(From the State Librarian) Contacts at the State Library Library Board News Recruitment Process for New State Librarian Underway [Librarian]On June 17th, the State Library Board approved a plan to recruit a new Oregon State Librarian by this fall. Following the Board meeting, the job announcement was posted by the Department of Administrative Services. The deadline for applications will be August 15, 2011. The Board will convene a screening panel in August to help the Board select finalists for the position shortly thereafter. The recruitment if being led by Twyla Lawson, an executive recruitment specialist with the Oregon Department of Administrative Services. Board Elects New Officers for 2011-12 At their meeting at the Josephine County Library in Grants Pass on June 17th, the State Library Board elected Sam Hall of Salem to chair the Board, beginning in July. Hall was appointed to the Board by Governor Ted Kulongoski in 2008. He is retired from the faculty at Willamette University where he chaired the Mathematics Department and served as Vice-President for Academic Affairs. He has had a long involvement with the Salem Public Library, serving on their advisory board for a decade, and he is currently on their Foundation Board. The Board also elected Aletha Bonebrake of Baker City to serve as Vice-Chair of the Board in 2011-12. Bonebrake was appointed to the Board by Governor Kulongoski in 2010. Before her retirement, Bonebrake was the director of the Baker County Library District for 22 years. She is also a past-president of the Oregon Library Association and presently serves on the City Council in Baker City. State Library Board Approves Plan to Spend Extra LSTA Funds The State Library Board, at their June meeting in Grants Pass, approved the recommendations of the LSTA Advisory Council to spend excess FFY 2010 LSTA funds. Because of savings on statewide databases and other savings, the Library has unspent LSTA funds that have to be spent by September 30th of this year. The Board approved a plan to invest additional LSTA funds in the Oregon Digital Newspaper Project at the University of Oregon Libraries, the Reading for Healthy Families project, and, if there are still unspent funds, in the Oregon Digital Library Consortium's Library2Go. The Board also approved the Council's recommendation to renew the contract with Gale Cengage Learning for three additional years, through August of 2014. The Council's recommendation was based on a recommendation of the Statewide Database Licensing Advisory Council. Gale has agreed to add two new databases to the package and to freeze the cost of the service for three additional years. The Board also accepted the Council's recommendation to invite 18 libraries and other organizations to submit full LSTA grant applications for consideration at their October meeting. In other Board business, the Board approved a plan recommended by the Talking Book and Braille Services Advisory Council to spend donation funds in the next fiscal year. For the first time, TBABS will need to use donation funds to support the core TBABS program due to budget cuts in the General Fund budget approved by the Legislature for 2011-13. Governor Signs State Library Appropriations Bill [State Capitol]On June 14th, Governor Kitzhaber signed SB 5521, the appropriations bill for the State Library in 2011-13. The bill passed both chambers of the Legislature earlier in June with only one dissenting vote in the House. The $13.97 million appropriation is down 7% from the appropriation for the 2009-11 biennium. One vacant staff position was eliminated. The Ready to Read Grant program was cut 3% from the budget for 2009-11, about $35,000. Funding will be at 78 cents per child per year in 2011-13. A budget note calls for the Governor, the Secretary of State and the Chief Justice of the Supreme Court to form a work group in the remainder of 2011 to look at creating greater efficiencies in library and archives services in state government and report to the 2012 session of the Legislature that will convene in February. State Library News Elke Bruton Elected KLAS Users' Group President [KLAS Logo]Elke Bruton, the Public Services Librarian for Talking Book and Braille Services has been elected by the Keystone Library Automated System (KLAS) Users' Group to serve as the group's president for the 2011-13 term. The KLAS database system is the most widely used collection and patron management software for libraries for the blind and physically handicapped (LBPH), serving 85 libraries across the United States. The role of the Users' Group is to collaborate with Keystone Systems to determine regular software changes to improve the way LBPH libraries serve print-disabled patrons. Bruton joined the Users' Group in 2008 when she attended her first conference as a new LBPH librarian. In the last four years, Elke has demonstrated leadership within the KLAS community by implementing and sharing unique uses for the database's functions, presenting at the Users' Group yearly conference, and chairing the program committee in 2011. 