July 30.
The library outreach program for ?Louisa May Alcott: The Woman Behind Little Women? is a collaboration among NEH, the ALA Public Programs Office and Nancy Porter and Harriet Reisen for Filmmakers Collaborative and has been designated as part of NEH?s We the People initiative, exploring significant events and themes in our nation?s history and culture and advancing knowledge of the principles that define America. Funding was provided by a major grant from NEH to the ALA Public Programs Office.
Libraries applying for a ?Louisa May Alcott: The Woman Behind Little Women? library outreach grant must register their institution at www.grants.gov . Prospective applicants are advised to register with www.grants.gov as soon as possible, since the process can take up to two weeks to complete. Louisa May Alcott is recognized around the world for her novel ?Little Women,? but Alcott is scarcely known as the bold, compelling woman who secretly wrote sensational thrillers, lived at the center of the Transcendentalist and Abolitionist movements and served as a Civil War army nurse. The film, biography, and library programs will re-introduce audiences to Alcott by presenting a story full of fresh insights, startling discoveries about the author and a new understanding of American culture during her lifetime. The 30 selected libraries will present five reading, viewing and discussion programs focused on Louisa May Alcott, her body of work and her era. Libraries will be asked to enlist a lead project scholar with expertise in 19th-century American history or literature to help present and plan programs. The committee does several things, including maintaining the Research Agenda for Library and Instruction and Information Literacy: http://www.ala.org/ala/mgrps/divs/acrl/about/sections/is/projpubs/researchagendalibrary.cfm .
The Agenda was created in 1980, revised in 2000, and they are in the middle of another overhaul. From the website: "It is hoped that this /Research Agenda/ will encourage researchers to experiment with a range of research methods, to revisit issues and focus on different variables, and to collaborate among institutions so that results are meaningful for wider audiences." On April 9, 2010, the College of DuPage sponsored a webcast called Technology Trends in Libraries: Tools, Skills, Staffing and Training as part of its Library Futures: Staying Ahead of the Curve series. It was made available free of charge to staff from Oregon libraries through a statewide membership to BCR (http://www.bcr.org/, which is now merging with Lyrasis), paid for by the Oregon State Library with LSTA funds. Will tightening budgets and the stress of the economy be the end of
Oregon's Children's Services Division? I certainly hope not.
CSD desperately needs a Chair-Elect to carry us into the future.

librarians represented within your library association?
Has your summer reading program been made a little easier thanks to the
help and sharing of your peer network?

Hi All,
The 2 large meeting rooms and 3 study rooms of our cavernous library have proven so popular that now we're in need of an integrated software solution for same. We've had a demo from one vendor (Evanced) whose product seemed well suited to our needs, but in the interests of being thorough, we're searching for other scheduling software vendors before we take the plunge. Would anyone want to share warnings, plug a favorite or warn us away from a clunker?
Here's our situation, in brief:
Our meeting rooms are rentable for $$, and are chock full of rules, regulations and options.
Our study rooms are just the opposite; they're free, and we want to reserve them quickly, with no fuss.
We want a web-available calendar that patrons and prospective users can view to check scheduling.
We want the ability for users to reserve and pay online.

