Here a a few possibilities:
The Oregon Writing Festival
<http://www.octe.org/oregon-writing-festival.html> is coming up May 5th,
co-sponsored by Portland State and the Oregon Council of Teachers of
English. It says registration for students is available via school district
contacts.
Some of these Southern Oregon Young Writers Camps
<http://www.soptv.org/youngwriterscamps/> admit 10 year olds.
Looks like the youngest age for summer camps at Independent Publishing
Resource Center <https://www.iprc.org/education/show-tell-camp/> is 11, but
depending on the 10-year-old's birthday that might still work?
