For the most part, a happy day! Special congrats to Tillamook County residents, who saved their libraries from closure.

There will be several library measures in November and I know that they would welcome your time, money and enthusiasm. Watch for more information and opportunities in the coming months.

Multnomah County - Measure 26-125           The measure would renew the local option levy for the library at the current tax rate of $0.89 per $1,000 assessed value. This levy would not raise property taxes. It would continue the same rate of the previous library levy approved by voters.

Tillamook County - Measure 29-126                        This measure renews the current expiring levy. The levy amount will remain at $0.65 per $1,000 of assessed value and will be used to continue the operations of the County Library System.  It is estimated the proposed rate will raise $2,500,000 in 2012/13; $2,600,000 in 2013/14;  $2,700,000 in 2014/15; $2,800,000 in 2015/16; and  $2,925,000  in 2016/17.  The estimated tax cost for this measure is an ESTIMATE ONLY based on the best information available from the county assessor at the time of estimate.  The County Library System includes the main library in Tillamook, five (5) branch libraries located in Bay City, Garibaldi, Rockaway Beach, Manzanita, and Pacific City and the Bookmobile which serves rural Tillamook County.  This tax rate will provide over ninety-five (95%) percent of the total revenue supporting the County Library System.   All county libraries will have to close if an operating levy fails.

City of Gladstone - Measure 3-394                          This measure would amend the Gladstone City Charter to prohibit the City of Gladstone from incurring any debt, irrespective of amount, in financing any public project. The prohibition would not apply to the issuance of municipal bonds to finance a public project if a bond measure is approved by a majority of voters. If approved, the measure would be effective immediately and would apply to all existing projects in any phase of planning, design, development or construction, including the Gladstone library.

City of Union - Measure 31-83 Local Option Tax Levy for Library This measure authorizes the City of Union to levy a property tax in the estimated total amount of $34,355.00 each year for five years beginning with fiscal year 2012-13. The estimated tax impact of this measure is an average of $.45 per $1,000.00 of real market value. For example, if the measure passes, the owner of a $100,000.00 home would pay approximately $45.00 per year for five years.

City of Stayton - Measure 24-329             This 4-year local option tax to continue partial funding for the City's pool, library, and parks programs and improvements. The City of Stayton is seeking a 4-year local option tax of $.60 per thousand each year for continued operating support of the City's library and pool programs, beginning in Fiscal Year 2013-2014. The tax would replace the existing local option tax that expires at the end of next fiscal year (June 2013) and would continue the operating support for the pool and library. Some of the proposed tax would be used for improvements that could not otherwise be afforded within the City's regular budget.
Over the 4-year life of the proposed levy, approximately 45% would go toward maintaining the
current level of operating support for the Stayton Public Library, as well as the library's budget
for books and audio-visual materials. Approximately 37.5% would go toward maintaining the
current level of operating support for the Stayton Family Memorial Pool. The remainder of levy
funds, aside from an allowance for uncollectible taxes, would go toward improvements at the
Pool, Library and Parks.
