[Libs-Or] OSLIS is Still Up and Down

Unfortunately, OSLIS is still only available on an intermittent basis.  We have tech folks at the State Library and contracted help looking into this.  Because of the sporadic nature of the issues, do try to access when OSLIS you need it.

Just an FYI that there are technical difficulties with OSLIS this morning.  Our tech folks are working on resolving the issues.

The problems are intermittent, so try it if you need it.