2011-2012 Ready to Read Grant Applications Now Available Ready to Read Grant application packets were mailed June 20-22, 2011. Library Directors and Children's Librarians should now have the packets which contain the application, list of proposed grants, and answers to frequently asked questions about the Ready to Read Grant program. The application is also available on the State Library website to download, complete, and mail. Applications must be postmarked August 31, 2011 to qualify for the grant. The Ready to Read Grant program will be funded at 78? per child this year. This is down from where we started 2009-11 at 94? per child, but up from the 68? per child funding last year (after two rounds of budget cuts). Libraries that don't receive the minimum grant of $1,000 should see an increase of approximately 16% in their grant this December compared to the grant they received in December 2010.For more information contact Katie Anderson (503-378-2528). International Librarians Visit Oregon State Library [World Affairs Logo]On June 20th, seven distinguished international librarians participating in a U.S. State Department sponsored professional development program, the International Visitor Leadership Program, visited the Oregon State Library. The World Affairs Council of Oregon coordinated the Oregon portion of their multi-state visit. Our guests were provided with a tour and presentations from staff representing Government Research Services, Library Development and Talking Book and Braille Services. The guests posed many questions and were interested in the role of the State Library within the library community. The librarians were from Bulgaria, Egypt, Jamaica, Laos, Lesotho, Maldives, and Turkey. Other Library News 95% of Oregonians Will Be Able to Download Library E-Books and Audiobooks With the addition of a number of libraries to the Oregon Library Digital Consortium for 2011-12, 95% of Oregonians with a public library card will be able to download e-books and audiobooks using Library2Go. The biggest expansion will occur in Eastern Oregon where Libraries of Eastern Oregon is assisting a number of small libraries to become members of ODLC under the LEO Listens program. On the Western side of the state, the Scappoose Public Library and the Chetco Community Public Library are joining the ODLC for the first time. This will leave only 12 public libraries in the state that are not providing downloadable audiobooks and e-books to their patrons. The ODLC was founded only six years ago in 2005, so the growth has been phenomenal. "Downloadable e-books and audiobooks are going to be the most popular formats before too long," said State Librarian Jim Scheppke. "So it's gratifying to see how Oregon public libraries have not hesitated to get in the game, and how they've worked together to provide this new service." Library Bills Time Out in Oregon Legislature The 2011 Legislative Assembly will not be remembered as a particularly productive one for libraries. At press time two important bills were presumed dead. HB 2649, sponsored by Representative Peter Buckley at the request of the Oregon Library Association would have created a legislative task force to look for solutions to the disinvestment that is taking place in Oregon school libraries. The bill got a hearing early in the session but failed to advance any further. Another bill, SB 111, introduced by Governor Kitzhaber on behalf of the State Library Board, would have funded the NEWSLINE audio newspaper service for blind Oregonians with funds from the Public Utility Commission, similar to the funding that supports NEWSLINE in other states. The bill made it to the Ways and Means Committee but did not get a hearing there. County Law Library Bills Pass [OR Judicial Department Logo]At press time, it appears that two bills dealing with county law libraries in Oregon will pass in the Legislative Assembly this year. HB 2367 has already passed and has been signed by Governor Kitzhaber. It was sponsored by Representative Nancy Nathanson and supported by the Oregon Library Association. It will give counties more flexibility in contracting out county law library services. It will also require the Oregon Judicial Department to conduct a biennial statistical survey of county law libraries. Another more controversial bill affecting county law libraries was HB 2710. It would have ended dedicated funding for county law libraries from court filing fees and given more discretion to county officials in funding county law libraries, or not. Near the end of the session county law library funding was removed entirely from HB 2710 and added to HB 2712 which concerns the distribution of criminal fines to fund various aspects of the legal system in the state. Then it was moved again to HB 5056, with the funding coming once again from filing fees. If HB 5056 is passed and signed by the Governor, $7.4 million from this funding source will be used to fund county law libraries in the 2011-13 biennium. The funds will be distributed to counties by the Chief Justice of the State Court and must be used to fund county law libraries. Some observers hope that having the Judicial Department in charge of distributing the funds may eventually lead to a more coordinated and equalized system of county law library services in all 36 Oregon counties. A report that library consultant Ruth Metz delivered to a consortium of county law librarians last year was critical of the lack of adequate county law library services throughout Oregon. P.S. (From the State Librarian) [Jim Scheppke]I love provocation. I have tried to be provocative myself from time to time in this space. Everyone, even librarians, needs to have their fixed ideas poked at from time to time. We are always in need of new ideas that we may not have thought about before. That's why I was excited to hear about a group of librarians calling themselves the Taiga Forum who have come up with a list of ten "provocative statements" for academic librarians to think about. This is actually the third set of such statements that the group (made up of assistant university library directors from academic libraries throughout the U.S.) has come up with. I missed the first two, but I happened on the latest one that was issued in May. They preface the list with an important point - that the statements are not to be taken as predictions of the future. Their purpose is to "provoke conversation" when librarians are engaged in planning the medium-term future of academic libraries. I don't have room here to give you all ten provocative statements, but here are my favorites... 