Library Board News

State Library Board Met in Salem on June 19th

The State Library Board met at the State Library on Tuesday, June 19, 2018. The board approved both the new LSTA competitive grant application cycle and the LSTA competitive grants for FFY2018 (please see the article below for a list of approved grants). The board also approved the Talking Book and Braille Library Annual Donation Expenditure Plan for 2018-2019. Our next State Library Board meeting will take place in Salem, Oregon on August 17, 2018.

State Library News

State Library Participated in the First Oregon Reference Summit

The first Oregon Reference Summit was held at the LaSells Stewart Center at Oregon State University in Corvallis, OR on June 1, 2018. The Oregon Reference Summit (OrRS) event was reference-focused with content appropriate for all skill levels, library types, and experiences. It was an excellent opportunity to meet reference staff from around the state face-to-face and exchange ideas. The OrRS is an adaption of the Oregon Virtual Reference Summit (OVRS), which was held annually from 2008-2015.
The summit had nearly 100 attendees and combined sessions with traditional long form presentations as well as rapid Lightning Talk presentations that were 5 to 7 minutes. Staff from the State Library was involved both on the conference planning committee as well as giving presentations and participating as attendees. It was a fun, educational and all around successful event, and we hope to repeat it in the future. The first OrRS was sponsored by Answerland; the Oregon Library Association's Reference and Legal Reference Roundtables; and the Institute of Museum and Library Services through the Library Services and Technology Act, administered by the State Library of Oregon.

Announcing FY2018 LSTA Competitive Grant Recipients & Statewide Projects

On June 19, 2018, the State Library Board approved all recommendations made by the Library Services and Technology Act (LSTA) Advisory Council regarding FY2018 Competitive Grants and Statewide Projects. The twelve competitive grants awarded this year will fund a wide range of efforts supporting Oregon's new LSTA 5-Year Plan (2018-2022) through the following institutions: Central Oregon Community College, Lewis and Clark College, Multnomah County Library, Warrenton Community Library (in partnership with Seaside Public Library and Libraries ROCC), Springfield Public Library, Scappoose Public Library District (in partnership with St. Helens Public Library), Umatilla County Special Library District, Washington County Cooperative Library Services, Oregon Library Association, Vale City Emma Humphrey Memorial Library, Independence Public Library, and Waldport Public Library. A total of $408,760 of LSTA funds will go toward supporting these grant projects.

We are also pleased to announce that Oregon's three ongoing, regional and/or statewide projects will continue to be supported with LSTA funds through FY2018 - Oregon Battle of the Books (OBOB), Oregon School Library Information System (OSLIS), and the SAGE Courier subsidy. Refreshing Youth Collections Grants to 74 Oregon Public Libraries

The Library Support and Development Services division at the State Library is also thrilled to award seventy-four small and mid-sized public libraries in Oregon with a Refreshing Youth Collections mini-grant through FY2017 LSTA funds. At their May 8, 2018 meeting, the State Library Board approved a plan to reallocate a portion of FY2017 LSTA funds to be used to refresh children's and young adult collections at public libraries throughout the state. Seventy-four public libraries in Oregon will each receive $3,000 to purchase new, high quality youth materials for their circulating collections. Titles may be chosen from a large number of recently published, award winning books from lists curated by the professional library community. New Deadline for FY2019 LSTA Competitive Grant Applications

At their meeting on June 19, 2018, the State Library Board approved a recommendation from the Library Services and Technology Act (LSTA) Advisory Council to adjust the LSTA Competitive Grants timeline starting with FY2019 applications. The new timeline will give grant applicants longer lead time between funding notifications and the start of the grant project year (July 1). As a result, the application deadline for FY2019 LSTA Competitive Grants will move up to early February 2019! The period to submit draft applications for review by the LSTA Advisory Council and staff in Library Support & Development Services will open in early November and close in early December 2018. Comments and feedback on draft applications will be returned to potential applicants by mid-January 2019. We anticipate notifying applicants of the State Library Board's funding decisions by early May 2019. Questions? Changes to Statewide Database Licensing Program coming in August

The State Library will be implementing a new contract with Gale/Cengage in August 2018. In addition to the 22 databases currently available<https://www.oregon.gov/osl/LD/Pages/technology/sdlp/index.aspx#Current_Statewide_Databases> to libraries participating in the Statewide Database Licensing Program (SDLP), two new resources will be added:

 Books & Authors is a reader's advisory tool that includes plot summaries, reading recommendations for similar titles, and searchable information on genre, characters, subjects, and time period. The content is based on Gale's popular What Do I Read Next? Series and includes book reviews and author biographic information for over 146,000 book titles in nonfiction topics and fiction genres. Readers can use this tool to enhance the experience of the book they are reading; dig deeper into its themes and origins; or learn how the author's life and times contributed to the work. It is ideal for reading groups, book clubs, and students.

LitFinder provides access to a broad span of literary works and secondary-source materials covering world literature and authors throughout history. Including more than 150,000 full-text poems and over 800,000 poetry citations, as well as short stories, speeches, and plays. The resource also includes biographies, work summaries, photographs, and a glossary. Users can browse works by thousands of subjects, themes, genres, and movements.

More specific information about accessing these new resources will be sent to each library's SDLP contact in mid-July.

 The new Gale/Cengage contract will also bring changes to the list of eBooks made available in Gale Virtual Reference Library. In response to concerns about dated content, selections in this contract focused on high-use titles with more current publication dates. There was also an effort to increase the content in STEM (Science, Technology, Engineering, and Math) topics. As of August 2018, these 89 titles<https://drive.google.com/open?id=1qMbd1HCx1aLMZlV4mh2VWOcTC5BbRgGvgKmH9CTeY90> will be available to all libraries through GVRL.

Some libraries may choose to purchase access to specific GVRL titles that are no longer available in the statewide contract after reviewing the previous title list<https://www.oregon.gov/osl/LD/technology/sdlp/Oregon_Combined_GVRL_TitleList.xlsx>. As always, libraries that purchase GVRL titles for their patrons can combine those with the statewide offerings. The State Library Welcomes Kate Dunn

The State Library of Oregon is happy to welcome Kate Dunn as the new Digitization Specialist for the Government Information and Library Services Division. Most recently, Kate was the Systems and Metadata Specialist at Oregon Health & Science University (OHSU). She moved to Portland in 2015 while working toward her library degree from The University of Illinois at Urbana-Champaign. Kate graduated in late 2016 with her Master of Science in Information and Library Science with certificates in Special Collections and Community Informatics. Kate hails from Chicago and worked at Loyola University for eight years where her interest in preservation and book repair was piqued when she moved into a Preservation Associate position in the Bindery there. Kate is member of the Oregon Library Association as well as the American Library Association. She has already jumped into digitizing and cataloging here at the State Library, and we are very happy to have her! When not at the library, she can be found hiking, indoor rock climbing, biking around Portland or seeking out the next most delicious burrito.
