[Libs-Or] Library elections to watch tomorrow

Hi folks. Sick of hearing from me yet?

Anyway, I wanted to pass along some library-related measures to watch for
in tomorrow's elections. This information comes courtesy of the amazing
Ferol Weyand from the State Library of Oregon. If you have any other
elections that aren't included here, please share them! Does anyone know if
there's a ballot measure to address the impending closure of the Wagner
Community Library (Falls City)?

*Measure– 10-161 - Douglas County - Formation of Lower Umpqua Library
District*

*Question:*
Shall District be formed with maximum tax rate of $0.39 per $1,000 assessed
value starting fiscal year 2018-2019.

*Summary:*
In February 2018, Douglas County’s Board of Commissioners approved sending
the question of the formation of the Lower Umpqua Library District and
adoption of a permanent maximum tax rate to the ballot and ordered an
election to be held. If approved by the voters of the proposed District,
the District will provide library services within the boundaries of the
district. Voting yes on this measure will result in establishment of a
permanent tax rate for the District of $0.39 per $1000 of assessed value,
starting with the fiscal year 2018-2019. This rate is a permanent maximum
rate; the District is not required to collect the full rate.

*Measure– 10-162 - Douglas County - Formation of North Douglas Library
District *

*Question:*
Shall District be formed with maximum tax rate of $0.44 per $1,000 assessed
value starting fiscal year 2018-2019.

*Summary:*
In February 2018, Douglas County’s Board of Commissioners approved sending
the question of the formation of the North Douglas Library District and
adoption of a permanent maximum tax rate to the ballot and ordered an
election to be held. If approved by the voters of the proposed District,
the District will provide library services within the boundaries of the
district. Voting yes on this measure will result in establishment of a
permanent tax rate for the District of $0.44 per $1000 of assessed value,
starting with the fiscal year 2018-2019. This rate is a permanent maximum
rate; the District is not required to collect the full rate.

*Measure– 3-530 – City of Gladstone – Charter authorization to construct a
new library*

*Question:*
Shall the library construction agreement with Clackamas County be
authorized?

*Summary:*
Last fall, the City and Clackamas County settled litigation related to
library funding by agreeing on a method to provide library services to
their collective patrons. Under the agreement, the City must lease
City-owned park property to the County and expend City funds on library
services.

Charter section 49 requires the City to seek voter approval if it wished to
use more than $1,000,000 of City funds to construct - or have another party
construct – a public building. Charter section 50 requires voter approval
before the City may lease City-owned park property.

If approved, this measure would provide the required Charter approvals. If
approved, the City would lease the property occupied by City Hall
(considered “park” property under the Charter) for $1 per year for at least
20 years to Clackamas County for the County’s construction of a new library
and contribute approximately $200,000 per year to support library services.
Clackamas County will also construct a new library in the Oak Lodge area
and jointly operate both libraries to realize efficiencies.

*Measure– Wallowa County – Wallowa County Library District*

*Question:*
Shall District be authorized to impose $0.65 per $1,000 of assessed value
as a permanent rate beginning July 1, 2018?

*Summary:*
If approved, this measure would form the Wallowa County Library District as
an independent, public County library service district with a permanent
rate dedicated to library services, programs, and materials, effective July
1, 2018.

The district would have the powers granted to library districts and public
libraries under state and local law. An elected five-member, at-large,
District Board would serve as the governing board of the district to
provide oversight and accountability.

The permanent and dedicated funding source for the library services would
be up to $0.65 per $1,000 of assessed value. The Library District will
include all of Wallowa County except the City of Lostine.

In the first year of imposition, the proposed rate would raise
approximately $490,313.00

*Measure– 34-283 – City of Tigard – Operating and capital levy to maintain
and increase city services*

*Question:*
Shall Tigard issue five-year operating/capital levy, $1.18/$1,000 assessed
value, for police, parks, library, and city services, beginning 2019?  This
measure may cause property taxes to increase more than three percent.

*Summary:*
The levy would provide funding to maintain and increase city services. If
approved, levy funding priorities would include:

   - Library: Increasing programs, materials, and events for children and
   seniors. Sustaining library open hours.
