[Libs-Or] request for the title of thischildren's book description

Any ideas what the title of this book might be?
Patron writes:

Wanted to give you a brief summary of the children's book
I am looking forward to finding.

My kids read in around  1978 or 1979.

Setting is a small town in the Midwest.  The town is preparing for its
annual parade and summer celebration.

The main character is a little girl around 7 or 8 and her
mother insists she take tap dancing lessons in order
to perform at the annual event.

She hates practiciing and would rather spend time with
her uncle.  Her uncle is very tall and takes her daily to
the town book store.  Puts her on his shoulders and she
gets to touch and look at the first editions on the top
shelf.

Newton or Fig Newton or the the town is called Newton is
in my memory.
