There has been quite a bit discussion about Resource Description and Access (RDA). This session will provide an overview of the essentials of RDA and FRBR (Functional Requirements for Bibliographic Records), as well as the highlight some of the differences in cataloging practice RDA would introduce. We believe this class will be useful for administrators and those outside of cataloging with an interest in how cataloging may change in the future.

Library Board News
STATE LIBRARY BOARD TO PLAN FOR STATE LIBRARIAN RECRUITMENT
At their April 6th meeting, the State Library Board of Trustees will hear a report from Library Human Resources Manger Diane Ballard on plans to recruit a new Oregon State Librarian. Ballard is working with Board Chair Sue Burkholder and an executive recruitment specialist from the Oregon Department of Administrative Services to develop the plan. The Board will consider adopting the plan at their June meeting. State Librarian Jim Scheppke announced in February that he will retiring at the end of the calendar year from the post he has held for 20 years. In other business, the Board will conduct their annual assessment of a key performance measure that deals with best practices of state boards and commissions. Prior to the Board meeting at 1:30 p.m., the Board will participate in the Annual State Library Volunteer Appreciation Luncheon. The Board meeting will be held in Room 202. An open forum is scheduled at 3:00 p.m. Anyone may address the Board at the open forum on any topic.
LIBRARY BILLS HAVE HEARINGS IN THE LEGISLATURE
At the end of March, the Oregon Legislature will have been meeting for two months with only three months to go. At press time a number of library-related bills will have had hearings, but none have moved very far in the Legislative process. The State Library's budget bill, SB 5521, was the first agency bill to have a hearing in a Ways and Means Subcommittee. The hearing took place on February 9-10. The second day featured public testimony from the Oregon Library Association and the National Federation of the Blind. A bill that was introduced by Governor Kitzhaber on behalf of the State Library Board, SB 111, was voted out of a Senate committee on March 17th and referred to the Ways and Means Committee. The bill would provide permanent funding for the NEWSLINE audio newspaper service for blind and print-disabled Oregonians. NEWSLINE has been funded with donation funds as a pilot project for the past four years. It provides access to the Oregonian, the Statesman Journal, and the Register-Guard newspapers in addition to national newspapers and magazines. HB 2649, which would establish a task force on school libraries, had a hearing on March 7th in the House Education Committee. HB 2710, which would change the funding method for county law libraries, had a hearing on February 8th but has not moved further in the House Judiciary Committee. HB 2859 and HB 3210, both of which deal with the preservation of heritage resources in the state, were heard on March 17th. The Legislature has set a deadline of April 8th for bills to be scheduled for a work session. Otherwise they will not advance in this session of the Legislature. This rule does not apply to appropriations bills that are assigned to the Ways and Means Committee.

