[Libs-Or] Mandatory Reporting Workshop and Policy

SDAO feels that it's worth considering the possibility that libraries 
who offer services for the elderly may also be mandatory reporters of 
elder abuse per 124.050. In defining "public official", that statute 
says: "(L) Any public official who comes in contact with elderly persons 
in the performance of the official's official duties." If a library 
offers, say, outreach to an assisted living home or services for 
homebound patrons, that may be enough to trigger mandatory reporting. I 
don't believe that's a change to that statute, though; the definition 
was already there.
