[Libs-Or] Administrative Fees charged for services rendered by the City

The City of Newberg charges what is called an Administrative Support Services Charge and it includes our share of:
City manager
Insurance (Property & Liability, Health insurance is already in our library personnel budget)
Facility Maintenance
Human Resources
Telephone expenses

They have a pretty extensive formula that calculates each departments share based on FTE (Human resources) computer calls (IT), actual copiers, etc. as appropriate for each item.   They've perfected it over the years and I think it does accurately reflect the cost of the library to the city central services.   This year there was no charge for legal as we didn't use any City Attorney time this year.   Next year there likely will be as we've got some issues to resolve regarding a property purchase that he will spend time on.  Like any attorney he charges by the minute ;-)

For 2019-20, it is $445,700 which is 73% of my Materials and Services Budget and 25% of my total budget
FYI, the biggest part of that $445,700 is Facility Maintenance  which is $217,174 as we have one of the largest buildings as well as one of the oldest (Carnegie from 1912/addition in 1985)  in the city and the janitorial and building repair needs are pretty great.

We just went over this at the Budget Committee meeting last night so it's fresh on my mind ;-)   Our Finance Director did comment that this isn't something that all cities do.
