Library Board News


State Library Board Met in Salem on February 23rd and 24th

The State Library Board met at the State Library in Salem on Thursday, February 23rd for strategic planning and its regular board meeting on Friday, February 24th. On Thursday, the board heard updates on the previous strategic imperatives, performed a SWOT analysis (strengths, weaknesses, opportunities, and threats), and discussed ideas for the 2017-2019 strategic plan. On Friday, the board reviewed the LSTA 2012-2017 Five Year Plan Evaluation. The next board meeting will be held on Wednesday, April 19th at the Salem Convention Center, in conjunction with the 2017 Oregon Library Association Annual Conference.

State Library Presents New Digital Collections Platform

[DigitalCollections]<https://www.oregon.gov/osl/LTLO/LTLOMar2017/DigitalCollectionsScreenshot.jpg>We are happy to announce the debut of our new digital collections platform! Using Islandora, with hosting and support from LYRASIS, we migrated all of our Oregon state government publications and added new digital content related to the state. This platform upgrade allows everyone to browse easily by agency, search full text, and access PDF files of publications.

Until this transition, the primary focus of our digital collections has been supporting government transparency and civic education by ensuring consistent and coordinated permanent public access to information published by Oregon state government. With a more flexible platform, we look forward to continuing our commitment to providing access to state government publications and expanding our digital collections to include Oregoniana, Oregon-related federal government publications, and more.

Digital Highlights: State Fire Marshal Celebrates Centennial

[FireMarshal]<https://www.oregon.gov/osl/LTLO/LTLOMar2017/FireMarshalWHITEBG.jpg>Digital Highlights is a new, quarterly feature by the Government Information and Library Services division of the State Library that will highlight unique and interesting items from the Oregon State Library Digital Collections<http://digital.osl.state.or.us/>.

The Oregon State Fire Marshal's Office is celebrating its centennial this year! The Office of State Fire Marshal was established in 1917 through the passage of House Bill 226. The aim of this new office, according to the first issue of the Fire Marshal's Bulletin, "will be to show that real fire prevention is the elimination of carelessness and the cultivation of carefulness." To highlight some of the inceptive events of the Fire Marshal's Office, the State Library has curated an online collection of early publications. Recently digitized titles include the following:

* The Fire Prevention Bulletin (1915-1916)

* Home Inspection Report for School Children (1920)

The State Library also maintains a digital archive of The Gated Wye, the primary publication of the State Fire Marshal, and is continuing to digitize older issues. The State Library Welcomes Caren Agata

[CarenAgata]<https://www.oregon.gov/osl/LTLO/LTLOMar2017/CarenAgata.jpg>The Oregon State Library is pleased to introduce Caren Agata as the new Program Manager of the Government Information and Library Services Division. Caren comes to us most recently from South Carolina, where she served as the Library Director for Williamsburg Technical College. Her prior experience includes coordinating information literacy, managing reference, serving as an archivist, and working as a cataloger. Caren began at the State Library in January. Although she misses her husband and pets in the southeast, she is embracing Oregon culture and weather!



The State Library Welcomes Max Waddell

[MaxWaddell]<https://www.oregon.gov/osl/LTLO/LTLOMar2017/MaxWaddell.jpg>The Oregon State Library is pleased to introduce Max Waddell as a new member of the Government Information and Library Services Division, serving as Collection Maintenance Assistant. Max studied history at the University of Oregon. His first day as an employee was April 26, 2016, but he had volunteered at the library previously.



Ready, Set... Learn!

[SkillsoftLogo]Great learning opportunities are just a click away! All staff from Oregon academic, public, school, and tribal libraries have free access to over 500 online courses, 30,000 short instructional videos (2-8 minutes), and job aids on a wide range of technology and business topics through our state subscription to Skillsoft, an all self-paced, online learning website where you can take a course when it fits your schedule. Library staff can pick up great tips and techniques from the business world through this free resource. The Skillsoft site was recently upgraded and we think you'll like the new learner interface as well as the content that can help you meet your individual learning needs.

Here are just a few of the courses that you have access to:

Announcing the 2016 Best Practice Libraries

The list of Best Practice Libraries has been updated and is available on the State Library website<http://www.oregon.gov/osl/LD/youthsvcs/R2R/2016-BestPractices.pdf>. Every year the State Library creates a list of public libraries that implement all three best practices in public library youth services. The three best practices are early literacy training, summer reading programs, and outreach services to underserved youth. The State Library uses the Public Library Statistics to collect data from libraries about which best practices they are implementing and create the list using that data.

During the 2015-2016 state fiscal year, 84 out of 137 Oregon public libraries (61%) implemented all three best practices in library youth services using all types of funding. Eighty-eight libraries (64%) implemented early literacy training, 136 libraries (99%) implemented summer reading programs, and 115 libraries (84%) implemented outreach services to underserved youth.

2016 Ready to Read Annual Report Now Available

The 2016 Ready to Read Annual Report is available on the Ready to Read webpage<http://www.oregon.gov/osl/LD/Pages/youthsvcs/R2R/AnnualReports.aspx>. The Ready to Read Annual Report is an analysis of the 130 Ready to Read Final Reports submitted by libraries that received grants through the State Library. This is the first year outcome based evaluation is solely used to report the impact state funds had on youth and families in local communities.

Ready to Read grant recipients are doing best at using state funds on early literacy projects that support adults so they read, sing, talk, play, and write regularly with their children-60% of libraries reported that most adults achieved this outcome. Libraries need to improve on summer reading projects that support adults so they engage in literacy activities with youth during the summer-25% of libraries reported that only some adults achieved this outcome.

Congratulations to Harney County Library, Hood River County Library, Jefferson County Library, Oregon Trail Library District, and Stanfield Public Library for implementing outstanding Ready to Read grant projects!

Now Accepting Nominations for the Statewide Database Licensing Advisory Committee (SDLAC)

Nominations are now being accepted for the following SDLAC positions. Terms of service are from July 1, 2017-June 30, 2020.

Position #1 - Public Library Serving less than 25,000
Position #2 - Academic Library from a public academic institution
Position #3 - School Library drawn from OASL Membership

The primary responsibility of the SDLAC is to advise the LSTA Advisory Council and the Oregon State Library in the drafting of requests for proposal, the review of proposals, the recommendation to license database(s), and the allocation of costs to participating libraries.
