The awarded contractor will conduct an environmental scan of digital collection projects in Oregon and the Pacific Northwest region and report the results.  Using those results, the awarded contractor will create a plan that proposes working model(s) for cross-institutional collaborative digital collection projects for the state of Oregon.  The plan should propose flexible model(s) based on current digitization and digital content management standards and encourage coordination and/or aggregation of freely available digitized cultural collections throughout the state.  The plan should particularly address the needs of small cultural institutions in Oregon.