ARLENE WEIBLE APPOINTED TO THE DEPOSITORY LIBRARY COUNCIL
Arlene Weible, Government Documents and Technical Services Librarian at the Oregon State Library, has been appointed to the 15-member Depository Library Council. Public Printer Bill Boarman announced her appointment, which will run from June 1, 2011 - June 1, 2014, on March 9. The Council, composed of 15 members, each of whom serves a three year term, advises the Public Printer on policy matters relating to the Federal Depository Library Program (FDLP). The FDLP provides public access across the United States to the published information of all three branches of the government through partnerships with more than 1,220 libraries. Weible has been at the State Library for five years. One of her key duties is to serve as the coordinator of the Regional FDLP for the state of Oregon. Working with three other research libraries, she helped negotiate a successful shared housing arrangement for this program.
FREE SUMMER READING PERFORMANCE AVAILABLE TO SMALL PUBLIC LIBRARIES
One free summer reading performance is available for public libraries with population service areas of 10,000 or less through the State Library and OLA's partnership with the Oregon College Savings Plan (OCSP) on Destination: College Savings (the 2011 summer reading sweepstakes). Qualifying libraries should have received an email in March directly from OCSP with details about this opportunity.
How it works: Libraries contact the performer indicated in their email from OCSP to schedule a performance just like they normally would. The performer has a list of qualifying libraries to confirm eligibility. The performer sends an invoice for one performance, mileage to and from the library, and lodging (if necessary) directly to OCSP. STATE LIBRARY EXHIBITS "DOROTHEA LANGE IN THE WILLAMETTE VALLEY"
In August and October of 1939, the acclaimed photographer Dorothea Lange traveled through Oregon recording the plight of farmers and migrant agricultural workers who were affected by the Great Depression. This exhibit focuses on the photographs Lange took in Marion, Polk, and Yamhill counties for the Farm Services Administration of the federal government. Lange's documentary motives are explored in detail, along with the social and political background of the pictures she took. Fifteen photographs by Lange are supplemented by materials from the State Library's collections from the time period. The exhibit is on view in the 2nd floor lobby, 8 am to 5 pm, Monday through Friday.
FREE CATALOGING WEBINAR
Cataloging: New Perspectives will be broadcast on Friday, April 8 from 9:00 am to 10:30 am. This webcast is part of the Library Futures: Staying Ahead of the Curve 2011 training series. Staff from Oregon libraries may participate in this webcast at no charge. This training series is a staff development opportunity in the best sense of the term. It gives staff a solid framework for problem-solving in today's complex library environment. You and your staff can maximize these opportunities by bringing a group of interested staff together to watch; organize discussions about the impact of the show's content on your library; and follow up with a discussion on what next steps your library can take. For more information, go to College of DuPage. This webcast is being made available free of charge to staff from Oregon libraries, paid for by the Oregon State Library with LSTA funds. A DVD of this webcast will be available to check out from the State Library about one month after the date it is broadcast. THREE OREGON LIBRARIES AWARDED OREGON HUMANITIES GRANTS
Three Oregon public libraries were among the 23 recipients of a Public Program Grant from Oregon Humanities. The purpose of the grant program is to support programs that are timely, relevant, accessible and interactive, and that use the humanities in the public sphere to connect Oregonians to ideas that change lives and transform communities. The North Bend Public Library will receive a $2,500 grant that will support Title Wave 2011, a community reading project in eight public libraries in Coos County. The selected book this year is The Highest Tide by Jim Lynch and will include free talks by the author in April. A grant of $1,000 to the Newport Public Library will support their community reading program featuring Down in My Heart: Peace Witness in Wartime, the first book published by Oregon author William Stafford. The Library Foundation in Portland will receive a $4,100 grant in support of Teen Read and Hispanic Heritage Month at the Multnomah County Library. Author Matt de la Pena will present free library programs that celebrate Hispanic culture and explore the themes in his books. PENDLETON PUBLIC LIBRARY FEATURED IN ICMA REPORT
In 2009, the Pendleton Public Library was one of only nine public libraries in the U.S. to be awarded a Public Library Innovations Grant from the International City/County Management Association (ICMA). The ICMA received support from the Bill and Melinda Gates Foundation to make grants that would demonstrate how libraries, working outside in partnership with other city and county departments, could address community needs in new and innovative ways. Over 500 communities applied for a grant. Pendleton's project, called Wired for Safety, brought together the public library and the police department to focus on a shared mission of creating a safe and productive environment for teens in the community. Results from the project, funded by a $60,000 grant, included the formation of a Teen Board that advises the library and engages with the police department on community issues involving teens. The library and police department collaborated on the National Night Out for Safety program and drew more than 1,000 people to the event. A total of 929 people were directly served by the 43 classes and events held during the grant period. An evaluation report, "Maximize the Potential of Your Public Library," has results from all nine grant projects and an analysis of the lessons learning from the nationwide project.