2. "Radical cooperation... jointly-owned collections, deep outsourcing [!?], shared staffing, and shared services." 4. "Books as d?cor...students and faculty...will continue to idealize the library as a sacred place to commune with books...libraries will respond by flipping their stacks into designer reading rooms..." 5. "No more collection building...information needs will be met through on-demand purchasing..." 7. "Staff reallocation, elimination, and retraining...unsuccessful libraries will have failed to root out resistance to change, driving out their best and brightest." 8. "Library in the cloud...all library collections, systems, and services will be driven into the cloud." Yup, these are conversation starters alright. I think they are wonderful. Can we get a Taiga Forum going for public libraries and school libraries please? - Jim Scheppke. ( jobs.mhcc.edu/applicants/Central?quickFind=51779 ) When I read the position description for these staff jobs at MHCC I was struck with how much they sounded like librarian positions. Phrases like: ?* ?Designs and implements customized learning assistance for individuals and groups in information literacy??, *" Develops curriculum and conducts workshops focused on various learning strategies in support of information literacy??, * ?Promotes integration of learning strategies and approaches throughout the curriculum through regular contact with faculty and staff across the college.? * ?Serves on campus committees and work groups focusing on student retention, learner success, instructional support and/or related topics.? *?Refers students with non-academic needs to other campus resources.? It reminds me of reference, instruction, and committee work that faculty librarians do all the time. In fact it reminds me of my job at PSU and the job the three faculty librarians were already doing at MHCC before they were all laid off. Seems like a sad day and a big step backwards for librarianship in Oregon. Ever wonder if it's too late or too early to bring social media services to your library? Whether you are in a one-person library or one with one hundred staff, social media applications are impacting library services just like the Internet has. But how do you fit social media into your already busy schedule, and what has to change to make that possible? Will enough of your patrons use your new services to make it worth the effort? Come hear from a library that has successfully "operationalized" its social media services and actually has fun in the process. Finding a Legal Comfort Zone on the Web Wednesday, July 27, 2011 ? 2 pm Eastern / 11 am Pacific ? 60 min. Allowing the public to contribute to, comment on and otherwise engage with your library's website content can be a scary thought, fraught with bogeymen real and imagined, lined with both success and horror stories, and seemingly paved with difficult policy decisions. But it really doesn't have to be that way. Eli Neiburger will present on how to move squeamish colleagues, administrators, or trustees to a point where web initiatives can be understood as less risky than the daily act of unlocking the front doors. He will demonstrate how to structure engagement on the web so that it doesn't require another written policy. Trends in Library Training and Learning August 10-11, 2011 Join us for this 2-day online conference, brought to you in collaboration with the ALA Learning Round Table. Sessions will cover topics ranging from brain development and learning styles to instructional design and shifting trends in library learning. Presenters will provide practical solutions for libraries looking to implement both staff and patron training using innovative learning techniques that include formal and informal, and online and face-to-face methods. The offices are located at 1300 SW 5th Ave (between Jefferson and Madison), Suite 2300. >From their website: Our office is located on the 23rd floor of the Wells Fargo Tower. The entrance to the building's garage is located between Fourth and Fifth Avenues off of Jefferson Street. Visitor parking is available on level A. (Please note the garage is closed on weekends.) From the garage, take the elevator to the lobby and proceed to the elevator bank marked floors 21-38. In the elevator lobby locate the keypad on the wall and enter 23. The keypad will then display which elevator car (H-M) will take you to the 23rd floor. We hope to see you next Wednesday! I'd love an RSVP, so I can tell Sue about how many to expect. And, for those of you who missed our visit to the StreamNet library last month, it was a lot of fun. What a great collection! Thank you to Lenora Oftedahl, for hosting! See you next week! The state of Oregon possesses an unusually high number of nationally recognized writers, a very high proportion of whom are award-winning and otherwise notable poets. Additionally, there are active communities of emerging poets around the state, and poetry is regularly taught in the English curriculum of most Oregon schools. Until Oregon Poetic Voices began in 2010, there was no publicly accessible archive of recorded poetry by Oregon poets that could be used to maintain a record of poetry in performance, which is a vitally important aspect of interpretation and a valuable teaching tool. Not everyone has access to such performances, due to location and availability, and unfortunately, unless they are recorded and preserved, these valuable performances are lost. Oregon