Hi all,
Robin Rolfe from PPS and myself (from Reynolds Middle School) attended and
testified at this event. We were the only two librarians speaking. However,
we happened to be called up basically right a the beginning and we were
able to plant the seed of school library issues with future speakers--as at
least two other speakers, a parent in PPS and I think a PTA rep referenced
the value of libraries for our students' education. At the end, we (as well
as others) were asked if we were ok having our testimony possibly put in a
“documentary” or video piece the Oregon School Board Association was
creating around getting funding for the state. We will see where that goes
(I just wanted to make sure the video wasn't going to bash PERS)--the PTA
people said not to worry that this was a good video and campaign to support
getting school funding and that they just want testimony clips. Senator
Roblan and I have a nice exchange at the end of my testimony about where I
went to high school--this is because he was my principal (or vice
principal) at Marshfield High School when I was a student there and my dad
was an art teacher there.

Anyway, we sat through the two hours of testimony, which was interesting to
hear all the different speakers and ideas. My take aways were this: we got
school libraries on their radar at this event, CTE funding has a
well-organized campaign for full-funding advocacy as does the virtual
on-line schools, many varied interests were speaking up for student success
from social-emotional behavior support to class size. QEM came up several
times. This is really what needs to happen: fund the QEM so programs don't
have to fight over crumbs. Still, it is evident that we need to get
organized and have our voice show up to the last three events.
Typically, these are day-long events which are broken into three
experiences for the JCOSS (which is made up of State Representative and
Senators from across our state who are gathering information and input as
to what will increase student success in our state--see list):
1.
They tour various schools and programs
2.
They have small roundtable discussions with invited members of various
groups such as unions, admin, parents etc…
3.
Public testimony in the eventing for two hours
Of course, strong school libraries should be considered a part of this. I
don't think many of our legislators know the true state of our school
libraries, so whatever we can do to inform and convince them of our value
the better.
We need people to speak up at each of the final three events so as to
magnify our cause. Since Robin and I already spoke, we need some fresh
faces and more ideas and insights to present to the committee. I wonder if
we can get OASL or OLA leaders to the round table meetings, and then
individuals can speak at the evening testimony?
To testify verbally, one needs to sign up when you get there starting at
6:30. Testimony is two minutes max. per person. You can also submit written
testimony. I went home after the 7/11 meeting and did that as a follow up
(since I didn't have time to write my testimony) and included many AASL
position statements ( I think I forgot to send the OAR links--so hopefully
someone else can do that, but Kate Weber did mention she testified at a
previous event and asked them to shore up the OAR's--thanks Kate!). I will
attach my written testimony at the end of this email as well.

Redmond (a MUST due to the closure of the library in this very school!)
September 27, 7 p.m. Auditorium President James Madison High School 2735 NE
82nd Ave, Portland, OR 97220 (I know we are planning to get several East
Multnomah County school librarians there)
October 10, 7 p.m. Auditorium Marshfield High School 972 Ingersoll Ave,
Coos Bay (Peggy C. I am sure can organize in Sen. Roblan's territory.) :)
Let's do this! Please let me know if you have any other ideas, suggestions,
or questions. You are all rock stars and our students and staff deserve to
have strong school libraries!