We are excited that our new Governor has a lot of ideas to change the education system in our state, and we are proud to be included in his plans. His goal is to create seamlessness between the providers of education services from birth through graduate school. We have been asked to participate in the Early Learning Council that brings together all the providers and funders of services to preschool children, and to begin, for the first time, to coordinate our efforts. The Governor wants the Early Learning Council to aim to have all Oregon children ready to learn when they enter kindergarten and to have all children reading at the end of the first grade.
Next year, for the first time, passing the state 10th grade reading test, or the equivalent, will be a requirement for high school graduation in Oregon. If you go to the Oregon Department of Education website you can see the percentage of the Class of 2012 that may not graduate because their reading skills are deficient. You can look up school districts in your communities and see the numbers and percentages of kids at risk of not getting their diplomas. Statewide, 29% of the Class of 2012 did not pass the test in the 10th grade. They can take it again, and undoubtedly schools will make a big effort at remediation, but I expect there will still be lots of disappointment and finger-pointing next year when some of the students don't get their diplomas.
The Governor is right about the fact that the long term solution to having all our students become proficient readers begins at birth. We will be advocating for a bigger role for public libraries and school libraries which research shows can make a huge difference. Our school libraries need to step up their reading promotion activities like Oregon Battle of the Books (OBOB) to turn more kids on to reading. We need OBOB in every school. Our public libraries need to do more outreach to preschool children who are not coming to the library, and they need to enroll many more children in summer reading. We estimate that about 167,000 children participated in summer reading last year. That sounds like a big number, but actually it only represents about 19% of all children 0-17 in the state. We need to do more.
With Governor Kitzhaber's leadership, and with libraries stepping up their efforts, we might look forward to the day when not so many 10th graders have to sweat the 10th grade reading test, and when all of our students can graduate because they've become good readers. - Jim Scheppke

The cataloging rules "Research Description and Access" (RDA) have the potential to transform the ways libraries create, use and share their data. Based on the Functional Requirements for Bibliographic Records (FRBR), RDA moves away from the "unit card" or document approach to catalog entries, and toward an entity-relationship model. Over the past year some cataloging departments have been testing RDA as a set of rules for creating library data. At the same time, technical developers have been experimenting with RDA as data, and in particular as linkable data for the Semantic Web. The speakers will cover these parallel developments, and talk about some possible future directions.

The Lake County Library District is seeking a qualified individual to fill an immediate opening for a Children's Library Assistant. The Children's Library Assistant oversees library programs for children, including the Summer Reading Program, storytimes, and early literacy workshops for parents and caregivers. The Children's Library Assistant also helps with all library services, including reference and circulation.
The Lake County Library District Main Library is located in Lakeview, OR with branches in Paisley, Silver Lake, and Christmas Valley, and provides services to the 7,500 residents of Lake County. With a capital campaign for a new main library under way and an anticipated increase in square footage in the children's area, it is an exciting time to join the Lake County Library District.
Qualifications: A bachelor's degree or high school diploma/GED and two years of experience in library services, early literacy, education, or related field is required. Bilingual English/Spanish skills a plus. Must have a valid driver's license.

Description: Library Development will kick off the session with an episode of "What's My Line"? (yes, the TV game show!) based on the programs and services we offer, followed by a short, informational presentation on the current LSTA Five-Year Plan. The session will end with small-group brainstorming and sharing to provide input into what the 2013-2017 LSTA Five-Year plan might include. We encourage all levels of library staff from all library types, including Trustees and Friends of the Library, to attend.

I am sorry to have to report that OSLIS is intermittently down again.
Despite OSLIS' "up" time last week, we've still been working with an outside company to identify potential issues. They have an update scheduled for this afternoon.
If you need to use OSLIS, try it. If you encounter any problems, it would be helpful if you sent me some details: wording of any error messages, and/or screenshots that show any problems you are having, along with the time when the problem occurred.

The OLA Intellectual Freedom Committee is sponsoring a panel presentation on privacy, "The Evolution of Privacy" on Thursday, April 7th at the OLA Annual Conference.
The panel will feature Deborah Caldwell-Stone from the ALA Office for Intellectual Freedom, who will provide an overview of notable privacy issues for libraries. Position Description
WPC is seeking a technically savvy electronic services person who will
participate our information literacy program. The ideal candidate will
be familiar with the administration of integrated library software,
electronic resources, web design, and online course software. In
addition the person will work collaboratively in designing and
developing instruction and materials to facilitate teaching and
learning, including class & on demand instruction, as well as seeking
ways to integrate library resources and instruction into academic
programs.
Required Qualifications
Master's in Library Science from an ALA accredited institution;
successful experience in the use of traditional and electronic reference
sources in an academic library; Web authoring experience; successful
experience in library user education; and effective written and oral
skills.
Essential Experience, Knowledge, and Skills:
Knowledge of library operations, leadership skills, visionary/planning
skills, intuitive skills that can facilitate problem solving, creative
approach to problem solving, detail oriented, customer service oriented,
communication skills, multi-tasking, and patience.
Special and Unique Essential Responsibilities and Characteristics of the
Job:
Work in a drug-free, smoke-free, profanity-free environment.
Be a practicing Christian.