Poetic Voices has worked to change that. The Oregon Poetic Voices archive (www.oregonpoeticvoices.org) currently publishes over 200 prominent and emerging Oregon poets, including their biographies and poem texts alongside their recordings, and will soon feature historic performances recorded by KBOO, Fishtrap, and the Mountain Writers Series. There are also resources for educators, including curriculum guides and links to information about teaching poetry. Please connect your library to the Oregon Poetic Voices archive found at www.oregonpoeticvoices.org. OPV is still actively collecting recordings of all interested poets. If you would like to bring Oregon Poetic Voices to your community to record, please feel free to contact the Poetry Project Fellow, Melissa Dalton, at mdalton at lclark.edu or 503-768-8190. The physical delivery of library materials is an integral component of the library resource sharing process. Despite the ever-increasing availability of electronic journals, e-books, and other digital resources, the movement of physical items remains a major concern and a major cost for many libraries. In one state, borrowing of returnable items increased by 107.4% in six years. A recent study showed that the average academic library spends more than $6,800/year for delivery services, with some libraries paying as high as $60,000. Physical Delivery of Library Resources provides recommendations for improving performance and reducing the cost of moving materials between by a library that owns an item and another library whose patron wants to use the item. Ranging from labeling and containers to automation and contracting with courier services, this Recommended Practice addresses both the lending and the borrowing library's activities related to delivering and returning a physical item. "While the Working Group focused on external delivery of items between separately administered libraries," explains Valerie Horton, Executive Director, Colorado Library Consortium (CLiC) and co-chair of the Physical Delivery of Library Resources Working Group, "many of the recommendations also apply to delivery between branches of a single library system and consortial delivery within a shared system." "There are many innovative resource sharing and delivery practices in use today in libraries of all types," states Diana Sachs-Silveira, President Tampa Bay Library Consortium and co-chair of the Working Group. "This Recommended Practice pulls together in one place the best of these practices while emphasizing various alternative methods that a library may choose to use depending on their specific requirements and constraints." "Libraries today are looking to resource sharing as one way to meet their reduced budgets," states Todd Carpenter, NISO Managing Director. "These recommendations will further help libraries to participate in resource sharing using the most cost-effective methods for delivering the shared materials." The draft Recommended Practice and an online comment form are available at: www.niso.org/workrooms/physdel/. All libraries involved in resource sharing, as well as delivery, sorting, courier and transportation service providers, are encouraged to review and comment on the document. What Changed? There are many new features and/or changes. This is a partial list: * Content types for search results now display in a column on the left instead of in tabs across the top. * Search assist was enhanced. * Read Speaker can read non-English documents. * And more Which Databases are Affected? The PowerSearch interface and all databases in the InfoTrac family have been updated. This includes Academic OneFile, Educator's Reference Complete, General OneFile, Health Reference Center Academic, Informe, InfoTrac Junior, InfoTrac Newsstand, InfoTrac Student, Popular Magazines, and more. Overview of Changes You can view a PowerPoint and an 8-minute video that explain the changes and additions. Both are found under Presentations at the bottom of this page: http://www.gale.cengage.com/powersearch/enhanced/index.htm?grid=powersearch. Or, scan for the label "New Interface" in red font under PowerSearch on Gale's Guided Tutorials support page to find the same updated tutorials: http://www.gale.cengage.com/guidedtour/index.htm. Webinars / Training Calendar I see on Gale's national training calendar that there is a PowerSearch webinar on July 13th at 11am Pacific Time and one on July 25th at 7am Pacific Time. I'm sure there will be more in August, as all Gale customers will be moved to the new PowerSearch version by August 1st. To get to the calendar, go to http://support.gale.com/gale/index.html, and click on the orange bubble labeled Training Calendar at the bottom of the center column. [IMLS logo] Dear Colleague, Did you know that there is an exciting conversation going on about future directions for the Institute of Museum and Library Services? On Friday, July 15 we launched http://imls.ideascale.com to engage the public in discussions that will help to shape our next five-year strategic plan. Since Friday, over 90 people have joined in. They are sharing new ideas, voting to agree or disagree with ideas and providing comments. We will use this input to help develop our plan, which will provide a roadmap for future activities, help us communicate clearly and concisely about agency results, and provide for accountability. We know the years ahead will be full of rapid change and we want your ideas about how we can carry out our statutory responsibility "to support museum, library, and information services to meet the information, education, research, economic, cultural, and civic needs of the people of the United States." So visit http://imls.ideascale.com and