Salary Range: $4,542.04 Salary/month
Travel Percentage: Travel to other district locations.

Schedule* 40 hours per week-Monday thru Friday with some evenings and weekends as necessary. Mandatory monthly staff meetings the second Tuesday of the month, 8:00 a.m. - 10:00 a.m.
*Schedule and work location may change based on the needs of the Library
Starting monthly salary: $4542.04 - $4678.30
General Position Summary: The Collection Development Librarian is committed to the use of District collections to support the delivery of innovative and responsive library services and programs. This the incumbent performs a variety of professional library services pertaining to the selection, development, and maintenance of District's adult and youth materials in all six libraries with the goal of cultivating meaningful collections that stimulate reading, discovery, awareness, engagement and entertainment for all Deschutes County residents. This is a union represented position.
Essential Functions/Major Assignments
1. Materials selection: Exercises professional judgment and applies library principles to identify, evaluate, select and deselect library materials in multiple formats for assigned adult and youth collections of the District. Oversees the development and maintenance of assigned collections in all formats.
2. Inform Library collection decisions: Analyzes branch and program statistics, community demographics, and the District's holdings information to determine the assignment of selected materials. Anticipates customer interest and demand by keeping abreast of popular culture trends and purchasing associated materials promptly.
3. Patron responsiveness: Responds to patron requests for materials in a timely fashion and ensures that patron requests for reconsideration of library materials are handled promptly and appropriately. Analyzes diverse and changing community interests and ensures proactively that all District collections, services and technology are relevant, current and easily accessible to the community.

* Presents a positive image of the District in attitude, communications and appearance while performing duties in both the public and staff areas.
* Participates in continuing education efforts and professional development.
* Performs other duties as assigned which may include programming, serving on public service desks and promoting the library and services to the District's customers.
Qualifications
Job Scope
1. Collection policy: Directly responsible for collection building and overall policy development with support from other Collection Development Librarians, the Technical Services Manager.
2. Materials budget: Responsible for the disbursement of more than $2 million budget for materials for the entire District. Makes purchasing decisions regarding the District's materials and libraries' collections; coordinates requests for the purchase of materials for all age groups; utilizes professional expertise and data from the integrated library system to make informed purchasing decisions; and monitors spending timeline to ensure regular expenditure of fiscal year's budget.
3. Guidelines: Accountable for the development of District standards and methods for selection, review, removal, and replacement of collections for all libraries in coordination with the Technical Services Manager. Evaluates current holdings against collection development and deselection guidelines, current publishing trends and circulation data to establish the most effective collections possible, appropriate to the District's mission and Board results policies.
Supervisory Responsibility
This position does not have supervisory responsibilities.
Interpersonal Contacts
1. Networks effectively with other District leaders to coordinate service needs and/or to resolve issues in a timely manner.
2. Maintains positive relations with the staff, customers and volunteers on a regular day-to-day basis practicing effective conflict management strategies.
3. Develops and cultivates positive professional relationships with outside vendors, community contacts, educational leaders and the Friends of the Library groups.
4. Participates actively in weekly and monthly meetings and assigned projects.
5. Explains all library policies and procedures to library customers, particularly when clarity is needed within areas of collection development.
6. Delivers effective presentations for a variety of inside and outside purposes.
Job Skills
1. Maintains advanced knowledge of collection development and popular materials, cultivating an expertise of current and classic children, teen and adult materials in all formats and languages.
2. Anticipates demand for titles and materials by maintaining awareness of popular culture trends.
3. Researches, gathers and analyzes information and data; prepares various reports and statistics; and develops recommendations on specific areas of District collections.
4. Ability to use multiple areas and components of the integrated library system.
5. Ability to evaluate District circulation policies and procedures that influence collection development and customer access to materials and collections.
6. Develops and maintains the District's internal web site.
7. Explores new collection development practices, tools and/or vendor services that will improve or streamline processes.
8. Develops advanced research knowledge and search skills using books, databases and the Internet.
9. Practices sound conflict resolution methods, negotiation and problem solving skills.
10. Ability to speak, understand, and write English clearly and concisely. Ability to speak Spanish desired but not required.
11. Applies effective training techniques for adults, teens, and children.
12. Intermediate knowledge of PC applications for library operations including word processing, spreadsheets, email, Internet, chat, presentation software, SharePoint and data management.
13. Advanced knowledge of the principles and procedures related to selection, acquisition, processing and deselection of library materials in multiple formats for multiple age groups.
Job Effort

Job Knowledge (including Education, Experience and Certification/Licensure)
Requires a Master's of Library Science degree and three or more years' relevant library experience in public or technical services.
Extensive knowledge of professional library principles, practices, techniques and standards as they pertain to collection development, proactive customer relationships and confidentiality of information as identified in the ALA Bill of Rights and Intellectual Freedom Principles.