I've been testing OSLIS, and for me it's been stable for the last two days. And, no problems have been reported to me in that time period. (I'm not superstitious, but here's hoping I don't jinx it!)
If you experience OSLIS access or loading problems, please send me the details.
What time?
What kind of error (502? 503? Other?) If possible, copy and include the error message.
What does the screen look like, if it's a loading problem? Screenshots are helpful.
Thanks for your patience and help with this. Through this process, I have learned that solving website problems is like peeling an onion. Once one layer is gone (one problem is fixed), it can expose another problem. Hopefully we've gotten to the core of the onion!

The Multnomah County Library in Portland, Oregon is seeking a dynamic,
service-oriented individual for the position of Gresham Library Manager.
Managers are the leaders at the four largest Neighborhood Libraries in the
system, managing a staff of 24-30 individuals, including an exempt
Supervisor. Reference staff and the Supervisor report directly to the
Manager. Pages and clerks report directly to the Supervisor. The Manager and
Supervisor collaborate to ensure the smooth operation of the library, but

The current opening is at the Gresham Library, which is the second largest
of the 18 branches and has a high level of circulation and usage*. (Please

?Library trends of the past year are detailed in the State of America?s Libraries, 2011, released during National Library Week, April 10-16, 2011, by the American Library Association.
Even as budget-cutters take aim at libraries and their services, more than two-thirds of the 1,000-plus adults contacted in a survey in January said that the library?s assistance in starting a business or finding a job was important to them, according to the poll, conducted for the American Library Association (ALA) by Harris Interactive.
Sixty-five percent of those polled said they had visited the library in the past year; women are significantly more likely than men (72 percent vs. 58 percent) to fall into this category, especially working women, working mothers and women aged 18-54. Overall, 58 percent of those surveyed said they had a library card, and the largest group was, again, women, especially working women and working mothers. College graduates and those with a household income of more than $100,000 were also well represented among card holders, according to the survey.?

Dear Editor,
In the April 7 article, ?Mike Shatzkin in Montreal: Libraries make no sense
in the future," Mr. Shatzkin was quoted as saying that there will no longer
be a need for a [library] building, while acknowledging that the skills of
librarians will continue to be in demand. He is both wrong and right.
Today?s libraries are more than just book depositories. People are flocking
to them for access to both digital and print resources, for free computer
and social media training, to use the wireless environment, to take
advantage of meeting spaces and to participate in cultural programs and
family literacy events. Contrary to a decline, visits to library buildings
in the U.S. grew to more than 1.5 billion last year and the support for
constructing 21st century libraries has remained strong.
Librarians guide users in accessing and evaluating the enormous array of
information in this increasingly complex digital world. It is no surprise
that Mr. Shatzkin recognizes that the ?navigating? skills of librarians are
needed. So do the millions who use their school, public and academic
libraries every day.
Digital formats and the means of delivering content will evolve, but the
need for libraries and librarians will endure.

It looks as though that site and many of the other Open Data initiatives of the Obama administration are collateral damage of the current budget wars. Figures!

(NEH), is accepting online applications for a large-scale tour of the
traveling exhibition ?Lincoln: The Constitution and the Civil War?