participate. You may want to check on the conversation a few times during the coming weeks to see new ideas and add your comments. We are currently working on a five year strategic plan. The plan is required by the Government Performance and Results Act and the Administration has asked agencies to focus on three performance improvement strategies: * Using performance information to lead, learn, and improve outcomes; * Communicating performance coherently and concisely for better results and transparency; and * Strengthening problem-solving networks, inside and outside government, to improve outcomes and performance management practices. Your input is needed to help us examine all our grant programs, research, and leadership initiatives to assure that we continue to meet the evolving needs of the American public. Through discussions with the National Museum and Library Services Board, IMLS stakeholders, and the public, we have developed five strategic questions to help envision future services. Using a social media tool called IdeaScale, we are inviting the public to suggest answers to these questions, read the comments others have provided and vote on the ideas that have the greatest merit. The comment period will continue until Friday, August 12. http://imls.ideascale.com Please share this message with your networks so that together we will shape the future of IMLS. Message-ID: Call your senators today and ask them to support the SKILLs Act! Posted on July 25, 2011 by Jenni Terry | Please call both of your U.S. senators today at 202-224-3121 and ask them to co-sponsor the Strengthening Kids? Interest in Learning and Libraries (SKILLS) Act (S.1328). The SKILLs Act was introduced on July 6 by Senators Jack Reed (D-RI) and Thad Cochran (R-MS) and will amend the Elementary and Secondary Education Act (ESEA) by: - Ensuring that funds will serve school libraries in elementary, middle, and high schools; - Improving literacy and college and career readiness through effective school library programs; - Encouraging coordination and shared planning time among school librarians and classroom teachers; - Expanding professional development to include digital literacy instruction that is appropriate for all grade levels, an assessment of student literacy needs, the coordination of reading and writing instruction across content areas, and training in literacy strategies in all content areas; - Requiring books and materials to be appropriate for students in all grade levels and students with special learning needs, including English language learners; - Providing grants on a competitive basis for a period of three years; - Targeting funding to school districts with 20 percent or greater levels of students in poverty; - Ensuring an equitable distribution of funds among the different geographic regions of the country and among urban and rural areas; and - Requiring greater coordination among other literacy, technology, and professional development funds and activities. These measures in the legislation highlight many of the provisions that the library community believes are needed in the reauthorization of the ESEA. Garnering support for this bill will support our efforts to ensure ESEA addresses our concerns. So please call today and encourage your colleagues, neighbors, friends, family, and others to do the same. To find who are your two senators are please refer to the ALA Legislation Action Center . As of July 25 the following senators have agreed to co-sponsor this bill: Jack Reed (D-RI) Thad Cochran (R-MS) Patty Murray (D-WA) Jay Rockefeller (D-WV) Sheldon Whitehouse (D-RI) John Kerry (D-MA) http://networkedblogs.com/kPNGp?a=share&ref=nf -- *Diedre Conkling** Lincoln County Library District P.O. One of the intiators of the campaign to get the "Extremist we sites" subject heading changed is an Australian librarian, Cassie Findlay. She and some other Australian librarians were very interested in our Ellsberg programs and our resolutions this year. Although the LoC has now changed the subject heading, people might want to consider contacting their own catalogers to get the heading changed in records in their collections. I've contacted our catalogers at Pitt, and they have changed the records for 2 titles: Inside Wikileaks : my time with Julian Assange at the world's most dangerous website / Daniel Domscheit-Berg with Tina Klopp ; translated into English by Jefferson Chase. Tom -----Original Message----- From: AUTOCAT [mailto:AUTOCAT at LISTSERV.SYR.EDU] On Behalf Of James Weinheimer Sent: Monday, July 25, 2011 2:09 PM To: AUTOCAT at LISTSERV.SYR.EDU Subject: [ACAT] Some thoughts on books about Wikileaks "How WikiLeaks Books Came to Be Liberated & No Longer Categorized Under 'Extremist Websites'" http://dissenter.firedoglake.com/2011/07/23/library-of-congress-no-longer-classifies-wikileaks-books-under-extremist-websites/ "The Library of Congress (LOC) and the National Library of Australia (NLA) have, in the past week, reviewed their categorization for WikiLeaks books that were on file. A bottom-up movement of WikiLeaks supporters and writers on Twitter going back and forth on how WikiLeaks books were being categorized led the LOC and NLA to mount this review. And, reviews by the LOC and NLA led to a change in categorization, meaning no longer will WikiLeaks books be categorized under the subject header "Extremist Websites."" [by the way, it is "web sites"] I suggest that all catalogers read this very interesting article, but even more interesting is the authority record: 150 __ |a Extremist Web sites 550 __ |w g |a Web sites 670 __ |a Work cat.: Hate on the net : extremist sites, neo-fascism on-line, eletronic jihad, 2008. 