The Manager of Library Technologies at the Portland State University
Library provides a key role in the leadership of the Library's
information technology infrastructure and services, including
supervision of the Library Technologies team's activities and staff.
This position oversees library technology projects and systems, and
works with system vendors, programmers, librarians, staff, and public
end-users to develop, evaluate, implement, and support a variety of
systems. Services and systems currently include: the Library's
integrated library system (Innovative Interfaces' Millennium system),
the Library's multiple Web sites, servers, and interfaces; major
applications for interlibrary loan and course reserves operations, the
PSU digital repository, instructional technology, and provision of staff
and public computing. This is a full-time, 12-month, unclassified,
excluded, unranked position. This position reports to the Associate
University Librarian.
*Specific Responsibilities*
? Adhere to University and Library policies and procedures,
including Portland State University's Professional Standards of Conduct
(http://www.pdx.edu/hr/professional-standards-conduct).
? Manage the Library Technologies team of four staff and two
students. Plan, coordinate, and evaluate daily operations of the team's
activities, projects, and staff so as to provide timely, professional,
and consistent library service.
o Supervise, hire, train, and evaluate Library Technologies team
members, as necessary, maintaining established unit performance
standards and providing conflict resolution when necessary.
o Act as advocate of unit staff and be committed to staff development
and staff participation in unit planning and decision making; promote
high staff performance through teamwork, job training and enrichment,
encouragement of innovation and recognition for achievement.
o Manage technology-related vendor relations, including selection and
performance evaluation.
o Coordinate unit activities with those of other Library units.
? Lead the Integrated Library System (ILS) team and attend other
functional subgroups' meetings as necessary; provide oversight and
management of technical support and coordination for ILS-related issues
and functions.
? Participate in the continual evaluation of the technologies
being provided in the Portland State Library, making suggestions for
service enhancements, greater efficiency, or cost containment; collect
and analyze management data for patterns and trends that suggest a need
for change, or positioning for the future; and prepare reports on
activities, problems, challenges, and accomplishments of acquisitions
and preservation.
? Ensure that the short- and long-range planning processes for
Library Technologies are anticipatory, rather than reactive, and that
they provide an effective means to meet the Library's mission and
priorities. Evaluate alternatives in terms of cost effectiveness,
quality of services, and larger institutional priorities.
? Participate in leadership within the Resource Services &
Technology (RST) unit through participation in the Coordinating Team
(C-Team), which helps to advise the Associate UL in the development of
unit-wide policies and guidelines.
? Coordinate communication concerning library
technologies-related issues, services, policies, and procedures with
library staff, users, academic units served, and external partners.
? Participate in promoting and providing visibility for a
positive, responsive image of the Library and its services to the
University community and the community at large.
? Communicate openly and professionally with staff, colleagues,
and with Library Administration.
? Participate in the establishment of short- and long-range
library information technology goals, objectives, and priorities,
aligned with those of the Library and the University.
? Maintain current expertise through participation in workshops,
classes, professional associations and networks, and through continued
awareness of the scholarly literature.
? Represent the Library at local, regional, and national
meetings, conferences and symposia, as assigned.

Position Announcement
The Collection Development Librarian provides work related to the
selection, processing, evaluation, and assessment of library resources;
assists in the development and implementation of collection development
policies and procedures; and performs some reference, liaison, and
instructional duties. This is a full-time, 12-month, tenure-track
position with the rank of Assistant Professor in the Resource Services
and Technology (RST) unit. This position is expected to work very
closely with the Associate University Librarian, to whom the position
reports, as well as to collaborate with the Head of Acquisitions, the
Head of Electronic and Continuing Resources, and subject liaison
librarians. The incumbent contributes to the profession through
professional service and scholarly activities, and participates in
faculty governance activities within the Library and University.
Specific Responsibilities

de-selection, and dispersal of collections.

including data collection and analysis, and advanced skills in using a

The Washington County Cooperative Library Services (WCCLS) is accepting
applications for a full-time Bilingual English/Spanish Librarian.
Duties & Responsibilities:
In association with the Outreach Program Supervisor, WCCLS team members

library outreach to the Latino population.
Qualifications:
A Master's level education in Library Science from an ALA accredited
program is required. Extensive experience in a professional-level
librarian position may substitute for the degree requirement.
Knowledge of Spanish language, spelling, grammar and punctuation is
required. Applicant must possess skill in writing Spanish accurately,
the ability to speak Spanish fluently, and the ability to communicate in
Spanish, both orally and in writing.
Work Schedule:
40 hours per week. General schedule is Monday through Friday, 8am -

Educational Solutions, a Klamath Falls OR nonprofit, has made a documentary to provide balanced information to high school students and their communities on the problems of the Klamath Watershed. The Oregon Watershed Enhancement Board (OWEB) and the California Walter S. Johnson Foundation funded the ES project, "Sharing the Klamath Watershed: Bringing Together the Next Generation of Stakeholders", which involved students from nine high schools. This DVD is the culmination of that undertaking. The video features stakeholder leaders and scientists on critical issues relevant to all watersheds. Video clips of student projects are used to help illustrate major points.
Educational Solutions is giving this 58 minute DVD to Oregon libraries at no cost. Upon your request, the Oregon Institute of Technology Library will send you a copy via the courier system.
The Klamath River Basin of Oregon and California has become famous for its water conflict. Farmers and ranchers compete with Native Americans, commercial salmon fishermen, and conservationists over scarce water: "farms vs. fish." However, years of stakeholder negotiations led to the signing of the Klamath Basin Restoration Agreement (KBRA) on February 18, 2010. The documentary tells the story: the early watershed, human impacts, the three disasters, conflict to dialogue, possible solutions to watershed problems, the KBRA signing and future challenges.

