[Libs-Or] Rules governing large bags/luggage/etc.

Our library has some rules about personal belongings in place already, mostly that they can't block aisles, etc. and that we're not responsible for items that are left unattended. Lately we have been having an increasing issue with patrons leaving bags unattended in the library lobby and in other areas, occasionally even overnight, and we are struggling with trying to be accommodating to folks without also creating trip hazards or becoming a default storage area. 

I am sure there are a wide variety of experiences and techniques for managing this issue, and I'm interested in hearing about what's worked in your library.