670 __ |a Oxford handbook of Internet psychology, 2007: |b p. 191 (extremist websites; review of 150 extremist websites revealed large percentage had links to similar sites) 670 __ |a Community in the digital age, 2004: |b p. 191 (extremist websites; HBO documentary "Hate on the Internet" provided number of disturbing examples of how extremist websites influenced disaffected youth to commit hate crimes) 670 __ |a Counterterrorism, 2009: |b p. 152 (increasingly important role played by Internet and extremist websites in radicalizing immigrants, citizens in Western countries) 670 __ |a Internet Watchfoundation WWW site, Mar. 30, 2009 |b (extremist websites; extremist web sites) 952 __ |a 0 bib. record(s) to be changed 952 __ |a LC pattern: Government Web sites Even after reading this, I still don't really understand what is an "extremist web site". I could understand "Neo-fascist web sites" (I am purposely ignoring capitalization) or "Hate--Computer network resources". Additionally, the subjects in the LC record for the work cataloged in the authority record, "Hate on the net" are: Racism --Computer network resources. Race discrimination --Computer network resources. Antisemitism --Computer network resources. Internet. World Wide Web. Cyberspace --Social aspects. Technology --Social aspects. These subjects are clear to me and I think they are well done. After a search, the dictionary definitions of "extremism" leave me unsatisfied (e.g. Merriam Webster's "the quality or state of being extreme") and I prefer the Wikipedia definition http://en.wikipedia.org/wiki/Extremism: "Extremism is any ideology or political act far outside the perceived political center of a society; or otherwise claimed to violate common moral standards. In democratic societies, individuals or groups that advocate the replacement of democracy with an authoritarian regime are usually branded extremists, in authoritarian societies the opposite applies. The term is invariably, or almost invariably, used pejoratively. Extremism is usually contrasted with moderation, and extremists with moderates. (For example, in contemporary discussions in Western countries of Islam, or of Islamic political movements, it is common for there to be a heavy stress on the distinction between extremist and moderate Muslims. It is also not uncommon to necessarily define distinctions regarding extremist Christians as opposed to moderate Christians, as in countries such as the United States)." It goes on to discuss how difficult it is to define "extremism". I confess that what pops into my own mind is the Barry Goldwater quote: "Extremism in the defense of liberty is no vice". So, whether someone likes Wikileaks or not, according to the Wikipedia definition (and the others I have seen) "Extremist web sites" should not apply to Wikileaks and I applaud the popular movement to change the subjects on that book. Continuing the same line of thought however: I don't know if I like the subject itself "Extremist web Sites" since it does not appear to have a clear meaning, and is invariably pejorative, as Wikipedia points out. I think this is a great illustration of how the public can get involved, and would like to get involved, in some of the issues of cataloging. Naturally, some more negative examples can be given as well, and I could provide some myself. -- James Weinheimer weinheimer.jim.l at gmail.com First Thus: http://catalogingmatters.blogspot.com/ Cooperative Cataloging Rules: http://sites.google.com/site/opencatalogingrules/ -- *********************************************************************** AUTOCAT quoting guide: http://www.cwu.edu/~dcc/Autocat/copyright.html E-mail AUTOCAT listowners: autocat-request at listserv.syr.edu Search AUTOCAT archives: http://listserv.syr.edu/archives/autocat.html By posting messages to AUTOCAT, the author does not cede copyright *********************************************************************** ___________________ For everything about SRRT lists, go to: http://lists.ala.org/sympa/info/srrtac-l -- *Diedre Conkling** Lincoln County Library District P.O. This training is for librarians who plan to take shifts staffing L-net's chat, e-mail, and texting service. Librarians will receive hands-on trainingwith L-net?s software and instruction on techniques for communicating effectively online with patrons and providing reference service online. There are two ways to staff L-net: 1 - Partner libraries: Reference staff at Oregon libraries may staff the service as partner libraries. Librarians who do so staff the service at their libraries. 2 - Volunteers: If you?ve completed a Reference class in the past 10 years from an ALA-accredited college or university or if you have experience providing reference services in a library, you may apply to be a volunteer. The Statistics in Brief Graduate and First-Professional Students: Who They Are and How They Pay for Their Education: 2007-08 focuses on the types of programs in which graduate and first-professional students enroll, costs associated with those programs, and how those costs are financed via aid and work. This report uses data from the 2007-08 National Postsecondary Student Aid Study, a nationally representative study of graduate and first-professional students, and includes information about students' demographic and enrollment characteristics, their education and work experiences, costs associated with graduate study, and how those costs are met. This survey is the primary source of data used by the federal government (and others) to analyze student financial aid information and to inform public policy on federal aid policy, such as Stafford or graduate PLUS loans. Other findings include: * Thirty-one percent of all master's students were