advises the Institute of Museum and Library Services (IMLS) on general
policy and practices and on selections for the National Medal for Museum
and Library Service. The board is comprised of the IMLS director and
deputy directors and 20 members of the general public with demonstrated
expertise and commitment to libraries or museums.
IMLS Acting Director Marsha L. Semmel said, "Our nation's museums and
public libraries are vital community resources that are more relevant
than ever in this time of profound learning change. The new members'
experience and know-how will be invaluable to IMLS in its mission to
create strong libraries and museums that connect people to information
and ideas."
New board members include:
* John Coppola has consulted on strategic planning and professional
training for museums throughout Latin America and the Middle East since
1996. Previously, he served as the director of the Office of Exhibits
Central at the Smithsonian Institution; as chief of the Bureau of
International Expositions and exhibitions program manager for Arts
America, at the U.S. Information Agency; and as a foreign service
officer. Coppola has organized and managed exhibitions for the Museum of
Latin American Art, the Smithsonian Latino Center, the National Museum
of Women in the Arts at St. Thomas University, and the Stonewall Library
& Archives.
* Dr. Carla Hayden is a past president of the American Library
Association and the current chief executive officer of the Enoch Pratt
Free Library in Baltimore, Maryland. She previously served as deputy
commissioner and chief librarian of the Chicago Public Library,
assistant professor in the school of library and information science at
the University of Pittsburgh, and library services coordinator for the
Museum of Science and Industry in Chicago. Dr. Hayden began her career
with the Chicago Public Library in 1973 as a library associate and
children's librarian and then as a young adult services coordinator with
the Chicago system.
* Dr. Lawrence J. Pijeaux, Jr., is president and CEO of the Birmingham
Civil Rights Institute, a multi-media facility housing exhibitions of
historical events from post-World War I racial segregation to
present-day racial progress. Dr. Pijeaux is a member of the Alabama
Symphony Orchestra Board, the Alabama Tourism Department Advisory Board,
the executive committee of the Greater Alabama Council Boy Scouts of
America, the Alabama Bureau of Tourism and Travel Advisory Board, and
the Rotary Club of Birmingham. He holds a Ph.D. in education from the
University of Southern Mississippi, an M.A. in teaching from Tulane
University, and a B.A. from Southern University.
* Winston Tabb is the Sheridan Dean of University Libraries and Museums
at the Johns Hopkins University where he leads and coordinates the
university's entire system of libraries, directs the Sheridan Libraries,
and oversees the Homewood Museum and the Evergreen Museum & Library.
Prior to joining Hopkins, Tabb served at the Library of Congress for
more 30 years, ultimately holding the position of associate librarian of
Congress. He holds an M.A. in library science from Simmons College, an
M.A. in American literature from Harvard University, and a B.A. from
Oklahoma Baptist University.
* Robert Wedgeworth was the founding president of ProLiteracy Worldwide,
the largest non-governmental adult literacy training organization in the
world, until his retirement in June 2007. He previously served as
university librarian, professor of library administration, and professor
of library and information science at the University of Illinois at
Urbana-Champaign. He also served as the dean of the school of library
service at Columbia University, the executive director of the American
Library Association, and as president of the International Federation of
Library Associations and Institutions. He is a life member of the
American Library Association and of the National Association for the
Advancement of Colored People.
Outgoing board members include Beverly E. Allen of Marietta, Georgia;
Gail M. Daly and Harry Robinson, Jr. of Dallas, Texas; A. Wilson Greene
of Petersburg, Virginia; Amy Owen of Holladay, Utah; Katina Strauch of
Charleston, South Carolina; and Kim Wang of Torrance, California.
