[Libs-Or] Fine Free Libraries

The first library I worked for was fine free. However, they were also sent lost books to collections fairly quickly. The collection is of value to the community if it can be checked out, use of a collection agency is the teeth some people need to be fair to others in the community.

It means that patrons can continue to use the library without being adversely punished for being poor or of limited means. It also means that the library moves away from being punitive. LOL.. I suspect desk staff would love to have that particular discussion/argument off of the counter.
I’m not sure how it cheapens the value of the collection, so I can’t address that issue.

Will someone please explain to me the advantage of "fine-free"? In my thinking it removes responsibility from the patron and cheapens the value of our collections. This is only the second time I've heard of this concept so perhaps I don't have the whole picture.
