[Libs-Or] protocol for minors using the computers

In Baker, we do allow minors computer access (except when a parent has
applied a block, or there is a disciplinary block in effect) and can issue
computer-use only cards to minors that are frequent visitors. This provides
convenience for the library user and saves staff time involved with issuing
visitor passes.

To get a Computer Use only card, kids fill out a registration form (home
address required), and we mail a Parent Notification Letter informing the
parent(s) that their child has been issued a card for that purpose and
inviting them to visit the library to upgrade it to a card with checkout
privileges. If the letter bounces back, we make a note on the account but
don't cancel computer use.

Here's the relevant section of our Technology Use policy:

Access by Minors

The District upholds the right of each individual to access
constitutionally-protected material. The District also affirms the right and
responsibility of parents and legal guardians to determine and monitor their
own children's use of library resources and the Internet. To assist parents
in their responsibility, the District provides specially-selected resources
for children and young adults, although access by minors is not restricted
to these resources. Concerned parents are recommended to accompany their
child while visiting the library.

We decided about eight years ago to loosen up our computer policy and bring
it in line with how we handle other library materials and minors. This is
what our policy now says:

" Internet Access by Your Minor Child

The Library upholds the right of each individual to have access to
constitutionally protected material. The Library also affirms the right and
responsibility of parents and guardians to determine and monitor their
child's use of library materials and resources. The Library encourages
parents to inform their child of materials they do not want them to use, and
to supervise their child's Internet sessions, regardless of the child's age.
The Library also offers computers in the Children's area that are pre-loaded
with learning games and that do not have access to the Internet."

Hi all.We are going to redo our protocol for minors using our patron
computers.as of now we require a parents signature and a copy of a
parent's(or guardian's) photo ID.often the school age child will tell us
that their parent will not sign or come to the library w/ their photo
ID...do you have a different protocol you can share? Thanks Georgi Samuelson