pursuing degrees in education, while another 19 percent were in business administration. At the doctoral level, 60 percent of students were pursuing degrees in fields other than education, although education still accounted for around 15 percent of doctorates. Among first-professional students, about half of all enrollees were pursuing law degrees. * About three-quarters of Ph.D. students in fields other than education held assistantships, fellowships, traineeships, or work-study awards, compared to 29 percent of education doctoral students and 37 percent of students in other types of doctoral programs (e.g., doctor of business administration or fine arts). * The average amount borrowed in 2007-08 among graduate/first-professional students ranged from a low of $13,200 for education master's students to a high of $34,600 for medical students. Identify and disseminate best practices to support learning? and ?streamline the grants administration process.? Other ideas highlight the roles of museums and libraries in early learning and information literacy and support a wide range of partnerships. At our last meeting in July 2011 we decided it was time to provide a summary of what?s happening with the current contract, a review of what?s currently offered, and who represents your library on the SDLAC. As most of you know, we began a two year contract in August 2009 with Gale that included options for up to three additional years for our general periodicals database. Members of SDLAC met in March 2011 to discuss the renewal options prior to the two year expiration date on July 31, 2011, and we decided to pursue a three year renewal if additional content were provided to augment the current package of databases. In the even that additional content was not provided, a one year renewal would have been approved. The OSL staff worked diligently to facilitate discussions about the additional content with representatives from Gale, and we received word that Gale would offer additional database content and freeze the price of the database package through July 31, 2014. We reviewed a handful databases that Gale offered, and after the selection process we are excited to announce that both the *GREENR* and *U.S History in Context* databases will be added in August 2011. The LSTA advisory council and then the State Library Board approved the committee?s recommendation for a three year contract expiring on July 31, 2014 with Gale. The SDLAC will meet again this year to begin planning for the next RFP well ahead of the expiration of the current contract. It is our goal to make a decision by the end of 2013 to allow substantial time for approval and constituent planning in 2014. We will also be working with OSL staff to monitor developments related to the LSTA Five Year Plan and will be staying informed of any changes to LSTA funding by the federal government. In the meantime, allow me to summarize the content available to Oregon libraries: *Gale General Periodicals Databases* *Opposing Viewpoints* *New in August 2011: GREENR* *New in August 2011: U.S. History in Context* *LearningExpress* Since SDLAC members represent specific library sizes and types, we also wanted to remind you who your representatives are so you might contact them if you have input about our work. You can find the minutes of past meetings, committee member contact information and links to Gale and LearningExpress support from the State Library website. Statewide Database Licensing Program: http://www.oregon.gov/OSL/LD/technology/sdlp/index.shtml On behalf of the members of SDLAC, I would like to thank the OSL staff for its support and ask for your input as we continue our work. E-only works create challenges for serving patrons Posted on July 26, 2011 by Jenni Terry | 4 Comments ** *By Anne Behler * *Information Literacy Librarian Penn State University Libraries Member of OITP E-book Task Force* Uttering the words, ?I?m sorry, but I can?t help you? generally goes against the fiber of who librarians are as a profession. Sure, there are circumstances in which the library is not the right service for the problem, but I?d be hard pressed to find a colleague who wouldn?t bend over backward to, at the very least, assist a person with locating the right service. Built on a foundation of free information to all who would seek it, libraries are symbols of democracy and champions of open access to all forms of publication. So it?s certainly a tough pill to swallow that this is a line that we may find ourselves uttering more frequently, thanks to the proliferation of books that are only published in electronic format and served up by accounts designed for private, individual access only. Consider this encounter: One morning this week, our general reference desk received a phone call from an individual who was doing research. He was actually located at another, smaller college in the state, but his librarians could not help him. So he tried us (a much larger, state resource university). His basic problem: 1) He does not own a personal computer or electronic reader and does not want one. 2) He located a book through Amazon.com that he very much wanted to access ? it?s only available in e-book format both through Amazon and Barnes & Noble. 3) His library does not have a device lending program, nor does it allow installation of anything on its public-use computers. Thus any proprietary software required to read an e-book was unavailable to him through his library. 4) He was willing to do anything so that his library could have access to this title and therefore lend it to him and others, such as buy the e-book and donate it to the collection. However, this is not possible with the e-book files, which are account dependent information. 