[Libs-Or] On vs. Off-desk time

I am looking for perspectives on adult services/reference librarian times of on-desk (actively serving the public) vs. off-desk (research/passively serving the public) time at different libraries, especially with a ratio to the population your library serves.  Any feedback would be appreciated.
