[Libs-Or] Blue Books for public and tribal libraries

The Secretary of State's office has provided a copy of the 2015-2016 Oregon Blue Book for each public and tribal library in Oregon.  We will be shipping them over the next few weeks.  There will be a label on the package indicating that the Oregon Blue Book is enclosed.
