[Libs-Or] Cooling shelter?

Hi Buzzy,
We haven't found it necessary to act as a cooling shelter here, but when I was a librarian in Philadelphia, my branch was a designated cooling shelter when the heat index reached a certain point dictated by the Powers That Be. For us this mainly involved extended hours; instead of closing at 6 PM, as we did most nights, we stayed open until 8, and ended up extending library services during this time.
