Measure 21-156 - Local Option Tax for Library Services – Lincoln County
QUESTION: Shall Library Districtrenewlevy of 9¢ per $1,000 assessed value for five years, beginning 2015-2016, to fund your library?
This measure renews current local option taxes.
SUMMARY: This measure will renew the expiring local option tax. Approval of this measure continues providing funding at its present level for the Lincoln County Library District and the funding it provides to libraries in Lincoln City, Newport, Siletz, Toledo and Waldport.
It is estimated that this measure would raise approximately $326,281 in tax revenues for 2015-2016, $332,807 in tax revenues for 2016-2017, $339,463 in tax revenues for 2017-2018, $346,252 in tax revenues for 2018-2019, and $353,177 in tax revenues for 2019-2020. The estimated tax cost for this measure is an ESTIMATE ONLY based on the best information available from the county assessor at the time of the estimate.

Measure 17-62 - Josephine County Library District
Question: Shall Countywide Library District be formed with permanent rate limit of $0.39 per $1,000 of assessed value beginning 2015-2016?
Summary: If approved, the Josephine Community Library District would be formed, with dedicated long-term funding for library services, books, materials, technology, online resources, and programs. The District boundary would include all territory within Josephine County, serving all county residents. Formation of a district would provide permanent and dedicated funding; governance by separately elected, five-member public board, not the County Commissioners, with local authority and power granted to library districts and public libraries under state and local law. It would also prevent immediate reductions in library services, programs, activities, and hours.

Measure 3-446 – Clackamas County – Gladstone Library
Question: Shall Gladstone authorize the construction and incurrence of debt to finance a new library projected to cost over $1,000,000?
Summary: This measure authorizes the Gladstone City Council to incur debt by issuing municipal bonds to finance and construct a new Gladstone library. Funding sources Clackamas County Capital Contribution of a one-time $1 million; Library District Funds of a one-time contribution of $1.375 million; Continuing Library District Funds of approximately $1.2 million annually, increased from $631,000 the City currently receives. The approximately 13,000 to 16,000 square foot library would be constructed in the Portland Avenue area between Gladstone High School and Clackamas River. No new taxes associated with this proposal. No City/urban renewal funds may be used to construct/operate new library.
