State Library Board News

State Library Board is meeting on Jan. 11

The State Library Board will meet at 9 a.m. on Friday, Jan. 11, 2019, in Room 103 of the State Library. Ann Malkin of Bend will chair the meeting. Are you ready for the 2019 legislative session?

The swearing in/organizational day on the 2019 legislative session calendar<https://www.oregonlegislature.gov/chief-clerk/Documents/FINAL2019SessionCalendar.pdf> is Jan. 14, 2019, and the real action begins with the Tuesday, Jan. 22 start of session.

This regular annual session may not exceed 160 calendar days without a vote to extend. The good news this session is the targeted data for “sine die” or adjournment is before July 4.

The Oregon Legislative information System<https://olis.leg.state.or.us/liz>, or OLIS<https://olis.leg.state.or.us/liz>, will help monitor bills of particular interest after the bills are introduced. You can also receive updates on specific bills, committee agendas, legislative news or even communications from any member by using the eSubscribe<https://www.oregonlegislature.gov/citizen_engagement/Pages/e-Subscribe.aspx> service. Live video feeds of committee public hearings, work sessions, floor debates and floor votes are also available. Particularly useful is the easy access to testimony presented by interested parties at public hearings. OLIS is your one-stop resource for legislative information.

The Legislature’s main site<https://www.oregonlegislature.gov/> contains links to legislative research, “background briefs,” mandated reports, as well as publications from both the Legislative Fiscal and Legislative Revenue offices. To start at square one, the Governor’s Proposed budget for 2019-21 is available here<https://www.oregon.gov/das/Financial/Documents/2019-21_gb.pdf>.

A couple of extra tips. An easy way to quickly review a legislator’s voting record in chamber is to use the Oregonian’s, Your Government<https://gov.oregonlive.com/> resource. Use OLIS to review how members vote in committee as they may vote differently on the floor than in a committee work session.

State Library of Oregon State Librarian Caren Agata presented Springfield Public Library Director Emily David the LSTA Project of the Year Award. The LSTA grant was used to give unserved area residents access to the library.

LSTA Project of the Year, grants,
and other news

Springfield Public Library has been awarded the Library Services and Technology Act (LSTA) Project of the Year for their FY2017 LSTA-grant project, For Every Student, A Library.

The LSTA Advisory Council and State Library Board recognize the creativity and hard work demonstrated by Springfield Public Library to extend local library service to previously unserved families within the Springfield Public Schools district boundaries. Through partnerships with Springfield Public Schools and local organizations, Springfield Public Library developed a sustainable model to serve this population into the future. Interim State Librarian Caren Agata will present the award to Springfield Public Library Director Emily David at the next Springfield City Council meeting Jan. 7.

Welcome to our four new LSTA Advisory Council members, who began their three-year terms on Jan. 1:

  *   Maria Aguilar, public libraries representative
  *   Maija Anderson, academic libraries representative
  *   Maureen Flanagan Battistella, library users representative
  *   Bill Fisher, special libraries representative