. Eligible institutions include but
are not limited to public, research and special libraries; historical
societies; museums; civic, community and heritage organizations; and
institutes of higher learning. Funding for the exhibition and tour is
provided by a major grant from NEH.
Using the U.S. Constitution as its cohesive thread, ?Lincoln: The
Constitution and the Civil War? offers a fresh and innovative
perspective on the Civil War that brings into focus the constitutional
crises at the heart of this great conflict. The exhibition identifies
these crises?the secession of the Southern states, slavery and wartime
civil liberties?and explores how Lincoln sought to meet these political
and constitutional challenges.
Two hundred sites will be selected to host the 1,000 square foot
exhibition for a period of six weeks each from September 2011 through
May 2015. Each site will receive a $750 grant to support expenses
related to exhibition programming. Participating institutions are
expected to present at least two free public programs featuring a
lecture or discussion by a qualified scholar on exhibition themes. All
showings of the exhibition must be free and open to the public.
?Lincoln: The Constitution and the Civil War? is supported by NEH?s We
the People initiative, which aims to stimulate and enhance the teaching,
study and understanding of American history and culture. For more

Project Compass: Workforce Recovery Training
We all know that the economy has driven more people into public libraries in the last several years and many of those people are looking for work or beginning their own business. The Oregon State Library, in cooperation with the Tigard Library, Washington County Cooperative Library Services and the Oregon Employment Department, is offering a day-long training on developing programs and services for those job seekers and entrepreneurs. The training was developed with an IMLS grant to WebJunction and the State Library of North Carolina.
The trainings will be held at the following:
Tigard Public Library Tuesday April 19th 9:00 am to 4:00 pm
Albany Public Library Tuesday April 26th 9:00 am to 4:00 pm
Ashland Public Library Wednesday May 4th 9:00 am to 4:00 pm
Bend Public Library Wednesday May 11th 9:00 am to 4:00 pm
Pendleton Public Library Tuesday June 7th 9:00 am to 4:00 pm
Lunch will be provided and we have some funding to reimburse travel expenses for libraries (we cannot reimburse individuals) Registration closes the Friday before each training date.

Hope Crandall Wins Oregon Library Association's Lampman Award
Librarian Hope Crandall of Washington Elementary in Woodburn has been
awarded the 2011 Evelyn Sibley Lampman Award by the Children's
Services division of the Oregon Library Association. Announced at the
Oregon Library Association's annual conference, the Lampman Award is
Oregon's most notable and prestigious award for library service to
children.
Hope began her 20 year career as a bilingual classroom teacher, long
before dual language programs were on the radar. In 1998 she moved
from the Dayton School District to Woodburn, accepting a position as
Library Media Specialist at Washington Elementary where she worked
until her retirement in 2010. Many of her students come from migrant
families, with parents who speak only Spanish and feel that they can?t
help their children with homework. Hope held a monthly literacy event
where she taught parents that they too could share their higher level
thinking skills and discuss literature. This was empowering to parents
and Hope influenced many families to read together.
Using her twin passions-children and literacy, Hope was also
instrumental intransforming the community D?a de los Ni?os y D?a de
los Libros celebration from a small gathering of a few families to a
collaborative event attended by hundreds and sponsored by the school
district, the city of Woodburn, and numerous educational, social
service agencies, businesses, emergency services, and religious
partners.
Hope?s influence has not been limited to the community of Woodburn.
She has served on OLA?s Amo Leer Committee, helping to select books
for the Spanish language collections provided to library recipients of
the grant throughout Oregon. She has been an active member of REFORMA,
the National Association to Promote Library & Information Services to
Latinos and the Spanish Speaking, an affiliate of the American Library
Association and helped found the Northwest chapter. She has served on
the Pura Belpre Award Committee and on OLA panels and committees about
programming for Spanish speaking families. In 2009 she helped bring
Jose Luis Orozco, a preeminent Latino children?s literacy advocate and
performer, to an OLA/WLA conference and arranged for concerts in
elementary schools in Woodburn and McMinnville. For the past 5 years,
Hope has also attended the Feria Internacional de Libros (FIL) in
Guadalajara where she selected and purchased Spanish language books
for the Woodburn School district. She has also served on the Salon de
Novedades, a committee that selects from publishers? new book lists
books to highlight at the FIL . At FIL she is also part of a committee
that helps newcomers navigate the giant event.
Hope spent the first few months of her retirement in Ecuador, helping
to set up a central library for rural communities. She also has
contributed to a new publication Celebrating Cuentos : Promoting
Latino Children's Literature and Literacy in Classrooms And Libraries,
co-authoring the chapter titled ?Latinos Children's Literature and
Literacy in School Library Media Centers.?
As a colleague, Hope guided other librarians and advocates for ESL
children and families. She could be fierce in her adherence to the
principles of cultural inclusion and to her high standards of
literature for her students. But she was always a willing
collaborator, especially if it was for the benefit of the families of
the community. Not only was she generous with her ears and shoulders,
she shared her tried and true literacy lessons.

