[Libs-Or] help with wording for agreement between Friends and City to account for donated funds

Greetings Library fundraisers,

We are embarking on a $2.4 million capital campaign. My Friends of the Library have little accounting experience and capacity. We want to accept money as the Friends non-profit, but use the city to help us manage the funds - track, report and pay out to developer and contractor, etc. (We do not have a foundation.)

Does anyone have any kind of sample language for an agreement between a Friends group and a City?

Any suggestions would be helpful.