5) He was wondering whether any of the libraries involved could ILL the title to one another for his use (again, not possible due to account and device dependent information). I think you get the picture. Because this title was published in e- only (an author/publisher choice, no doubt) this individual who did not have access to personal technology devices was at a complete loss ? and I was at a complete loss to assist him beyond giving suggestions about how he might borrow computers or devices to be able to download the files and read them. (He was also hoping to print out the book once acquired, which was not likely to be possible either, nor does it comply with copyright, of course). Or he could talk with his librarian about what specifically is required to be able to view the e-books on a machine at the library and hope that they could bend enough to let him install the viewing software on one machine. He and I had a very good discussion about the issues at hand, and I think he went away feeling like he had something to advocate for ? for himself and for libraries. But in that moment that he asked his question, and I tried to respond, I could not rely on any traditional library tools to assist him. No interlibrary loan, no printing, no ?I?ll purchase it for the library on your behalf and lend it to you,? etc. Some thoughts that I hope will prompt further discussion: At lot of discussions around e-books and electronic content focus on marketing the e-books that people *can* access through the library, how to make good collection development decisions about what to purchase and how to negotiate fair licenses. And I?ve heard many of us acknowledge that an e- only library is not something that promotes access for all; print copies that might duplicate e-book collections are going to be with us for a long time to come. But this situation was a stark reminder to me that we should give a nod to the elephant in the room ? okay, maybe just one of the many elephants in the room ? and acknowledge and address the issue of information that isn?t available at all. Or rather, is only available to those who decide to purchase a luxury device and create an information-sharing, privacy-compromising account. Access to information in this environment is certainly not equal, and so far, there doesn?t seem to be much the library can do about it. Is this something we are willing to accept? If not, how can we speak up? *The views expressed in this guest blog post do not necessarily reflect that of the ALA.* ** ** http://www.districtdispatch.org/2011/07/guest-blog-%E2%80%9Ci%E2%80%99m-sorry-but-i-can%E2%80%99t-help-you%E2%80%A6%E2%80%9D-e-only-works-create-challenges-for-serving-patrons/ -- *Diedre Conkling** Lincoln County Library District P.O. Apologies for duplication--but I'd also love it if people would repost it to state public library lists, if such exist! The message has two parts: For those libraries that currently use Twitter, Facebook or both--and for those libraries, if any exist, that formerly used either or both and have stopped. --------------------------- If your public library/library district currently uses Twitter, Facebook or both, I?d love to get some feedback to help me prepare a book on public library use of social networks, to be published by ALA Editions next. Please send responses to waltcrawford at gmail.com, ideally by September 14, 2011. Basic Information Library/district official name Service area population Your name, title and email address Whether you?re willing to have your comments used as direct quotations or only as background. Comments on Twitter or Facebook (or both?indicate which): Whatever you feel is worth saying about how your library uses the social network, how much time is spent preparing items and responding to items (if you do that), whether one person or many post, the feedback you?ve gotten from your patrons, whether it seems worthwhile?and whatever else you think is worth mentioning. Comments on the relationship between the two (if you use both): Do you use them for different purposes, or are Facebook statuses basically longer versions of tweets (or maybe the same)? Other comments on the differences and similarities as your library has used them? Thanks! I can?t guarantee your comments will be used?I?d expect that no more than 2,000-3,000 words of the book will be comments from these emails. I will list you in the acknowledgments (unless you ask me not to do so) and your comments will definitely help as I prepare the subjective portions of the book. I?ll look up your library?s home page and go to your Twitter and Facebook pages, to pick up basic numbers (followers, following, tweets, likes, visits) and five recent items from each service as examples of trends and practices?unless you?re in one of the six or eleven states for which I?m doing full sweeps, in which case I?d do that anyway. Thanks! It won?t surprise me at all if I don?t get any responses to this ?negative? query. Ideally, librarians?should be thoroughly trained, on devices purchased and maintained solely for staff training, before we start lending similar devices to the public. ? This is library-dependent, of course - not all libraries' demographics demand it. But in those communities where it's necessary, libraries need to think about staff training before they lend out devices to the public. It's not enough to put a disclaimer on the device lent to the patron reading,"Library staff are unable to help you with managing or using this device." We are trained in public PC troubleshooting and we need this training as well. Anything else is bad customer service. Thanks for allowing me to put my 2 cents worth in.... ? L.V.