Hello everyone! This is the moment you have all been waiting for! Below
are the choices for 2013 slogans as well as the general theme for 2014.
As you comment to your coworkers about how amazing these slogans are you
might be thinking about how much you wish you could be part of the
decision process. You might also be dying to make contributions to the
CSLP summer reading manual. Don't see enough diversity in the manuals,
or would like to take part in reaching underserved populations
nationwide during the summer? Or maybe you are SUPER passionate about
adult summer reading programming? Well, you might consider joining a
CSLP committee (or perhaps running for a CSD office!!). If you are

A day of workshops, lectures and readings brings
writers, editors and publishers together in McMinnville, April 30, 2011
The Terroir Creative Writing Festival, a full day of workshops, readings and
book signings, will take place Saturday, April 30, 2011, from 8 a.m. to 5:30
p.m. at the McMinnville Community Center, 600 NE Evans Street, McMinnville,
Ore.
Presenting authors include Jean Auel, Robin Cody, Barbara Drake, Monica
Drake, Christina Katz, Craig Lesley, Lex Runciman, Pauls Toutonghi,
Elizabeth Woody and Anne Zimmerman.
Also featured at this year?s Festival will be a panel of Oregon editors and
publishers, including Mary Elizabeth Braun from Oregon State University
Press, Rebecca Olson from Calyx magazine, Casey Bush from the Bear Deluxe,
Dennis Stovall of Portland State University?s Ooligan Press, and Jessica
Lamb from Airlie Press, who will discuss publishing opportunities.

Anne Tran, 2011 Recipient of the OYEA! (OYAN's Your Excellent Award!)
On Thursday, April 7, Anne Tran, bi-lingual Youth Librarian at Multnomah County Library's Midland branch, was honored for her work with teens at a reception held at the OLA Conference. The OYEA! is awarded annually to "an individual . . . that has made a positive and significant contribution to teens in libraries in the state of Oregon." The award includes a certificate, trophy and a $100 contribution to the teen library program of her choice.
Anne was nominated for having developed the largest teen council at MCL, for offering creative teen programs, and for her creative work on the MCL Teen Action Team. Nominated by a colleague, Anne also received letters of support from three MID Teen Council members. Teen Councilor, Cheryl Yee, said it all when she wrote,
"Anne deserves this award for loving her library, loving her volunteers, loving to read to children, and most importantly loving her job. I can't think of another person that truly deserves this award and I hope she can be recognized this year. I personally am graduating high school this year and one of the things I will miss is being part of Teen Council with a friend like Anne."

If you serve teachers or students involved with Advanced Placement courses, you may know that AP exams are coming up in early May. But, did you know that LearningExpress Library offers two AP practice exams each for biology, calculus, chemistry, English language & composition, English literature & composition, European history, U.S. government, and U.S. history? They are part of the Learning Center called College Preparation.

The Multnomah County Library in Portland, Oregon is seeking a dynamic, service-oriented individual for the position of Gresham Library Manager. Managers are the leaders at the four largest Neighborhood Libraries in the system, managing a staff of 24-30 individuals, including an exempt Supervisor. Reference staff and the Supervisor report directly to the Manager. Pages and clerks report directly to the Supervisor. The Manager and Supervisor collaborate to ensure the smooth operation of the library, but the Manager has ultimate responsibility for the staff and building. The current opening is at the Gresham Library, which is the second largest of the 18 branches and has a high level of circulation and usage. (Please note: For fiscal year 2009-2010, Gresham Library's circulation was 840,482 and number of visits was 511,847). Gresham is the second largest city in Multnomah County and one of its fastest growing areas.
