[Libs-Or] stolen newspapers

The Seaside Public Library has been experiencing an increase in theft of newspapers.  

Initially, the "How We Live" section of the Oregonian began to disappear.  Later, the "Sports" section started going missing.  Then, the classifieds from The Daily Astorian became absent. Now, pages from our weekly, The Seaside Signal, are walking away.  

Portions of all our newspapers, except the WSJ, are being stolen on a regular basis.

We keep the Oregonian sections behind the circulation desk.  Patrons need to ask to read them.  We are considering keeping all newpapers behind the Circ desk and holding a photo identification for their use.

Are other libraries experiencing this problem?  If so, how do you address the situation?  We are open to any and all suggestions.  (We do have a newspaper rack with slotted sticks but patrons simply take the papers off the sticks.)
