[Libs-Or] Question about bike locks

I'm thinking about providing bike locks for our patrons that do not
have them, to prevent them from bringing bikes inside, mostly, and I
wondered if any libraries have experience with loaning them out. Hwo
did you manage it, by library card, a fee, or other?
