State Library Board to Meet in Salem on February 13th

The Oregon State Library Board will meet on Friday, February 13, 2015 at the Oregon State Library in Salem. The meeting will be facilitated by staff of the Coraggio Group who have been working with the State Library on creating a strategic plan. The meeting will include a review of the State Library's Strategic Plan and the upcoming 2015 Legislative Session.

New Flyers Highlighting Gale Business and Health Content Now Available

[GaleFlyers]The State Library has worked with Gale/Cengage to create flyers that can be used by libraries to promote the business and health resources available to all Oregonians through the Statewide Database Licensing Program (SDLP). Specific databases and eBook content from the Gale Virtual Reference Library are highlighted. The flyers, Libraries Mean Business<http://galesupport.com/oregon/business_onesheet.pdf> and Health Happens at Libraries<http://galesupport.com/oregon/health_onesheet.pdf> can be customized to include local library information about how to access the resources. These and other marketing tools, such as posters, table tents, and bookmarks can be found at the Gale Support Portal for Oregon<http://galesupport.com/oregon/>.

Answerland Moving to the State Library this Summer

[Answerland]Answerland, Oregon's statewide virtual reference service which lets anyone connect to a librarian by live chat, email or text messaging, will be transitioning from Multnomah County Library<https://multcolib.org/> to the Oregon State Library<http://www.oregon.gov/OSL/pages/index.aspx>.

The Oregon State Library Board of Trustees met on December 5, 2014 and voted unanimously in support of moving the administration of Answerland from Multnomah County Library to the Oregon State Library. In July 2015, Answerland will officially move to the Oregon State Library. The transition team is made up of Darci Hanning (Technology Development Consultant at Oregon State Library), Rachael Short (Answerland Coordinator at Multnomah County Library), and Emily Papagni (Answerland Support Librarian at Multnomah County Library). The team is guided by the input of the Answerland Advisory Board<https://www.answerland.org/advisory-board>.

As part of the transition, Oregon State Library is seeking new software for Answerland. This software will be selected through the State's Request For Proposals (RFP) process. We plan to provide training on the new software for Answerland librarians in May and June.

Also of note, the State Library has no plans to charge libraries for participating in Answerland during the 2015-16 fiscal year.

2013-2014 Ready to Read Annual Report Now Available

The 2013-2014 Ready to Read Annual Report and Best Practice Libraries report are now on the Ready to Read Grant web page<http://www.oregon.gov/osl/LD/Pages/youthsvcs/aboutready.aspx#Annual_Reports>. The Ready to Read Annual Report is an analysis of the Ready to Read Final Reports submitted to the State Library every December. The State Library has established metrics that measure the effectiveness of the Ready to Read Grant Program. The metrics provide longitudinal data on public library youth services and public library usage statistics. 2013-2014 was the first time libraries select a few outcomes from a list provided by the State Library. Outcome based evaluation allows public libraries to see how their efforts impact library services to children in Oregon, and serves as a tool for setting local youth service goals. The Best Practice Libraries<http://www.oregon.gov/osl/LD/Pages/youthsvcs/aboutready.aspx#Best_Practice_Libraries> report lists those libraries that provide all three youth services best practices: outreach, summer reading, and early literacy training for caregivers.

New Exhibit Showcases Oregon Document Collection

[DriveOR]A new exhibit titled "Publications of the People: the History and Art of Oregon Documents" will open on the second floor of the State Library beginning on February 2nd. The exhibit discusses the rise in the use of illustration and design in the 1930s and 1940s to accentuate official state publications issued by Oregon state agencies. Covers of actual state documents including Blue Books, road maps, and travel brochures will be displayed. Since 1907, Oregon state law has required the State Library to collect and distribute Oregon state publications. To date there are more than 220,000 physical items in the Oregon Document collection and another 40 thousand plus online state documents which are available via the Internet from the Oregon Documents Repository<http://www.oregon.gov/osl/GRES/pages/REPOS/index.aspx>. The exhibit is free and open to the public from Monday to Friday, 8 am to 5 pm.

2013-2014 Outstanding Ready to Read Grant Projects Awarded

Each year the State Library staff recognizes several public libraries for their outstanding Ready to Read Grant projects. The criteria for this recognition are that the library adheres to the original intent of the Ready to Read Grant, focuses on one or more of the three Ready to Read Grant best practices, promotes partnerships both in and out of the library, and creates a project that is replicable in other libraries, or enhances current library services. Libraries recognized for their Outstanding Ready to Read projects<http://www.oregon.gov/osl/LD/Pages/youthsvcs/aboutready.aspx#Outstanding_Projects> in 2013-2014 are: Coquille Public Library, Enterprise Public Library, Helix Public Library, Newport Public Library, and Salem Public Library.

Update on LearningExpress Library

[LearningExpress]The Statewide Database Licensing Program's contract for LearningExpress Library expires in October 2015. The Statewide Database Licensing Advisory Committee (SDLAC) recommended that a testing and skills building online resource continue to be offered through the SDLP, so the State Library has released a Request for Proposal (RFP) to pursue a new contract. It is expected that SDLAC members will evaluate proposals in March and make a final recommendation to the OSL Board by June 2015. Oregon School Library Standards Adopted by State Board of Education

[OASLStandards]At their January 22nd meeting, the Oregon State Board of Education adopted the Oregon School Library Standards<https://sites.google.com/site/oregonschoollibrarystandards/> that Oregon Association of School Libraries (OASL) finalized in 2012. How that will affect school libraries is yet to be determined. The OASL ad hoc committee that sought the adoption and OASL's Oregon School Library Standards committee will seek more information and develop next steps. In response to the news, MaryKay Dahlgreen, State Librarian, said, "To everyone who worked long and hard on this project, congratulations! This is an important step in the regeneration of school libraries in Oregon, along with the adopted school library indicators in the district continuous improvement plans<http://www.oregon.gov/osl/LTLO/LTLOMar2014/Mar2014LTLO.html>. The SL3: Summer Learning, Summer Library, Summer Lunch Partnership to host the Summer Learning Summit!

[SL3]Oregon State Legislators, educational stakeholders, and out-of-school time partners will convene in Salem for the Summer Learning Summit, thanks to a grant from the National Conference of State Legislatures. The Summer Learning Partnership presents the Summit to demonstrate firsthand the impact that this collaboration and the SL3 Program<http://www.oregonask.org/articles/sl3#overlay-context=> can have on youth and communities in Oregon.

Panels of leaders in Learning, Library and Lunch will drive the Summit with a keynote by Founder and Chairman of the National After School Association, Matthew Boulay. It will invite meaningful conversation between guests and presenters about the widespread summer learning loss and hunger throughout Oregon.
