Subject: Student cards regardless of residency

Hello.  I'm interested in hearing from any libraries who offer cards to students, regardless of residency.  I'm particularly interested in hearing from libraries who offer said cards directly, not in partnership with their local school district.  I would like to hear the pros and cons, and also see the written policy if you have one.
