Eva is correct that I was a free agent in sending the information that I did about Wallowa County. I am a member of the OLA and thought this information appropriate.
Now I am puzzled about the authority and accountability for the listserv. I have understood that the State Library hosts the site, but I have been under the impression for years that one must be a member of OLA (or other Oregon Library professional association?) to subscribe to the listserv. And I have thought that it is a communication vehicle of the Oregon Library Association. Can anyone clarify this definitively?

As a now-retired person who used to have pass levies every five years, I will add my 2 cents.
The original post seems to have been from Ruth Metz, a consultant and not an employee of Wallowa County. I think she is free to advocate. Likewise, librarians from other Oregon libraries who offer verbal support or note that they have donated are free to do so because they cannot benefit from the passage or failure of the Wallowa County election. They are not urging people to vote one way or the other – they just said they donated. Technically, neutral statements!
We all were extremely supportive on the list-serv of Josephine County’s efforts and equally vocal about the sad demise of Douglas County Library. That seemed OK. Why is this different?

To be clear… I’m not a lawyer nor do I play one on TV. Dierdre did a better job explaining what I meant (she’s good at that). What I was referring to about 260.432 was that the list-serve (and possibly other lists maintained by the State Library) might have been opened up to be used by anyone advocating against the measure, for whatever good that would do them, because of the original message.
As someone in a library that must pass a local-option levy every five years, I can’t stop my brain from seeing the campaigning ramifications of any advocacy. At least, to the point that I can follow them. Sorry!

The original message was fine. My follow up message encouraging reaching $1,000 might not have been fine. Libs-or is out of the State Library so we need to follow those rules and they can’t really be changed unless the State Legislature changes the rules. This is why we use People for Oregon Libraries, which uses the Facebook page for this kind of communication. People for Oregon Libraries doesn’t have a discussion list.
Notice, I use my personal email address on this list.

My reading of that law is that government employees cannot be forced to engage in political activity (no problem here) and appeals for money or support cannot be made while the person who is asking for the support or money is at work in a government position. So don't ask on the job. I don't see anything about reading the messages on the job.
As for the Libs-OR rule (who knew Libs-OR had rules?)...it's time to change that rule.
