[Libs-Or] PPS posting for Teacher-Librarians for this year

At least three FTE for three teacher-librarians has been approved for increasing library staffing in PPS. 

Where the teacher-librarians will be placed is yet to be determined, but will most likely be in K5 or K8 schools with low reading scores.
